Questions and Answers

AG84N8-S-14-0022

Q1: Will awardees be required to submit a quote/proposal in response to each and every requirement under the contract?

A1: Awardees are expected to make a good faith effort to provide a quote/proposal in response to each requirement; however, they are not required to quote/propose on each requirement. The following language has been added into the section of the solicitation titled “Task Order Competition” (page 34):

“Holders of multiple award IDIQ contracts are expected to provide good faith proposals in response to task announcements issued during the life of the contract. If a contractor is unable to respond due to conflicting commitments or lack of capacity, the ordering official may excuse the contractor from a competition upon specific written request. However, repeated failure to provide a good faith proposal will result in the contract not being renewed and will release the government from the minimum guarantee obligation.”

Q2: In Attachment 02 – Statement of Work, Section 4 “Location and Description”, you have Washington, Colorado, and California listed as NF lands within Regions 1 and 4. Was this an oversight?

A2: No. There are very small areas of Forest in Colorado, California, and Washington that are a part of Region 1 and 4.

Q3: Are offerors required to bid on all of the line items in the Schedule, or may offerors only bid on a portion of the line items?

A3: Offerors must propose on all of the items in the Schedule of Items to be considered for award. A limited number of awards will be made; therefore, in order to ensure that we have sufficient competition for all types of requirements under the contract, we don’t want to limit ourselves by only awarding portions of the line items to the awardees. Offerors that cannot provide all the services listed in the solicitation should consider either subcontracting portions of the work, or pursuing opportunities to work as a subcontractor under the resultant contracts.
