The pre-bid meeting was held on August 3, 2010 at 9:00 a.m. We met at the Powell Ranger District Office for a brief meeting then went to the project site and walked through the project. The pre-bid meeting notes are part of an amendment to the above referenced solicitation.
The following is a list of questions and answers:
1. Question. Will the Forest Service pay impact fees relating to the new water meter? Answer. Yes, the Forest Service has already arranged with Panguitch City for installation of the new water meter and has paid the required fees.
2. Question. Will bacteriological tests be required and who is responsible? Answer. Yes, See section 221100 3.6. Bacteriological tests are required and the contractor is responsible for taking samples and paying for the test.
3. Question. Is compaction testing required? Answer. Yes. See Table 014100. Change this specification to require testing only in the road crossing. Trench outside the road crossing still requires compaction as specified in section 312000, but does not require testing.
4. Question. Who pays for the compaction testing? Answer. Contractor
5. Question. Can the line to the trailer pads be moved to avoid crossing the lawn? Answer. The payment for waterline is for actual quantities installed. If lines are moved slightly, payment will be for actual lengths.
6. Comment. This contract is subject to Davis Bacon wage rates. The rates are included in the solicitation.
7. Question. Are bonds required? Answer. A bid bond is not required, but performance and payments bonds are required.
8. Question. What is the requirement for disposal of excess material from the trenching? Answer. Section 024100 requires hauling to a disposal area. The disposal area shall be arranged by the contractor at a site off of National Forest Lands.
9. Question. If Blue Stakes will not mark the electric line from the meter to the trailer pads who is responsible for marking? Answer. Contractor should try and make special arrangements with Blue Stakes or directly with the power company to have the lines marked.
10. Question. What size is the secondary waterline? Answer. The size is not known.
The original solicitation has several typos and is missing several specifications. This will be corrected in Amendment #2.
