Q. What is required to be turned in as part of the proposal?

A. Any Acknowledgments of Amendments to the Solicitation and as stated on page 33:

1 copy of the completed signed offer (SF-1449 pages 1-2) 3 copies of the technical proposal (Instructions in Section VI pages 33-36) 1 copy of the price proposal (Section II page 3)

Q. Specific Instructions – Technical Proposal page 33. In what format should the Past Performance Information be presented in?

A. There is not a specific format in which you should present your past performance information. Should be presented in a way the evaluator can obtain information needed.

Q. When do you anticipate contract award?

A. We are anticipating contract award within 30 days.

Q. Any preference of who the prime contractor is, ie fabricator or design firm?

A. NO

Q. What is the Small Business Size for this Solicitation?

A. The size standard for this solicitation is $6.5M per year averaged over the last three years.

Q. How much flexibility will be allowed in committing to exhibit designers, fabricators, and/or installers as part to the proposal? It is difficult if not impossible to suggest all the possible sub-contractors that might be used over the 5-years of the IDIQ with regard to all the specific technical services.

A. We understand that sub-contracts will change thru the life of the IDIQ. For the purpose of the technical proposal we are looking for your ability in the Management of the work to be accomplished. Refer to AGAR 452.237-74 Key Personnel (Feb 1988) clause page 5.

Q. Can applicants be specialists in just several of the categories and still submit an RFQ?

A. We expect the contractor to provide all the services listed in the scope of work, either by doing the work themselves or sub-contracting.

Q. Does each RFQ submittal need to include all categories listed in Section II? In other words, does a complete team need to be assembled in order to be competitive for the RFQ?

A. Yes we expect the contractor to be able to provide all services.

Q. What is the typical project size (dollar amount) for this contract and how many projects, on average, do you think will be issued per year?

A. Based on the minimum guarantee each contractor is guaranteed $5,000.00 for base year plus any renewal option years. We anticipate a couple of projects close to $1M.

Q. What are you looking for in the way of a historian/archivist?

A. If the need arose for conservation of artifacts or research on a history topic.

Q. Is there a reason why you have not included an AV specialist on your hourly rate list when you ask us to provide audiovisual services?

A. Have asked that you please adapt your job titles to those listed as closely as possible.

Q. Are the hourly rates on Attachment 4, Sample Bid Sheet, in accordance with what the government expects to pay?

A. No the hourly rates on Attachment 4 are just an example.

Q. Page 34 notes that we have to provide a Price Proposal from Section B. What is Section B?

A. That should be section II-Schedule of Items.

Q. Do we have to price the sample task order that is listed on pages 20 – 24?

A. No that is just an example of what to expect when asked to respond to a task order.

Q. How many contractors do you intend to select? If more than one, will you have multiple contractors bid on individual task orders? If yes, how many and how will price be evaluated?

A. As noted in the solicitation there may be more then one award made, which will be based on responses received to the solicitation. Yes, tasks will be competed to the best extent practicable. Evaluation will be based on best value to the government, which includes price and delivery/completion schedule.

Q. Why is this solicitation subject to prevailing wage requirements? Are each of the tasks associated with this job subject to prevailing wage? Do prevailing wage rates apply only to work on site? Given the variance in prevailing wage rates in several different counties amongst several different states, how are we to calculate our hourly rates that get incorporated into our contract?

A. This IDIQ will have option years; therefore each year will be subject to the prevailing wage rates at the time of option renewal. The wage rates are subject to where the work is being done. So if the majority of the work is done at your facility the wage rates will be based in your county/state. The installation would be a changing rate based on where the installation was to occur. The requirement is to meet the minimum wage plus fringe for county/state the work is being done in.

Q. Are General Contractor’s licenses required in each state in which we will be doing work?

A. We require that you meet all state requirements, whatever they may be.

Q. Please clarify whether multiple awards may be made.

A. Multiple awards may be made depending on the responses we receive to the solicitation.

Q. Will the successful contractor be able to provide all services in the scope of work?

A. We expect the contractor to provide all the services listed in the scope of work, either by doing the work themselves or sub-contracting.

Q. The interpretive industry is a small community…Can a sub-contractor, such as a fabricator, appear in more than one proposal?

A. Yes, someone could be a sub-contractor for more then one prime contractor.

Q. Available Tasks Section 5.1

Sequence of Task Events (page 10 of 38) Will you consider modifying the order of tasks? Task #12 graphic layouts, in our typical workflow, are typically produced during fabrication. Selections of fonts and colors and preparation of a typical graphic layout for each panel type are completed during design, so an approved graphic design approach is part of the final design products. Would this be acceptable?

A. The sequence of the tasks completed is not as important as the outcome of the end product.

Q. Should we assume that removal and disposal of existing exhibits, minor building remodeling such as adding walls or carpet, adding electrical outlets or data cabling or lighting, might be part of the scope of services under this Solicitation?

A. If the work is incidental to the project it would fall within the scope of services under this solicitation. If the work is not incidental it will not be within scope and will not be apart of the task order but handled thru a separate procurement.

Q. NAICS code for this solicitation is 712110 - Museums with a size standard $6.5 M, is this correct? Would we be willing to change the NAICS code to another code that is 500 employee size standard. Other NAICS codes used on other contracts out there are 339999 – All other Miscellaneous Manufacturing or 321999 – All other Miscellaneous Wood Product Manufacturing.

A. Based on the scope of work for this project the NAICS code is appropriate for this solicitation.

Q. Can a Canadian Based company respond to this RFQ?

A. No. This RFQ has been set aside for total small business. In accordance with the SBA in order to qualify as a small business you must be a US based or have a US based office.

Q. Is this solicitation a part of the Region 2 Center for Design and Interpretation?

A. This solicitation is outside of what Region 2 is doing.

Q. What percentage of work must the prime do on this contract?

A.In accordance with FAR 52.219-14 Limitations on Subcontracting (Dec 1996)
(a) This clause does not apply to the unrestricted portion of a partial set-aside.

(b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for—

(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.

(2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.

(3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.

(4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.

(End of Clause) **Further clarification on (1) Services (except construction): Cost being the associated costs incurred for personnel in performance on the contract by the prime.**
