B. TRAVEL RATE
When applicable, the rate for actual time in travel shall be reimbursed at the GSA Travel Rates (www.gsa.gov) and will be determined at the time of task order.
C. MATERIALS AND OR SUPPLIES
When applicable, a requirement for materials/supplies with a breakdown of costs will be prepared by the contractor and added to the task order.
D. PRE-PROPOSAL TELECON CONFERENCE
The Government is planning a proposal conference, during which potential offerors may obtain a better understanding of the work required.
Offerors are encouraged to submit all questions in writing on or before close of business February 19, 2008. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. Please submit questions electronically to tblunt@fs.fed.us.
Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer.

AGAR 452.211-74 Period of Performance (FEB 1988)
(a) The period of performance of this contract is from contract award date through March 31, 2013 .
AGAR 452.216-73 Minimum and Maximum Contract Amounts (FEB 1988)
During the period specified in FAR clause 52.216-18, ORDERING, the Government shall place orders totaling a minimum of $5,000.00, but not in excess of $1,000,000.00. The Government does not plan for awarded contract to exceed a total of $ 5 million for the five year period.
(b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated.
(c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 33 of this solicitation be contacted and advised of the number of persons who will attend.
(d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award.
(e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. (End of Clause) AGAR 452.237-74 Key Personnel ( FEB 1988)
(a) The Contractor shall assign to this contract the following key personnel: __________________
(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.
(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel.

SECTION III
DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
(regions 1, 2, 3, & 4 Exhibits and Interpretive PLANNING)
1. GENERAL
1.1 Purpose. The purpose of this requirement is to provide project management, exhibit planning, design and fabrication, installation for exhibits, audiovisuals, interpretive signs and related media and interpretive planning efforts for USDA Forest Service Regions 1-4 sites or other locations at the discretion of the contracting officer. All work to be performed under this contract will be directed by the Government through the issuance of individual Task Orders in accordance with the procedures outlined in the ordering clauses of this contract.
The end purpose of this interpretive/exhibit contract is to provide interpretive information to the visiting public about the Forest Service, its mission, forest values, visitor safety, and the geographic area where the forest is located. The interpretive objectives of Forest Service’s interpretive services program are:
1. To assist visitors to the National Forests, research projects, and State and Private Forestry locations in gaining a greater appreciation of the role of conservation in the development of the Nation’s heritage and culture.
2. To promote visitor understanding of the Forest Service, the National Forest System, Forestry Research, and State and Private Forestry programs.
3. To inform visitors of recreation opportunities and facilities on the National Forests.
4. To help visitors know and experience the natural environment.
5. To increase visitor understanding of natural and cultural history principles and their relation to land management techniques.
1.2 Statement of Work. The Contractor shall provide all services including labor, materials, equipment, travel, and facilities to provide project management, planning, design, production, testing, fabrication, installation and personnel training for interpretive planning efforts and exhibit elements, audiovisuals, interpretive signs and related media at USDA Forest Service Regions 1-4 sites or other locations at the discretion of the contracting officer.
1.3 Method of Procurement. Contract will be for a base year and four option years for a possible total of 5 years. The US Forest Service intends to procure this service requirement on a competitive basis in accordance with the provisions set forth in the Request for Quote (RFQ). A Firm Fixed Price contract will be awarded to one or multiple offeror (s) selected under the provisions of the Evaluation Factors for Award Section of this RFQ. If there are multiple awards, each task order shall be competed to the extent practicable.
All work to be performed under this contract will be directed by the Government through the issuance of individual Task Orders in accordance with the procedures outlined in the ordering clauses of this contract.
1.4 Location. Regions 1-4 of the USDA Forest Service encompass a large geographic area (see maps, attachment 1) which includes 48 national forests and grasslands. Any Forest Service office within these regions may utilize this contract for their exhibitory and interpretive planning needs.
2. DEFINITIONS
2.1 Contracting Officer (CO) – The person executing this contract on behalf of the Government.
2.2 Contracting Officer Representative (COR) – The person designated to represent the Contracting Officer.
2.3 Contracting Officer Technical Representative (COTR) – The person designated to serve as the technical point of contact for this contract.
2.4 Contractor – The person whose bid is accepted by the Forest Service and who has gained the responsibility of performing the requirements of the contract.
2.5 Competitive Range - Competitive range is a subjective determination of those offers that have the potential for being selected for award after consideration of all factors.
2.6 Exhibits – Exhibits may include interior or exterior, permanent or temporary exhibits, exterior wayside exhibits, way-finding signage or any elements thereof.
2.7 Project Management - Project Management includes full-time coordination of all work, quality control, on-site meetings, reviews, interpretive planning and research, all phases of planning and design work, production and installation, production of maintenance manuals, and all other work identified in a Task Order.
3. GOVERNMENT PROVIDED PROPERTY
3.1 The Forest Service shall provide to the Contractor all necessary reports, plans, documents, and other information available only from the Forest Service, necessary for the performance of the contract requirements.
4. CONTRACTOR FURNISHED SERVICES
4.1 The Contractor shall provide all services including labor, materials, equipment, travel, and facilities to provide project management, interpretive planning, exhibit planning, design and production/installation required to complete the work required as outlined in the tasks below and detailed in subsequent Task Orders.
5. AVAILABLE TASKS
5.1 Work under this contract will be guided by the general tasks and/or project definitions outlined below. The Government will pick and choose from this list based on the work to be accomplished and include them in a Task Order. Additional details regarding specific tasks will be included in each Task Order (sample, attachment 3). Task Orders may include additional information and or special deliverables related to interpretive planning, exhibit design, fabrication and installation. Each Task Order will include required completion and delivery dates. The Contractor will provide the Government with a cost bid (sample, attachment 4) to complete the work outlined in the task order. The Government will identify reviewers who will insure the accuracy of the content of interpretive plans, exhibit text and related media. These reviewers will include persons who are employees of the Government or partner organizations, which have special expertise related to content. It is expected that they will review text and graphics, and that based on that review, recommended changes will be incorporated by the Contractor into future planning and design documents. The Contractor shall also incorporate the guidelines listed in Attachment 2 during the planning process.
Task # 1. Site Visit
1.1 Travel to the project site specified in Task Order and meet with project participants to review the project requirements.
1.2 Observe Site Conditions. Gain a general understanding of the Forest resources; observe site conditions; assess project needs; identify and interview project resource persons; determine visitor types, characteristics, and use patterns; and determine other facts useful for exhibit development. Survey other interpretive operations in the park, and determine their relevance to the exhibit project.
1.3 Determine Objectives. Determine and document the interpretive themes and objectives of the exhibits from park staff and relevant documents. Utilize preliminary planning documents such as the as the Forest Plan, Interpretive Prospectus or Interpretive Plan, and any other documents in the determination of themes and objectives.
1.4 Inspect Exhibit Spaces. Inspect, measure, map, video, and otherwise document proposed exhibit spaces and sites, and obtain and verify the accuracy of any architectural drawings of the site. Record locations of all outlets, registers, switches, and other equipment that might affect exhibit design.
1.5 Review Building Plans. Review design and construction drawings for proposed visitor facilities to assure that all interpretive areas are appropriate for the conceptual and technical requirements of proposed exhibits, and prepare review comments on such drawings. Address any universal accessibility issues.
1.6 Inspect Artifacts/Objects. Inspect any artifacts/objects that may be available to determine their suitability for inclusion in proposed exhibits. For each relevant object take a photographic image and record the catalog number, dimensions, description, and any other data that will be needed to assist the project team in selecting display objects.
1.7 Inspect Graphics. Inspect graphics in Forest Service collections and other designated sources to determine their suitability for inclusion in exhibits; copy or photograph the graphics, and record information regarding subject, source, and content.
1.8 Write Trip Report. Draft a written trip report documenting principal decisions and agreements reached by the planning team; and revise that draft based on review and comment by the COR.
Task # 2. Project Plan and Management
2.1 Develop Project Agreement Plan that defines the scope and roles and responsibilities of project team members.
Task # 3. Interpretive Planning
3.1 Prepare Interpretive Plans. Develop and write an interpretive plan including participation in public and forest meetings, analysis, text development, graphics and source information. Major components of a plan include introduction/background, inventory of existing interpretation, visitor analysis/use patterns, interpretive themes, goals and objectives, media recommendations, cost estimates and design guidelines.
3.2 The goal of the completed plan is to provide enough information – from themes, goals, and objectives to cost estimates – so that the next phase of the project can proceed into exhibit and/or resource planning.
Task # 4. Exhibit Resource Package
4.1 Prepare Exhibit Resource Package. Assemble and organize all the text, graphics, artifacts, and source information that will be presented in the exhibit project. Include the introduction, summary of interpretive themes, text resource information, labels, and bibliography of books and videos. Assemble the Resource Package in the format specified in the Task Order.
4.2 Conduct General Research. Conduct general research to support exhibit planning and design work during the concept planning and design phase. Locate and identify graphics, artifacts and display objects. Contractor shall use the guidelines listed in attachment 2 and the information provided in Section 6 (Guidance and Resources) of this contract document.
Task # 5. Exhibit Functional Use Diagrams
5.1 Prepare Exhibit Functional Use Diagrams. Develop and draw functional use diagrams of the proposed exhibit space showing the locations, scale, and relationships of proposed exhibit treatments. The diagrams consist of a floor plan with proposed exhibit areas outlined with irregular shapes or "bubbles."
Task # 6. Project Schedule
6.1 Prepare Project Schedule. Prepare a schedule for the phases of the entire project
Task # 7. Project Budget
7.1 Prepare Cost Estimates. Prepare a cost estimate for the various components of the project.
Task # 8. Prepare Promotional Materials
8.1 Develop a promotional document or other promotional materials designed to describe the proposed project for prospective project donors, fund-raising agencies, or designated reviewing officials. Requirements will be specified in the Task Order.
Task # 9. Exhibit Concept Design Plan
9.1 Based on comments received from the COR on the Site Visit Trip Report and using information generated through meetings and research, the Contractor shall develop a Exhibit Concept Design Plan. This plan will provide a visual and narrative description of the planned exhibits including the information gained from Lines 1 through 6. The plan shall include interpretive goals, content and interpretive technique for each exhibit, exhibit sketches, perspective view drawings, elevation drawings, materials/finishes and typographic samples, a flood plan, a description of architectural modifications and may also include audiovisual treatments, graphic and artifact working lists,. The document will be used to gain consensus before final design plans are produced. This package includes draft text, a floor plan. This plan will normally go through at least 3 review cycles with the government typically at the 30%, 60% and 90% review milestones. Specific requirements shall be specified in the Task Order.
Task # 10. Exhibit Labels
10.1 Write Exhibit Labels/Text. Write label copy for all proposed exhibits as specified in the Line Item. Provide copies of the text in hard copy form as well as digital via either email or disk. Format must be in MS Word.
Task # 11. Exhibit Audiovisual, Computer and Multimedia Programs
11.1 Provide audiovisual treatments for all exhibit audiovisual, computer, and electronically controlled programs. These treatments will include an outline of the subject matter to be presented, a description of the sequence of events and options visitors will encounter, and a description of the materials, equipment, software and structures associated with the program. Insure that all specified items are easily obtainable.
Task # 12. Prepare Exhibit Graphic and Artifact Layout
12.1 Prepare Layouts. Prepare a layout page for each graphic and artifact in the project. Include the final dimensions and crop marks for graphics.
Task # 13. Exhibit Graphics Package
13.1 Prepare Exhibit Graphics Package. Acquire all reproducible negatives, transparencies, slides, prints, or other image formats that will be used to reproduce graphic during the Production Phase of the project. Assemble proposed graphics in a notebook(s) clearly labeled. Exhibit Identification Numbers must be clearly displayed on each sheet which refers back to the layout for placement.
13.2 For each graphic in the Exhibit Graphics Package determine if it is necessary to acquire use rights. Acquire one-time use rights on behalf of the Government for all graphics which legally require such permission, and pay the fees required for such rights. Provide to the COR all documentation demonstrating that rights have been secured and include that documentation in the Exhibit Graphic Package notebook(s). Integrate revised credit lines into the Planning Database. Notify the COR promptly of any issues concerning use rights disputes or price negotiations problems. All finished products shall be provided free of copyright encumbrances.
Task # 14. Exhibit Equipment Schedules
14.1 Develop Equipment Schedules/Cut Sheets. Provide an organized schedule of all equipment to be used in the exhibits such as lighting fixtures, audiovisual equipment, computers, mechanical devices, specialized fasteners, non-standard materials and other elements not covered elsewhere in the Final Package. Provide sources and cut sheets for all items.
Task # 15. Final Exhibit Design Plan
15.1 Based on comments provided by the COR, prepare the Final Exhibit Design Plan which will be used as a production package. The Task Order will identify any deviations from the specifications. The Final Exhibit Design Plan includes final text, materials/finishes sample boards, audiovisual treatments, graphic layout drawings, exhibit structural drawings, a lighting plan, an electrical plan, typographic samples, and reference and style packages for original art, sculptures, models, and other display items. Final plan format will be designated in the Task Order. Contractor may propose an alternate design package format. Such format must be approved by COR.
Task # 16. Exhibit Fabrication and Installation
16.1 Project Management: Scheduling, coordinating, overseeing, and managing all fabrication and installation work produced and installed under this contract.
16.2 Exhibit Structures: Fabrication of all exhibit elements including: stands, holders, cabinetry, panels, platforms, vitrines, mannequins, dioramas, or other exhibit elements as according to the plans developed in Final Exhibit Design Plan. All structures must be well-constructed to withstand public use for a minimum of 10 years.
16.3 Electrical, Mechanical and Audiovisual: Purchase, fabricate, assemble, install into buildings and exhibit structures, and thoroughly test all electrical and mechanical devices; this includes lighting. Purchase and install audiovisual equipment into the exhibit structures, including electrical components to provide and ensure fully operational audiovisual systems for each exhibit unit. All work must conform to code and standards of safety.
16.4 Graphics: Production of all graphics elements (including photographs), whatever the medium.
16.5 Artifacts: Preparation of artifact mounts for installation, including design, production, and installation.
16.6 Setup and installation of all exhibit elements, including training of personnel in the operation and maintenance of exhibits and audiovisuals.
6. WARRANTIES
6.1 All interior exhibit components developed under this contract shall be warranted by the Contractor for a period of at least 1 year from all operational and visual defects. All exterior (wayside type) exhibits shall be warranted for a period of at least 5 years from all defects, including fading. These warrantees shall exclude any defects as a result of acts of God or visitor vandalism.

INTERPRETIVE DESIGN GUIDELINES
These guidelines shall be followed during the design process:
1. Self-explanatory operation – Interpretive exhibits shall not be dependent on the use of personnel for their effectiveness. Rather, they should use a self-explanatory, visitor-actuated means of presentation.
2. Ease of Maintenance – exhibits shall feature ease of maintenance with necessary repairs accomplished by field personnel or expertise that is locally available. The design shall avoid use of one-of-a-kind audio-visual components and shall instead specify off-the-shelf equipment. All exhibits shall have easy access for the maintenance and exhibit updating. Exhibit components must be able to withstand environmental extremes in wind, temperature, humidity, and direct sunlight.
3. Flexibility – Provisions shall be made for flexibility in interpretive treatment. Changing use patterns in the decades ahead may necessitate updating the interpretive program.
4. Design Longevity – Interpretive media shall utilize basic good design criteria, avoiding faddish design, typography, illustration styles, or graphics that may appear outdated within a short time. Visual appearances should be handled in such a way as to provide for a life span of a minimum of ten years following installation.
5. Design – The design theme for all exhibits, signing, and literature formats shall be uniform and consistent. All such materials and media shall relate to one another visually and graphically. Interior exhibits shall harmonize with the architecture of the museum building and exterior surroundings as well. Exterior exhibits shall harmonize in all aspects with their surrounding habitat.
6. Visual Interest – Exhibits shall, wherever possible, be designed in such a way as to avoid the “flat panel” effect, utilizing dimension, color, lighting, and other means to convey and communicate their message.
7. Real Objects – wherever possible, actual “objects” shall be used to lend authenticity to the visitor experience and heighten communication of concepts. Use of historical artifacts, natural objects, and actual items of equipment can often provide a simple yet inexpensive and relatively maintenance free way to provide visitor interest and provide visual impact to the exhibits. Combined with the effective use of mechanical, interactive and audio-visual devices such objects can be powerful and effective communication media.
8. Visitor Participation – Exhibits should emphasize creative and innovative hands-on (participatory) exhibit design wherever possible. Interpretive media shall, within the limitations imposed by budgets, maintenance considerations, or visitor numbers, invite participation and involvement, making the visitor a participant in the interpretive experience rather than merely an observer.
9. Principles of Interpretation – Exhibits shall be designed with Cable & Beck’s “Principles of Interpretation” in mind. Information presented in exhibits and media shall be concise, simple and straightforward. Simplicity of concept and in means of communication shall guide all design and layout decisions. No attempt shall be made to overwhelm visitors with a “book on a wall” approach. Casual visitors shall be able to understand the concepts being communicated without having to read text or look at every element. At the same time, the subject matter shall be covered in sufficient depth to satisfy the visitor who has more than a casual interest.
10. Themes and Storylines - All themes and storyline elements shall support the Interpretive Objectives identified. It is left up to the Contractor to design how the themes will be presented based on their talents and expertise and the guidelines presented in this contract.
11. Interpretive/Exhibit Text Writing – All label copy for exhibits shall be written with interpretive principles in mind. Interpretive labels contribute to the overall visitor experience in a positive, enlightening, provocative and meaningful way. Along with graphics/images, interpretive labels invite participation by the reader and serves to guide, question, inform or provoke. They are not exhaustive lists of facts. They answer the question: What’s in it for me? (adapted from “Exhibit Labels: An Interpretive Approach” by Beverly Serrell, Alta Mira Press)
12. Accessibility – All exhibit design shall comply with principles of accessibility. Access for viewing and interactive use shall be insured for a variety of visitors with disabilities including, but not limited to, the visually and hearing impaired and those utilizing a wheelchair. All exhibitory (including hands-on exhibits) shall be accessible to persons with disabilities, i.e., video productions shall be captioned, audio programs shall have assistance devices, and be physically accessible. Multilingual text may be required.
13. Visitor Safety – Exhibits and all associated exhibit elements must strive to eliminate potential injury hazards, such as narrow access ways, sharp exposed corners, etc.

1. STATEMENT OF WORK
This task order is for the design, fabrication and installation of an exotic species exhibit at the Strawberry Visitor Center on the Uinta National Forest.
2. BACKGROUND
The requirement is for the design, fabrication and installation of an exotic species exhibit at the Strawberry Visitor Center on the Uinta National Forest. The contractor will research and design these panels to their final stages including topic research, graphics and exhibit labels, and final layouts and fabricate them after approval.
3. SCOPE OF WORK
Under the terms and conditions of the contract document, the Contractor shall perform specific tasks related to exhibit design and fabrication. All work shall be performed in accordance with the contract document, Section C, and the information below. Specific tasks relating to this task order are listed below as according to the contract with more specific information:
Task #1 Site Visit
1.1 Travel to the Strawberry VC for a site visit with local staff and others to discuss project and to document the topics to be covered under this task order.
1.2 Observe Site Conditions. Gain a general understanding of the resources available for this project; observe site conditions; assess project needs; identify and interview project resource persons; determine visitor types, characteristics, and use patterns; and determine other facts useful for exhibit development. Survey other interpretive operations in the immediate area, and determine their relevance to the exhibit project.
1.3 Determine Themes, Goals, and Objectives. Review existing preliminary planning documents such as the Project Master Plan, Interpretive Prospectus’, and other documents that identify possible themes, goals, and objectives. Utilize applicable documents and local staff assistance to determine and document specific themes, goals, and objectives for proposed exhibits.
1.4 Inspect Exhibit Spaces. Inspect, measure, map, photograph, and otherwise document proposed exhibit spaces and sites.
1.7 Inspect Graphics. Inspect graphics in forest collections and other designated sources to determine their suitability for inclusion in exhibits; copy or photograph the graphics, and record information regarding subject, source, and content.
1.8 Write Trip Report. Draft a written trip report documenting principal decisions and agreements reached by the planning team; and revise that draft based on review and comment by the COR.

Task 4. Exhibit Resource Package
4.1 Prepare Resource Package. The Contractor shall provide all research required to define and acquire content elements. The Contractor shall determine if the types of graphics and artifacts proposed are available, from whom, and at what cost. The Contractor shall research sources and identify, document, record, videotape, photograph or copy, interview, and compile source materials including, written material, diagrams, maps, artifacts, and any other sources for information related to the interpretive objectives for the exhibits and needed for display or reference planning, design, and developing artwork. The Contractor shall be responsible for ensuring that all information provided is scientifically and historically correct.
The Contractor shall identify sources of graphics outside of the Forest Service along with local photographers qualified to take needed photos not available through any other source. Initial research will consist of determining what graphics of what subjects will have to be obtained from commercial sources.
The Contractor shall compile a basic research file by identifying published and unpublished literature relating to exhibit subjects. All material shall be identified by author, date, and publisher or distributing institution.
In order to research the subjects thoroughly, travel to various locations may be required. The Contractor shall be responsible for all research including: subject matter experts, travel, per diem, telephone calls, mailings, copying, photography, videotaping, and acquiring any books or materials containing information relevant to the exhibit content from libraries, archives, historical sites or any other public or private sources. Forest personnel shall assist in this work as much as possible.
The Contractor shall provide photocopies of all still images and maps, labeled as to source, with any identification numbers for accurate location and approximate cost for use. Any research materials found which might relate to the subjects of the exhibits should be forwarded to the COTR in photocopy format.
Information about user fees shall be provided for both (a) and (b) below:
(a) One time, educational use rights for all photographs and stock footage used in the exhibits;
and
(b) "Unlimited Rights," which means the right of the Government to use, disclose, reproduce, prepare derivative works, distribute copies to the public, and perform publicity, in any manner and for any purpose whatsoever, and to have or permit others to do so.
Based on information received, the Government will determine which images are to be used and/or purchased.

The Contractor shall research and compile artwork reference packages for all exhibit illustrations, and complete full color reference renderings of people and events for which there may be no known graphic source. Reference packages for each work of art shall include pictures of environments, people, animals, architecture, modes of transportation, clothing, artifacts, or any specific elements that might be required, from which an artist can render a realistic and believable graphic interpretation of a selected story or event. A narrative description shall accompany each reference package for each work of art to be acquired.
In the course of planning discussions with the forest staff, it may be necessary for the Contractor to identify images and/or artifacts that are unlikely, unworkable, non-feasible or otherwise not promising for exhibit purposes.
The Contractor shall research and develop content elements to interpret themes established during the site visit.
The COTR will be available for consultation in research. Research assistance will be provided to the degree of identifying likely sources for graphics, and display objects.
The Contractor shall be responsible for assuring all loaned images or artwork are returned to the COTR for return to the borrowing institution at the conclusion of this work.
Task 6. Project Schedule
6.1 Prepare Project Schedule. Prepare a schedule for the phases of exhibit planning and design. All work covered by this task order shall be completed by September 30th, 2008.
Task 7. Project Budget
7.1 Prepare Cost Estimates. Prepare a cost estimate for sign/exhibit fabrication and installation.
Task 9. Exhibit Concept Design Plan
9.1 Develop a Conceptual Design Plan using information generated through meetings and research. This plan includes the information gained from tasks 4 through 7 and shall include interpretive goals, general content and interpretive technique for each exhibit, exhibit sketches and floor plan, and a description of architectural modifications. This Plan may be presented in hard copy or digital form as a PDF file. This Plan will require at least one Government review.
Task 10. Exhibit Labels
10.1 Write Exhibit Labels/Text. Write label copy for the proposed exhibit as approved in the Concept Design Plan. All labels shall conform to ADA requirements of typography

and color. Copies of the text will be presented in digital form via either email or disk. Format must be in MS Word.

(b) The Contractor shall comply with the FAR clauses in this paragraph (b) that the contracting officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive orders applicable to acquisitions of commercial items:

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from _contract award date through March 31, 2013.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.
_x_ (3) 52.216-19, Ordering Limitations (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $2,500.00__, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor--
(1) Any order for a single item in excess of _$1,500,000.00___;
(2) Any order for a combination of items in excess of $2,500,000.00____ ; or
(3) A series of orders from the same ordering office within __5 working___ days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within_5 work days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
FAR 52.216-22 Indefinite Quantity (OCT 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause.
