National Geospatial Services Performance Work Statement (PWS)
1. Background
The Government has a continuing requirement for National Geospatial Services – support that has been provided to the United States Department of Agriculture (USDA) Forest Service (FS) (the Agency) for about two (2) decades. The National Geospatial Services Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is a government-wide Agency support contract administered by Geospatial Technology and Application Center
(GTAC).
GTAC is located in Salt Lake City, Utah and is a detached unit of Washington Office Engineering and a component of the Geospatial Management Office (GMO). GTAC provides GIS, GPS, remote sensing, and other geospatial support and services to a variety of customers within and outside of the FS. The center is responsible for acquiring services from geospatial professionals that can apply advanced scientific knowledge to areas such as analysis, national service center coordination, technology evaluation, training, help-desk, operational support, and data/product delivery.
GTAC coordinates with FS field units and other entities to identify and investigate emerging GIS, geospatial, and remote sensing technologies and methods. The center performs evaluation and feasibility studies for implementation of emerging technologies and methods within the Agency. They also conduct technology demonstration projects which provide a strategic approach to determining cost-effective and scientifically-sound methods for addressing resource management information requirements. These efforts directly influence the Agency and improve the quality, accessibility, and gathering of natural resource data for management applications and more efficiently integrate promising technology into FS business.
GTAC manages the delivery of GIS and remote sensing related training through the National Geospatial Training and Awareness Program. The center provides the development and delivery of up-to-date geospatial training courses to support training for the FS and Bureau of Land Management Service First cooperative training programs. Training content emphasizes enterprise and other geospatial software solutions, platforms, workflows, and techniques. In addition, the center provides level 2 and 3 help-desk services to all units of the FS through the FS Customer Help Desk (CHD) and personal communication concerning applications of remotely sensed imagery and geospatial technology. Help-desk and support services extend across all levels of the Agency involving enterprise remote sensing geospatial software installation, licensing, image processing, raster data modeling, and other applications of remotely sensed imagery and geospatial technology.
2. Scope
This is a five (5) year, government-wide Agency ID/IQ contract for professional geospatial services. The contract will also contain FAR Clause 52.217-8, Option to Extend Services. Task orders will specify the period of performance for that individual order. The services described herein are non-personal in accordance with FAR Part 37 and are not inherently governmental.
Individual task orders under the National Geospatial Services contract are varied and may be issued by multiple FS units, be of varying size and complexity, and performed at geographically separate locations. The level of effort may change from year-to-year based on government funding levels and program priorities. The contractor must respond to workload changes, unanticipated workload surges or decreases in Agency ordering, and/or multiple reprioritizations of workload. Types of projects supported include addressing critical resource management problems involving forest vegetation management, rangeland monitoring, recreation, wilderness, watershed, wildlife, fisheries, ecosystem management, fire and fuels management, forest health, minerals and geology, engineering, climate change, and international forestry. A sampling of some of the recent tasks concluded are:
Web based and mobile geospatial programming development for the USFS IVM 2.0 application
Identification and report of all human created or influenced linear features from existing LiDAR DEM datasets
Processing data obtained from multiple platforms including unmanned aviation systems using PhoDAR and Structure from Motion methodologies
ArcGIS Server data maintenance and administration Landscape wildfire risk assessments Geodatabase development, query, and retrieval of scanned aerial photography for use in forest plan revision activities Support services to the Enterprise Data Warehouse (EDW) Development and enhancement of interactive maps Photogrammetry and cartography support
The National Geospatial Services contract is an enterprise-level contract vehicle that has met the geospatial needs of FS units which has decreased the issuance and administration of multiple support contracts. This has resulted in reduced duplication of effort, improved FS unit interoperability, cross-functional geospatial technology development and training, and reduced overall cost to the Government. During performance of this contract, the contractor will provide integration of geospatial services and identify opportunities to further standardize and/or improve geospatial platforms across the FS. The contractor will identify synergies across individual tasks ordered to reduce redundancy. The contractor will also identify means of sharing data and resources across FS units and identify and implement best practices for multiple GTAC programs.
3. General Information
3.1. Overarching
3.1.1. The GTAC office Contracting Officer identified in the basic contract shall be the only individual authorized to change the terms of the National Geospatial Services contract. Such change will be accomplished by issuance of modification to the basic contract. All FS Contracting Officers may issue task orders under the contract and make changes to their task orders only.
3.2. Organizational Conflict of Interest
The contractor shall ensure there is no Organizational Conflicts of Interest (OCI) for the prime, teaming partner(s), or subcontractors associated with performance under this contract. If a conflict of interest is discovered, the contractor must immediately notify the Government Contracting Officer. The requirement may be withdrawn if a conflict is found. The contractor shall obtain approval from the Contracting Officer prior to making changes to their teaming arrangements or subcontractors during the first year of contract performance. The contractor shall coordinate with the Contracting Officer any changes to their teaming arrangements or subcontractors following the first year of contract performance.
3.3. Place of Performance and Hours of Operation
3.3.1. Place of Performance
Tasks issued under this contract may order performance at destination or at origin. Destination of services may be at the GTAC facility located in Salt Lake City, Utah or at another government facility located anywhere within the Unitied States. The place of performance will be identified within the individual task order.
3.3.2. Hours of Operation
The contractor shall perform work according to the hours of operation established within the individual task order. Work will generally be performed during normal business hours, Monday through Friday. If the contractor is performing work on a government installation, work shall not be performed outside of the hours that the building is made available for use.
In the event of previously unscheduled breaks in continuity of government operations (e.g., building closure, agency-approved early release, etc.) causing or requiring Federal employees to be off duty, contractor staff with authorization to work off-site (i.e., have VPN access, laptop, or supervisor approval) shall perform work at other locations using already issued GFP and network access, as necessary.
3.4. Publications, Reference Documents, National Standards
3.4.1. For the numerous Government-wide geospatial datasets, national standards and reference materials have been developed to establish consistent collection, maintenance and usage practices.
Contractors shall adhere to the standards related to the respective datasets associated with each task.
Following are many of the common standards, guides, and other dataset documentation.

3.4.2. On occasion, customer requirements may require the inclusion of other standards not listed above.
In this event, they will be cited in the task order. Furthermore, over the course of time, as standards change and new ones are developed, they will be incorporated by unilateral contract modification into this contract. Compliancy with the established standards is required unless otherwise stated in individual task orders generated under this contract.
3.4.3. Metadata. All metadata shall be prepared in compliance with FGDC standards supplemented by the following. All metadata shall be stored in the same directory as the geospatial data file (e.g.
coverage), except in the case of feature or individual record based metadata which is normally stored in FS systems Automated Lands Manager (ALP) and Natural Resource Manager (NRM) with corresponding databases: Forest Service Activity Tracking System (FACTS); Natural Resource Information System (NRIS); Timber Information Manager (TIM); or Infrastructure (INFRA).
