The purpose of this amendment is to provide clarification of the locations encompassed on this requirement. Language has also been updated under Selection Criteria – Professional
Qualifications. The response date has been extended to July 10, 2015 at 4:30 pm MT.
Questions related to this amendment must be submitted to svalencia@fs.fed.us no later than
Friday July 3, 2015.
The Southwestern Region of the Forest Service includes National Forest Lands in New Mexico and Arizona and the panhandles of Texas and Oklahoma. The majority of tasks associated with this IDIQ will be located in New Mexico and Arizona, however, there is a potential for work in
Texas and Oklahoma in which the successful firm(s) will have to provide a Licensed Surveyor in these states or a Certified Photogrammetrist. Project locations and license requirements will be outlined on each task order. For the purposes of this requirement it is not necessary to include licensed personnel for the States of Texas and Oklahoma under Key Personnel.
Language has been updated under Selection Criteria – Professional Qualification to read: The firm must have a Professional Licensed Surveyor in New Mexico and Arizona and/or a Certified
Photogrammetrist as well as personnel with demonstrated expertise in all aspects of photogrammetry and remote sensing. A Professional Engineer is NOT a requirement. The evaluation will consider the availability of a qualified management team, quality control staff and technical staff to provide project oversight for Forest Service projects. The evaluation also will consider education, training, registration, voluntary certifications (e.g., ASPRS Certified
Photogrammtrist, URISA GISP), overall and relevant experience, and longevity with the firm.
A question was brought forward in regard to the need of a professional engineer. The question and answer provided can be found under amendment 1.
Question: The solicitation states “The firm must also be able to provide Professional Engineers and Land Surveyor(s) registered in New Mexico, Arizona, as required by applicable state law.”
We have reviewed the solicitation and don’t see any engineering design services listed that would require the oversight/involvement of a PE. Is a PE truly necessary, or will Professional
Land Surveyors suffice?
The answer provided has been updated to ready: A Professional Engineer is NOT required. The certification and approval of mapping products will come from a Professional Land Surveyor and/or certified Photogrammetrist.
