Delete The Schedule, pages 3 through 10 and replace with revised pages 3 through 10 Delete Performance Summary, page 18 and replace with revised page 18
Page 25, FAR 52.216-18, Ordering – At the end of the clause replace the word “three” with the word “five”.
Delete “Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commerical Items (FAR 52.212.5) (FEB 2009) and replace with the revised clause dated (MAY 2009) FAR Clause 52.212-4 requires contractors to comply with all applicable Federal, State and local laws.
Sample quality control plans and quality assurance plans can be found on the internet.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

KEY ITEMS DISCUSSED
A meeting was held on June 11, 2009 in Santa Fe, New Mexico to review solicitation number AG-8371-S-09-0016 and to answer questions regarding the solicitation.
Pat Dearing present the following information:
The solicitation is an Indefinite Delivery Indefinte Quantity type of contract. It is anticipated to make multiple awards from this solicitation. A contractor is not required to price all of the work items described in the Schedule. If a contractor does choose to price a certain Item such as Thin, Buck, Lop and Scatter they must price all of the production rates for that item. Mobilization is not included in the production rate pricing. Mobilization will be priced on each task order.
There is a $10,000 quarantee for each contract that is awarded. The contract cannot exceed $4,900,000.00. The contract has 1 base year with 4 1-year options.
Informed all the contractors about how to submit a proper invoice. Refer to FAR Clause 52.212.4 (g) Invoice.
Payment will be by EFT. If payment is not made timely interest will apply.
Migrant and Seasonal Agricultural Workers Protection Act (MSPA) applies to this contract. Contact Department of Labor for questions and registration.
Service Contract Act applies and the current wage determination is included in the solicitation.
Responses to this solicitation need to include SF-1449, pages 1-2,the Production Rate Pricing, pages 3-10, Information regarding Technical Capability which includes detailed information on what equipment the firm has, how many employees, and what training the employees have received along with a Quality Control Plan and a Safety Plan. Also furnish specific information regarding relevant contracts which support present and past performance. This can be in regards to the firm and the key personnel in the firm.
The evaluation will be a best value. Technical Capability and Past Performance are approximately equal to price.
Offerors need to register in CCR and ORCA.
What is a Quality Control Plan?
This is the plan the contractor prepares which demonstrates how the contractor will assure quality will meet the requirements and specifications of the contract.
Does the Forest Service have any samples?
Samples can be found on the internet. There are also professional companies that provide training in performance based contracting and how to develop a plan.
What will a task order include?
A task order will be very specific in regards to the specifications of the work to be performed. It will include any maps, pertinent information, and the location. In most cases a site visit will be scheduled.
What does a contractor have to do to respond to a task order?
A contractor needs to decide the production rate for the specific work and use that acre price on the task order. The contractor will also need to include a Quality Control Plan and a Safety Plan for the specific task order.
How will task orders be evauated?
Task orders will be evaluated using best value. Past Performance on completed and on-going task orders, technical approach when required by the task order, and price.
Who can issue task orders:
Warranted Contracting Officers in Region 3 of the Forest Service for work in New Mexico.
