III. SALE LAYOUT CONSIDERATIONS AND ALLOWANCES
Refer to Design Criteria and Conservation Practices located in the Lower Blue Forest Health E.A.
1. The Forest Service has conducted cultural resource surveys in the project area, and the results are filed with the Supervisor’s Office in Glenwood Springs, Colorado. Heritage Staff would designate protection zones around significant heritage resources within treatment units. All sites eligible for the National Register of Historic Places would require protection and avoidance. Any additional cultural resources found during project implementation would be protected and treatment actions will be mitigated by the Contacting Officer and the Forest Archaeologist. H.5.1 – Site Specific
Special Protection Measure or similar Integrated Resource Stewardship Contract (IRSC) clause.

2. Retain live and dead trees within 100 feet of perennial and intermittent streams, except within designated stream crossings. Locate all landings and skid trails at least 100 feet away from perennial and intermittent streams. Keep heavy equipment out of streams, swales, and lakes, except to cross at designated points, build crossings, or do restoration work, or if protected by at least 1 foot of packed snow or 2 inches of frozen soil. H.17 – Streamcourse Protection and H.7.1 – Erosion
Prevention and Control or similar IRSC clause.
3. Designate the location of stream crossings on temporary roads. Install stream crossings on straight and resilient stream reaches, as perpendicular to flow as practicable. H.17 – Streamcourse
Protection or similar IRSC clause.
4. Protect known active and inactive raptor nests within the project area. The extent of the protection would be based on proposed management activities, human activities existing before nest establishment, species, topography, vegetation cover and other factors. A no disturbance buffer around active nest sites would be required from nest-site selection to fledging (generally March 1st through August 15th).
Exceptions may occur when individuals are adapted to human activity. H.5 – Protection Measures
Needed for Plants, Animals, Cultural Resources, and Cave Resources and F.4.1.2 – Contract
Operation Restrictions or similar IRSC clauses.
5. To protect active Northern Goshawk nesting sites (unless otherwise agreed to in writing), the following purchaser operations: falling, skidding, loading, hauling and road construction (reconstruction) shall be discontinued during the months of March 1st to September 1st within ¼ mile of an active
Northern Goshawk nest if the activity would cause nesting failure or abandonment. H.5 – Protection
Measures Needed for Plants, Animals, Cultural Resources, and Cave Resources and F.4.1.2 – Contract
Operation Restrictions or similar IRSC clauses.
6. Restrict log hauling on FSR 23.1 (Spring Creek) and 1832.1 (Lower Spring Creek), one day prior to the opening of the first, second and third big game rifle seasons and the first three days of the first, second and third big game rifle seasons, to minimize conflicts with recreational users.
F.4.1.2 – Contract Operation Restrictions or H.26 Use of Roads by Contractor
7. Minimize logging damage to residual trees that have live branches within 2-6 feet of the ground s urface within harvest units. Where feasible avoid placing skid trails, temporary roads, and landings in areas with high concentrations of trees with limbs within 2-6 feet of ground surface. Contract
Operations should not unnecessarily damage young growth or other trees to be reserved.
H.9 – Protection of Residual Trees or H.10.2 – Skidding and Yarding Special Objectives (11/06) or similar IRSC clauses.
8. Temporary roads opened and used over more than one operating season would have additional waterbars near stream crossings installed at the end of the operating season to prevent sediment delivery to streams during the off-season. G.6.5 – Skid Trails and Firelines or G.6.6 - Current Operating
Areas or similar IRSC clauses.
9. Temporary roads would be closed to all motorized and mechanized travel (vehicles, OHV’s and mountain bikes). Techniques: placing stumps, rocks, slash and logs on the ripped (12” – 18” depth) road surface to a density and depth to mimic the surrounding forest floor areas. Where feasible, push, pull or deposit excavated soils and rock to fill-in road cut. Every 10 to 200 feet along the roadway, live and/or dead trees would be felled or placed across the roadway and suspended off cutbanks
Sale and TE Appraisal Report Page 3 of 21 LTSC North Deep Creek Stewd where feasible. Logs and trees suspended across the road should be piled high enough to block over the snow travel. All disturbed areas would be re-vegetated. Re-vegetating the exposed road surface would include both seeding where appropriate and the scattering of lodgepole pine tops/cones to facilitate establishment of seedlings. Waterbars, outsloping, and cross drains would be installed as needed to stabilize the road surface. Remove all temporary stream crossings (including all fill material in the active channel), restore channel geometry, and re-vegetate the channel banks using certified local native plants as practicable. H.25.1 - Obliteration and Closure Requirements for
Temporary Roads, Skid Trails, and Landings or similar IRSC clause.
10. Landing size and locations would be approved by the Forest Service. Landings would be at least
100 feet from perennial and intermittent streams. Main skid trails would be designated by the
Forest Service. App B, G.4.2.2 - Landings and Skid Trails and H.17 – Streamcourse Protection or similar IRSC clause.
11. Limit the width of skid trails to 12 feet and ensure the spacing between skid trails is no closer than 120 feet on average. Obliterate skid trails after operations are complete by pulling slash on skid trails; building waterbars where needed; placing barriers within skid trails to prohibit mechanized and motorized use; and seeding skid trails with approved seed mix, where necessary to establish vegetation. App. B, G.4.2.2 – Landings and Skid Trails or similar IRSC clause.
12. Locate vehicle service and fuel areas on gentle upland sites at least 100 feet away from streams to prevent pollutants from contaminating water. H.17 – Streamcourse Protection or similar IRSC clause.
13. All equipment and construction debris (man-made debris and trash, including old culverts) caused by timber operations shall be removed from the site at sale completion. H.12 - Sanitation and
Servicing or similar IRSC clause.
14. Placement of safety warning signs (Manual on Uniform Traffic Control Devices) advising the public of logging operations (including tree falling, log skidding, log loading, log hauling and road construction/reconstruction) would be placed at appropriate road locations. The sale area map or contract area map would identify safety sign locations on open roads and trails. H.33 – Safety or similar IRSC clauses.

1. Crossdrains - Installation of crossdrains on temporary roads and skid trails are included in their respective allowance. See temporary roads for estimated cost per mile
2. Scarification - Scarification acres included landings only, as temporary road scarification is included in closure costs.
3. Costs for temporary roads are included in Engineering Cost Estimates for construction and closing.
4. Noxious weed and erosion control requires the purchaser to seed and fertilize all exposed areas or bare soil on skid trails, landings, firebreaks, slides, slumps, temporary roads and traveled ways of Specified roads. An appraisal allowance for prevention of noxious weed establishment is allowed.

E. Sorting and Handling (See FSH 2409.22 Ch. 50)
This sale has approximately 16% Non-Saw/POL LP volume that will require sorting at 100% of the landings. Sawtimber is spread throughout all cutting units. Best judgement is to use a load adjustment of 25% at 100% of the landings. Because 100% of the landings will require sorting, apply this percentage to the percent sorting adjustment for the sale-as-a -whole and distribute equally to all species groups appraised.
Adjustment calculations per CCF
