SECTION C – SPECIAL CONTRACT REQUIREMENTS

GENERAL

Scope of Work:

The work shall consist of what is shown on the plans, stated in the specifications, and summarized below:

Road work:

Establish the traffic control signing and barricades at Forest Service Road 603 as required.

Coordinate work with affected utility companies.

Perform preliminary grading.

Construct the culverts and drainage ditch as shown on the plans.

Construct embankment and subgrade.

Construct asphalt pavement.

Install permanent traffic control (signing and striping).

Install new fences and gate.

Seeding and final site work.

Project Location:

The project is located approximately 22 miles east of Durango, Colorado at the Vallecito Reservoir in the San Juan National Forest. The work is on a new section of Forest Service Road # 603.

Work Procedure:

All work related to this project shall be done in accordance with all applicable OSHA and State of Colorado regulations.

The Contractor is directed to note the load and geometric limits of the existing bridge at the spillway. The existing bridge will limit the type and size of construction equipment that can access the east side of the spillway. Refer to the plans and to Special Contract Requirement 104 for additional information.

The Contractor is directed to note the restrictions regarding work adjacent to the spillway.

Refer to the plans and to Special Contract Requirement 107 for additional information.

Construction staging areas shall be designated by the CO.

If the contractor will be camping near the site, a permit must first be obtained. The permit request shall be made through the CO.

Utility Coordination:

The following is a list of known utilities and associated contact information:

Electric Power: Available from the CO.

Vallecito Power Plant Penstock Water Main: Available from the CO.

Fiber Optic Line: Available from the CO.

Contractor--The individual or legal entity contracting with the Government for performance of prescribed work. In a timber sale contract, the contractor is the “purchaser”.

Culvert--No definition.

Right-of-Way--A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2) Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.

Schedule of Items--A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, methods of measurement, unit price, and amount.

Utilization Standards--The minimum size and percent soundness of trees described in the specifications to determine merchantable timber.

(c) As-Built-Plans. Furnish one set of as built plans. The Government will provide one set of contract plans to be used exclusively for recording the as-built details of the project. Use red pencil or red ink to record the information on the as-built plans.

Note all additions or revisions to the location, character, and dimensions of the prescribed work shown on the contract plans. Line out all details shown that are not applicable to the completed work. Check off details shown that were incorporated into the completed work without change.

Retain the plans at the project site and, as work progresses, continually update them to reflect the as-built details. Upon request, make the plans available to the CO to review for compliance with these specifications.

104.04 Coordination of Contract Documents.

Replace with the following:

The special contract requirements, standard specifications, and plans are contract documents. A requirement in one document is binding as though occurring in all contract documents. The contract documents are intended to be complementary and to describe and provide for a complete contract. In case of discrepancy, calculated and shown dimensions govern over scaled dimensions. The contract documents govern in the following order:

(a) Special contract requirements;

(b) Standard specifications; and,

(c) Plans.

104.05 Load Restrictions.

Add the following:

The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to the limitations and authorizations designated in the Road Order(s) or described in the contract, when such use will not damage the roads or national forest resources, and when traffic can be accommodated safely.

The existing bridge crossing the Vallecito Spillway is load and width (12’ 4”) restricted.

The restrictions are as follows:

11 Tons unrestricted use and 18 Tons restricted use (Colorado Type 3 Truck)

28 Tons unrestricted use and 42 Tons restricted use (Colorado Type 3S2 Truck)

28 Tons unrestricted use and 42 Tons restricted use (Colorado Type 3-2 Truck)

Restricted use is for a total of ten trips and all trips must be approved by the CO.

105.02 Material Sources.

105.02(a) Government Provided Sources.

Add the following:

Comply with the requirements of 30 CFR 56, subparts B and H. Use all suitable material for aggregate regardless of size unless otherwise designated. When required, re-establish vegetation in disturbed areas according to section 625.

105.05 Use of Material Found in the Work.

Delete 105.05 (a) and (b) and the last sentence of the second paragraph and substitute the following:

Materials produced or processed from Government lands in excess of the quantities required for performance of this contract are the property of the Government. The Government is not obligated to make reimbursement for the cost of producing these materials.

106 - Acceptance of Work

106.01 Conformity with Contract Requirements.

Delete Subsection 106.01 and substitute the following:

Follow the requirements of FAR Clause 52.246-12 Inspection of Construction.

References to standard test methods of AASHTO, ASTM, GSA, and other recognized standard authorities refer to the methods in effect on the date of solicitation for bids.

Perform all work to the lines, grades, cross-sections, dimensions, and processes or material requirements shown on the plans or specified in the contract.

Incorporate manufactured materials into the work according to the manufacturer’s recommendations or to these specifications, whichever is more restrictive.

Plan dimensions and contract specification values are the values to be strived for and complied with as the design values from which any deviations are allowed. Perform work and provide material that is uniform in character and reasonably close to the prescribed value or within the specified tolerance range. The purpose of a tolerance range is to accommodate occasional minor variations from the median zone that are unavoidable for practical reasons.

When standard manufactured items are specified (such as fence, wire, plates, rolled shapes, pipe conduits, etc., that are identified by gauge, unit mass, section dimensions, etc.), the identification will be considered to be nominal masses or dimensions. Unless specific contract tolerances are noted, established manufacturing tolerances will be accepted.

The Government may inspect, sample, or test all work at any time before final acceptance of the project. When the Government tests work, copies of test reports are furnished to the Contractor upon request. Government tests may or may not be performed at the work site. If Contractor testing and inspection is verified by the Government, the Contractor’s results may be used by the Government to evaluate work for acceptance. Do not rely on the availability of Government test results for process control.

Acceptable work conforming to the contract will be paid for at the contract unit bid price. Three methods of determining conformity and accepting work are described in Subsections 106.02 to

106.04 inclusive. The primary method of acceptance is specified in each Section of work.

However, work may be rejected at any time it is found by any of the methods not to comply with the contract.

Remove and replace work that does not conform to the contract, or to prevailing industry standards where no specific contract requirements are noted, at no cost to the Government.

(a) Disputing Government test results. If the accuracy of Government test results is disputed, promptly inform the CO. If the dispute is unresolved after reasonable steps are taken to resolve the dispute, further evaluation may be obtained by written request. Include a narrative describing the dispute and a proposed resolution protocol that addresses the following:

(1) Sampling method;

(2) Number of samples;

(3) Sample transport;

(4) Test procedures;

(5) Testing laboratories;

(6) Reporting;

(7) Estimated time and costs; and

(8) Validation process.

If the evaluation requires additional sampling or testing be performed, mutually agree with the Government on witnessing procedures and on sampling and testing by a third party laboratory. Use a third party laboratory accredited by the AASHTO accreditation program.

Provide proof of the laboratory’s accreditation for the test procedures to be used. Do not use the same laboratory that produced the disputed Government test results or that produced the test results used as a basis for the dispute.

The CO will review the proposed resolution protocol and may modify it before final approval and execution.

The Government will use the approved resolution protocol test results to determine the validity of the disputed testing. If the Government test results are validated, the Contractor will be responsible for all costs associated with developing and performing the resolution protocol. If the Government test results are not validated, the Government will be responsible for all costs associated with developing and performing the resolution protocol.

If the validity of the Government test results cannot be determined, the Contractor and Government will equally share all costs associated with developing and carrying out the resolution protocol.

(b) Alternatives to removing and replacing non-conforming work. As an alternative to removal and replacement, the Contractor may submit a written request to:

(1) Have the work accepted at a reduced price; or

(2) Be given permission to perform corrective measures to bring the work into conformity.

The request must contain supporting rationale and documentation. Include references or data justifying the proposal based on an evaluation of test results, effect on service life, value of material or work, quality, aesthetics, and other tangible engineering basis. The CO will determine disposition of the nonconforming work.

106.05 Statistical Evaluation of Work and Determination of Pay Factor (Value of Work).

Replace the entire section with the following:

Statistical evaluation of the work will not be required. All specifications referring to this Subsection shall instead be referred to Subsections 106.02 through 106.04 as appropriate for the work performed.

106.07 Partial and Final Acceptance

Delete subsection 106.07.

107 - Legal Relations and Responsibility To the Public

107.02 Protection and Restoration of Property and Landscape.

Add the following:

The Contractor shall protect the existing concrete spillway from damage throughout the duration of construction. No construction activities shall take place within the spillway or within the restricted zones near the spillway walls as shown on the plans. The Contractor shall document the condition of the spillway prior to commencing work and at the completion of construction.

Inspection documentation shall be completed for at least 150’ downstream and upstream of the proposed bridge and may include photographs, videos, sketches and measurements. Spillway inspection access shall be coordinated through the CO. Any damage to the spillway resulting from construction activities shall be repaired by the Contractor, at no expense to the Government. The Contractor shall also be prohibited from areas near the power plant, including the intake pool. Work outside of the spillway is not limited, unless otherwise noted. Refer also to Special Contract Requirement 562 and 565.

107.05 Responsibility for Damage Claims.

Delete subsection 107.05.

Perform all operations in a prudent, conscientious, safe and professional manner. Ensure that all personnel involved in handling and packaging the hazardous waste are trained for the level of expertise required for the proper performance of the task and, in particular, in the areas of chemical incompatibility, general first aid procedures, and spills. Provide handling and personal protective equipment appropriate to ensure safe handling of the hazardous waste according to 29 CFR 1910.120. Notify the Forest Service of all hazardous material that may be brought onto the National Forest.

107.09 Legal Relationship of the Parties.

107.10 Environmental Protection.

Add the following:

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.

Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:

Description of the item spilled (including identity, quantity, manifest number, and other identifying information).

Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.

Exact time and location of spill including a description of the area involved.

Containment procedures.

Summary of any communications contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.

Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.

When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

107.11 Protection of Forests, Parks, and Public Lands:

Fire Precautions. Specific fire precautionary measures listed below shall be applicable during Contractor’s Operations in “Fire Precautionary Period” described as between June 1st and August 31st. Contracting Officer may change the dates of Fire Precautionary Period by advance written notice, if justified by unusual weather or other conditions. Required tools and equipment shall be kept in serviceable condition and immediately available for fire fighting at all times during Contractors Operations in Fire Precautionary Period.

Substitute Precautions. Forest Service may authorize substitute measures or equipment, or waive specific requirements by written notice, if substitute measures or equipment will afford equal protection or some of the required measures and equipment are unnecessary.

Emergency Precautions. Forest Service may require the necessary shutting down of equipment on portions of Contractor’s Operations, as specified by the emergency fire precautions as listed below.

Fire Control. Contractor shall, both independently and in cooperation with Forest Service, take all reasonable and practicable action to prevent and suppress fires resulting from Contractor’s Operations and to suppress any forest fire in the project area. Contractor’s independent initial fire suppression action on such fires shall be immediate and shall include the use of all necessary personnel and equipment at Contractor’s disposal on site.

Fire Suppression Costs. Contractor’s obligations for cost of fire suppression vary according to three classifications of fires as follows:

Operations Fire. An “Operations Fire” is a fire caused by Contractor’s Operations other than a Negligent Fire. Forest Service shall under 16 USC 572, perform fire suppression activities on Operations Fires. Contractor agrees to reimburse Forest Service for such cost for each Operations Fire, subject to a maximum of the cost to suppress the fire.

Negligent Fire. A “Negligent Fire” is a fire caused by negligence or fault of Contractor’s Operations, including, but not limited to, one caused by smoking by persons engaged in Contractor’s Operations during the course of their employment, or during rest or lunch periods; or if Contractor’s failure to comply with the fire prevention requirements results in a fire starting or permits a fire to spread. Damages and the cost of suppressing Negligent Fires shall be borne by Contractor.

Other Fires on Construction Project Area. Forest Service shall pay Contractor, at fire fighting rates common in the area or at prior agreed rates, for equipment or personnel furnished by Contractor at the request of Forest Service, on any fire on Project Area other than an Operations Fire or a Negligent Fire.

Other.

1. Smoking and Lunch Fires. Smoking is prohibited except inside a building, developed recreation site, vehicle, or while seated in an area of at least three feet in diameter that is barren or cleared of all flammable materials. 36 CFR 261.52(d).

The building of camp, lunch, warming and other fires within the project area and vicinity is prohibited, except at established camps or at other safe places where all flammable material has been cleared away sufficiently to prevent the start and spread of wildfires. Forest Service may, upon written request of Contractor, designate specific places where campfires may be built for purposes of heating lunches.

2. Spark Arrester and Mufflers. Operating or using any internal combustion engine, on any timber, brush, or grass covered land, including trails and roads traversing such land, without a spark arrester, maintained in effective working order, meeting either (I) Department of Agriculture, Forest Service standard 5100, "SPARK ARRESTERS FOR INTERNAL COMBUSTION ENGINES," (current edition); or (II) the Society of Automotive Engineers (SAE) recommended Practices J335, "MULTIPOSITION SMALL ENGINE EXHAUST SYSTEM FIRE IGNITION SUPPRESSION," (current revision) and J350, 36 CFR 261.52(j), is prohibited.

Passenger carrying vehicles, pickups, medium and large highway trucks (80,000 GVW) will be equipped with a factory designed muffler system which is specified for the make and model of the respective vehicle/truck or with a muffler system that is equivalent or that exceeds factory specifications.

Exhaust systems shall be properly installed and continually maintained in serviceable condition.

3. Fire Extinguishers and Tools on Equipment. While in use, each internal combustion engine including tractors, trucks, yarders, loaders, welders, generators, stationary engines, or comparable powered equipment shall be provided with at least the following:

(a) One fire extinguisher, at least 5#ABC with an Underwriters Laboratory (UL) rating of 3A - 40BC, or greater.

(b) One shovel, sharp, size O or larger, round-pointed with an overall length of at least 48 inches.

(c) One axe, sharp, double bit 3-1/2#, or one sharp pulaski.

Extinguishers, shovels, axes, and pulaskis shall be mounted so as to be readily available from the ground. All tools shall be maintained in a serviceable condition.

4. Power Saws. Each gasoline engine power saw shall be provided with one chemical-pressurized fire extinguisher of not less than 8-ounce capacity by weight, and one size O or larger, round-pointed shovel with an overall length of at least 48 inches. The extinguisher and shovel shall be maintained in good working order. The extinguisher shall be with the power saw operator and immediately available for use at all times. The extinguisher shall not be affixed to the saw. The shovel shall be readily available to the operator of the saw at all times. Having the shovel with the gas can used to refuel the saw may be considered "readily available" if not more than 200 feet from the saw. During periods of critical fire danger, Forest Service may prescribe other precautionary measures.

Any fueling or refueling of a power saw shall be done in an area which has first been cleared of material which will carry fire. The power saw shall be moved at least 10 feet from the place of fueling or refueling before starting.

5. Blasting and Welding. The use of fuses in blasting shall not be permitted except near power lines where the danger of accidental detonation is present, and then only by special written permission of Forest Service. Whenever the relative humidity falls below 50 percent, Contractor shall place a watchman at each point where blasting is done who shall remain on duty for at least one hour after blasting is finished, and who shall be equipped with a shovel and a water-filled backpack can equipped with hand pump. During periods when the relative humidity falls below 20 percent, blasting shall be discontinued unless authorized, with special provisions, in writing by Forest Service. Blasting shall not be permitted in any area not cleared to mineral soil without advance written approval of Forest Service and with such special precautions as may be required.

Prima Cord shall not be used in clearing operations, and in other areas where timber has been felled and slash not burned.

Unless otherwise directed in writing by Forest Service, all flammable material shall be cleared for 10 feet around any piece of equipment being welded. In addition, Contractor shall provide a fire extinguisher of a size and type designed to extinguish a fire in the flammable materials surrounding the spot being welded.

In order to determine the relative humidity, Contractor shall either (a) provide and maintain weather instruments, that will measure relative humidity, in the area where blasting will occur; or (b) provide communications to obtain weather data from Forest Service.

Explosives shall be stored at all times in a locked box marked "Explosives. "Powder and blasting caps shall be stored in separate boxes.

6. Storage of Flammables. Gasoline, oil, grease and other highly flammable material shall be stored either in a separate building, or at a site where all debris is cleared within a radius of 25 feet. Storage buildings or sites shall be a minimum distance of 50 feet from other structures. Storage buildings shall be adequately posted to warn of the flammables and to prohibit smoking in or around the building.

7. Camp Fire Protection. The grounds around all trailers, buildings, other facilities constructed or placed on or near the project area shall be kept free of flammable material for a distance of at least 20 feet from the wall of such structure.

Stovepipes of all wood burning stoves shall be equipped with suitable roof jacks and serviceable spark arresters. Stovepipes shall be no closer than 2 feet from any wood or other flammables unless adequately protected by metal or asbestos shield.

8. Equipment Cleaning. Unless the entire Project Area is already infected with noxious weeds, Contractor shall ensure that prior to moving on to the Project Area all off-road equipment, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Contractor shall certify in writing that off-road equipment are free of noxious weeds prior to each start-up of project operations and for subsequent moves of equipment to Project Area. Measures taken to ensure that off-road equipment is free of noxious weeds will be identified. “Off-road equipment” includes all construction machinery, except for service vehicles, water trucks, pickup trucks, cars, and similar vehicles. A current list of noxious weeds of concern to Forest Service is available from the CO.

The Contractor must clean off-road equipment prior to moving between areas on this project that are known to be infested with noxious weeds and other units, if any, that are free of such weeds.

Contractor shall employ whatever cleaning methods are necessary to ensure that off-road equipment is free of noxious weeds unless otherwise specified or approved by the CO.

Equipment shall be considered free of soil, seeds, and other such debris when a visual inspection does not disclose such material. The Contractor is not required to disassemble equipment components or use specialized inspection tools.

Contractor shall notify Forest Service at least 5 working days prior to moving each piece of off-road equipment on to the Project Area, unless otherwise agreed. Notification will include identifying the location of the equipment's most recent operations. If the prior location of the off-road equipment cannot be identified, Forest Service may assume that it was infested with noxious weed seeds. Upon request of Forest Service, Contractor must arrange for Forest Service to inspect each piece of off-road equipment prior to it being placed in service.

If contractor desires to clean off-road equipment on National Forest Land, such as at the end of a project or prior to moving to a new unit that is free of noxious weeds, Contractor and Forest Service shall agree on methods of cleaning, locations for the cleaning, and control of off-site impacts, if any.

New infestations of noxious weeds, of concern to Forest Service and identified by either Contractor or Forest Service, on the Project Area or on the haul route, shall be promptly reported to the other party. Contractor and Forest Service shall agree on treatment methods to reduce or stop the spread of noxious weeds when new infestations are found.

FIRE RESTRICTIONS

Contractor will follow all fire restrictions that may occur by Special Order during the contract time period. Special Authorization by an approved Forest Service Official must be received and attached as part of the Contract prior to restricted actions taking place.

Description

152.01(c) Material.

Add the following:

Use required stake dimensions and materials. Pre-paint the top 2 inches of all stakes and lath, or mark them with plastic flagging. Use designated colors for paint or flagging. Mark all stakes with a stake pencil that leaves a legible imprint, or with waterproof ink.

Do not use aerosol spray paints.

Use moisture-resistant paper for survey notes. Keep notes in books with covers that will protect the contents and retain the pages in numerical sequence.

Construction Requirements

152.02 General.

When indicated on the plans, a preliminary survey line has been established on the ground. The project location line (road centerline) is established by offsets from this preliminary line.

Delete second sentence in second paragraph and replace with the following:

Reestablish missing reference, control lines, or stakes as necessary to control subsequent construction staking operations

152.03 Survey and Staking Requirements.

(b) Roadway cross-sections.

Replace the first three sentences with the following:

Take roadway cross-sections normal to centerline. When the centerline curve radius is less than or equal to 200 feet, take cross-sections at a maximum centerline spacing of 25 feet. When the centerline curve radius is greater that 200 feet take cross-sections at a maximum centerline spacing of 100 feet.

c) Slope Stakes & References:

Replace section with the following:

Slope stakes and references. When required, locate slope stakes on designated portions of the road. Locate the slope stake catch points and use them to establish clearing limits and slope stake references.

Mark slope stakes with the station, the amount of cut or fill, the horizontal distance to centerline, and the slope ratios.

Place slope reference stakes at least 10 feet outside the clearing limit and mark with the offset distance to the slope stake. Place sight stakes when required.

Prior to clearing and grubbing operations, move the slope stake outside the clearing limit to the slope reference stake. After clearing and grubbing and before excavation, reset the slope stakes in their original position.

Use the designated method to establish the slope stake catchpoint.

Method I—Computed Method. Use the template information shown in the plans or other Government-provided data to calculate the actual location of the catchpoint. The slope stake “catchpoint distance” provided may be used as a trial location to initiate slope staking. Recatch slope stakes on any section that does not match the staking report within the tolerances established in Table 152-2.

Method II—Catchpoint Measurement Method. Determine the location of slope stake catchpoints by measuring the catchpoint distances shown in the plans or other Government-provided data.

(d) Clearing and grubbing limits.

Add the following:

Establish clearing limits on each side of the location line (road centerline) by measuring the required horizontal or slope distances shown in the stake notes. Mark the clearing limits with flagging or tags on trees to be left standing, or on lath. Make markings intervisible, and no more than 90 feet apart.

After establishing clearing limits, move the location line (road centerline) stake outside the clearing limits for station identification purposes, and mark it with horizontal distance to location line (road centerline).

(e) Centerline reestablishment.

Replace with the following:

Reestablish centerline from instrument control points. The maximum spacing between centerline points is 25 feet when the centerline curve radius is less than or equal to 200 feet. When the centerline curve radius is greater than 200 feet, the maximum distance between centerline points is 100 feet.

(f) Grade finishing stakes.

Replace the third paragraph with the following:

The maximum spacing between centerline points is 25 feet when the centerline curve radius is less than or equal to 200 feet. When the centerline curve radius is greater than 200 feet, the maximum distance between centerline points is 100 feet. The maximum transverse spacing between stakes is 12 feet. Use brushes or guard stakes at each stake.

(g) Culverts.

Replace subsection with the following:

Set culvert reference stakes at all culvert locations. Set a culvert reference stake on the centerline of the culvert 10 feet from each end or beyond the clearing limit, whichever is greater. Record the following on culvert reference stakes:

(1) Diameter, actual field measured length, and type of culvert.

(2) The vertical and horizontal distance from the reference stake to the invert at the ends of the culvert.

(3) Station of actual point where culvert intersects centerline.

When required, stake headwall for culverts by setting a hub with a guard stake on each side of the culvert on line with the face of the headwall. Perform this work after clearing is completed.

153.02 Contractor Quality Control Plan.

Add the following:

Submit proposals in writing for using alternate AASHTO or State approved test methods for approval. Alternate methods may be allowed based on documented equivalence to the method specified.

153.02 (d) Personnel Qualifications

Add the following:

(3) The contractor shall submit to the CO certifications of testing and sampling personnel. Testing and sampling personnel shall be either certified as NICET level 2 in highway materials or an equivalent state or industry certification such as Western Alliance Quality Technician Construction Certification (WAQTC).

153.03 Testing

Add the following:

The contractor shall submit to the CO current documentation of the calibration and inspection of the testing equipment to be used for the project. The documentation shall include inspection date, inspector, calibration number, and the method of calibration. All testing equipment shall be calibrated and inspected tagged with the inspection date, inspector, and calibration number. The lab testing equipment and density testing equipment shall be calibrated and inspected on a yearly basis. The concrete testing equipment shall be calibrated and inspected every four months.

Material testing shall be performed at the frequency required in the subsection titled Acceptance within each applicable standard specification section.

The Contractor shall provide testing of the embankment, backfill, base course, and surface aggregate materials to determine optimum moisture content and maximum density according to the method required within each applicable standard specification section. The Contractor shall provide testing of the backfill, base course, and surface aggregate material to determine its plasticity index, gradation, liquid limit, and/or soil classification.

The Contractor shall also provide testing of the surface aggregate material to determine Los Angeles abrasion, sodium soundness loss, durability indexes, and fractured faces for comparison with the requirements of the standard specifications.

All retests shall be performed at the Contractor expense.
