WR IDIQ Stewardship – 12 Task Orders Questions, Answers, Amendments, Editorial Changes and Clarifications

A list of show me trip attendees is attached.

Q. Will the HT7 task order and schedule of items reflect the noted minimum acceptable price change from $3.00/CCF to $5.00/CCF for ES&O Sawtimber prior to bidding?

A. Yes, HT7 Hardscrabble task order and section B.2 of the schedule of items will be amended to reflect this change and available to contractors prior to the bid date.

Q. What are the contract performance periods for HT6 Peaks Gold Hill, HT10 Martin Creek, HT12 Aqueduct task orders?

A. All task order performance periods are: Complete all work by 12/31/2012.

Q. The Peak7 South task order indicates that there is not sufficient funding available, explain?

A. At this time, this task order is not funded. The FS will make an award for this task order if there are savings accumulated through the bids submitted on the other 11 task orders. If funding is not available this year (2011), this project will be funded and awarded in 2012.

Q. HT13 Brush Creek task order – Units 3 and 4 are deleted. Will the task order and schedule of items reflect the changes made by dropping units 3 and 4 prior to bidding?

A. Yes, HT13 task order and schedule of items will be amended to reflect this change and available to contractors prior to the bid date. Contract Area Maps will also be amended.

Q. HT13 Brush Creek task order – How many trees were tallied in units 1 and 2?

A. See tree talley table later in this document.

Q. HT13 Brush Creek task order – Can felled trees be decked along road so that they can be removed from the pending Brush Creek Forest Health project planned next year? Decking the timber would reduce the deterioration rate.

A. Decking timber along the road is not required in the task order. Contractor can make that request to the Contracting Officer Representative for approval at the time of operations. The Forest Service will determine at that time whether to approve the request. If it is in the best interest of the Forest Service, the request will be approved.

Q. HT6 Peaks GoldHill task order – There has been hazard tree cutting in unit 2 along the trail. Was this taken into account in the contract?

A. After further discussion and review with the Dillon Ranger District staff, it was discovered that there was a lot more work completed by a hotshot crew (2010) in Unit 2 than originally documented. It was noted that all hazard tree work in Unit 2 has been completed and a portion of Unit 3 also completed. Tree Tallies for Unit 3 will be adjusted and documented later in this document. Also, the task order will be amended to delete unit 2 (miles, acres, estimated # trees) from the task order.

Q. HT4 Maryland Creek task order ‐ Who is the contact for the road use agreements?

Q. General Roads and Trails – Are contractors responsible to treat pre‐existing slash along roads and trails above the 18” slash height requirement?

A. No, contractor is only responsible for the slash associated with the hazard tree clearing treatments specified in the contract.

A. No, contractor is only responsible for the slash associated with the hazard tree clearing treatments specified in the contract.

Q. General Roads and Trails – Can contractors cut green, non‐hazard trees if hazard trees identified for removal mistakenly get hung up during felling operations?

A. In order to safely put the hazard tree on the ground, green trees can be cut. Contractor must notify the Contracting Officer Representative of each instance when this occurs.

Q. General – Does the existing windthrow and down wood in East Harrigan, Maryland Creek and Peak7 South count towards the fuel loading objective?

A. Yes, for these treatments all biomass counts towards the fuel loading maximum tons per acre.

Q. HT9 Lost Lake task order – Is the recently completed pre‐haul maintenance completed by the Forest Service road crew on FSR 786 the same standard that is required within the task order? (FYUI ‐ The road had a small berm of rocks and fine soils on the outside edge of the road which will make drainage difficult as well as a logging truck)

A. The Forest Service is responsible for the pre‐haul maintenance on FSR 786. The maintenance was of low quality and the expectation for contractors would be to have the berm and rocks on the outside edge of the road bladed out for during haul and post‐haul maintenance trips. Forest Service engineering staff has been contacted to review Forest Service road crew work and make necessary changes for a higher level of performance during pre‐haul maintenance.

Q. HT9 Lost Lake task order – Can contractors remove forest products in Unit 4, even though the treatment does not specify removal of forest products?

A. Contractor can request to remove the forest products in Unit 4. This request would be allowed through a contract modification.

Q. HT7 Hardscrabble, HT8 Nolan Creek, HT9 Lost Lake task order’s – Can the Forest Service give the contractors the option to either remove the 6.0” DIB to 3.0” DIB topwood Sawtimber products or deck the topwood along the road for fuelwood gathering?

A. The Forest Service has amended HT7 Hardscrabble, HT8 Nolan Creek, HT9 Lost Lake task order’s to include an option for contractors to deck the 6.0” DIB to 3.0” DIB topwood Sawtimber products along the road. See 5. Performance Standards and Unit Data Sheets in task orders.

Q. Can the Forest Service provide tree talley counts by cutting unit for roads and trails task orders?

A. See table below.

Clarifications to the Solicitation

Pricing for the 12 Task Orders included in the solicitation shall be the same as the pricing shown in the Schedule of Items, Section B.1 – pages 4‐16 of the “Return with Your Quote” package, (or the replacement pages included with this amendment 2).

In the case of a discrepancy between the pricing for service work shown in the Schedule of

Items (pages 4‐16 of the Return package, or the replacement pages included with this

Amendment 2) and the pricing on one of the 12 included Task Orders, the Schedule of Items

(pages 4‐16 of the Return package or the replacement pages included with this Amendment 2) will be used.
