HYDROLOGIC AND HYDRAULIC REPORT
Warm Spring #4 Bridge
INTRODUCTION
The following section describes the hydrologic and hydraulic analysis conducted for the proposed replacement of the Warm Springs #4 Bridge over Sheridan Creek. The study was conducted by HDR Engineering, Inc. (HDR) for the United States Forest Service (USFS) Rocky
Mountain Region. HDR performed engineering services to analyze the existing structure and provide options for a replacement structure. The hydrologic and hydraulic study was limited to waterway opening requirements and identification of channel stability issues, and does not include consideration of structural, cost, or construction aspects.
SITE DESCRIPTION
The bridge is located approximately 15 miles northwest of Dubois, Wyoming. As shown in
Figure 1, the bridge is located in the Shoshone National Forest in Fremont County, Wyoming, Section 3, T54N, R109W. The existing single span bridge configuration is approximately 20’-8” from back face of abutment to back face of abutment and has a rail-to-rail width of 14’. The bridge consists of timber stringers with a timber deck supported by timber crib abutments. The abutments are perpendicular to the roadway centerline (no skew). There is a skew of the abutments to the creek which has caused the existing abutments to be undermined by scour. The bridge carries Forest System Road (FSR) 532 over Sheridan Creek.
HYDROLOGY
The Warm Springs #4 crossing has a total drainage area of 16.9 square miles. This estimate is based on measurements taken from the U.S.G.S. 7.5 minute quadrangle maps. The basin delineation is shown in the appendix of this report. The design discharges for the 2-year and 100-year floods were calculated using Regression (Reference 1) equations developed for the Rocky
Mountain Region of Wyoming. The standard error of estimate on these equations for this region is 50 percent for the 2-Year and 38 percent for the 100-Year. The results are shown in Table A1 below.

HYDRAULIC DESIGN CRITERIA
The USFS criteria given to HDR for evaluation of waterway openings through bridges and culverts were used as the basis for the hydraulic evaluation. The criteria are:
1. For all cases the opening will be sized, if possible, so that the 100-year water surface elevation at the upstream face will be a minimum of 2 feet below the low chord of the bridge.
2. If the existing bridge or culvert opening exceeds that which is required by the adopted criteria, a smaller section may be recommended if appropriate and cost effective.
3. If the existing opening does not meet the adopted criteria, a larger opening will be proposed for the replacement bridge. This will be a lateral enlargement to the extent possible. If it is found that insufficient channel area exists to meet the criteria, even with maximum widening, consideration will be given to adding relief bridges on the overbank floodplain, raising grades, or other alternatives.
EXISTING BRIDGE HYDRAULICS
Hydraulics for the existing bridge were evaluated using the HEC River Analysis System (HEC-
RAS) program developed by the U.S. Army Corps of Engineers, Hydrologic Engineering Center
(Reference 2). HEC-RAS uses the standard step method to calculate water surface profiles. The following assumptions are used by HEC-RAS in computing water surface profiles:
• Steady flow;
• Gradually varied flow;
• One-dimensional flow;
• Channel slopes are small, less than 1:10
These conditions are valid for the Warm Springs #4 Bridge. A mixed flow regime was evaluated for the hydraulic analysis of the bridge. Storage effects were not considered. There was evidence of potential debris blockage; therefore the model was computed using a 30% blockage at this location. The 30% is on the width of the opening. The 30% blockage used for this study was a calibrated value from a previous USDA Forest Service bridge that was in a similar heavily wooded area.
Eight cross-sections were surveyed to determine channel geometry within the model. Manning's roughness coefficients used in the analysis were based upon field observations, site photographs, and prior experience. Manning’s coefficients of 0.045 for the channel and 0.065 for the overbanks were used throughout the study reach for the 100-year event. (References 3&4) The
Manning’s coefficient was raised 20 percent for the 2-year event to apply the appropriate roughness for lower flow. Upstream and downstream water elevation boundary conditions were based on normal flow calculations.
The water surface elevations for the existing structure, computed using HEC-RAS for the 2-year and 100-year floods, are presented in Table A2 under the mixed flow condition. The average
100-year velocity through the existing bridge is 10.1 ft/sec.

The existing bridge over Sheridan Creek does not meet the USFS design criteria. The existing bridge only has 1.43 feet of freeboard, not the 2-foot required for the 100-year event.
REPLACEMENT BRIDGE HYDRAULICS
One replacement alternative was modeled for the Warm Springs #4 Bridge. The hydraulics of the replacement option was modeled with the goal of meeting current USFS design criteria without creating unacceptable hydraulic impacts upstream of the structure.
The replacement bridge is a longitudinal timber deck panel with timber running planks supported by cast-in-place concrete abutments. The clear opening is 38’ and the dimension from centerline of bearing is 39’. The abutments are perpendicular to the roadway centerline and are set-back on slopes from the edge of the stream to provide scour protection. An elevation view of this structure is shown in the general layout.
The proposed bridge was modeled using the same general cross-sectional information and assumptions used in the existing model.
The proposed bridge was modeled with the 30 percent blockage due to the possibility of debris.
The average 100-year velocity through the bridge is 8.81 ft/sec.

The proposed bridge meets the USDA Forest Service design criteria with 2.16 feet of freeboard for the 100-year event. The proposed bridge also can pass the maximum predicted flow range for the 100-year event of 1150 cfs with 0.7 feet of freeboard.
SCOUR AND CHANNEL STABILIZATION CONSIDERATIONS
Scour Conditions at Proposed Culvert
The scour susceptibility of the proposed bridge with the current channel bottom material is moderate as a result of the velocity and evidence of previous scour during the site visit. The hydraulic analysis assumed typical maintenance of the channel to remove debris accumulation.
An accumulation of vegetation and debris will likely result in reduced conveyance under the bridge and could increase velocities, and should therefore be monitored.
Contraction Scour:
Contraction scour analysis was performed on the proposed replacement bridge. The computed results predict zero feet of contraction scour in the channel. The channel contains all of the flow.
Abutment Scour:
Use of the Froehlich equations for prediction of abutment scour showed that there would 5.25 feet of scour at the abutments. The abutment scour equations are used as a flag to predict scour potential without the incorporation of scour protection.
Pier Scour:
The proposed crossing does not incorporate piers.
Recommended Channel and Scour Protection
There was evidence of past local scour at the existing bridge on both abutments. This was due to the existing bridge being a restriction point in the channel. The proposed bridge will be longer and incorporate set back spill through abutments reducing the risk of scour. The hydraulic analysis shows that the maximum average velocity for the proposed drainage structure would be approximately 8.81 ft/s for the 100-year flood condition. HDR recommends the use of USDA
Forest Service Class 5 riprap on both the left and right abutments and extend upstream of the bridge through the location where the existing bridge is being removed. This riprap layout is shown on the plan set. The riprap was based on equation 81 from the FHWA HI-96-031, HEC-
18 Manual (Reference 3) using the upstream cross-sections velocities and depths. Proper placement of the proposed riprap will minimize bridge scour issues.
