811 SURFACE MAINTENANCE
811.01
Service Required:
This work consists of maintaining and shaping native or aggregate surfaced roads to a condition to facilitate traffic, provide proper drainage, including traveled way, shoulders, turnouts, intersections and compacting the surface in accordance with this specification. Reshape or recondition borrow ditches, rolling dips, and drain dips.
811.02
Performance Standards
A. Maintenance Level 4 and 5 Roads
A road surface is maintained to standard when the travel way is free of washboards, potholes, or other irregularities (ruts and rills). The surface is smooth, compact, crowned or sloped to drain, without segregation of the surfacing materials. Suitable materials have been recovered and incorporated, including berm of material.
Remove berm of material that would concentrate run-off without disturbing the original surface and drainage features. Unsuitable materials have been removed. Ditches and road surface drainage structures function efficiently. Unpaved shoulders are shaped to provide a smooth transition from the paved surface and drain efficiently.
B. Maintenance Level 3 Roads
A road surface is maintained to standard when the surface is compact, crowned, or sloped to drain, without segregation of the surfacing materials. The road surface has no ruts or rills, suitable materials have been recovered and incorporated, including berms of material. Remove berm of material that would concentrate run-off without disturbing the original surface and drainage features. Unsuitable materials have been removed.
Ditches and road surface drainage structures (lead-out ditches, rolling dips, grade dips, etc.) function efficiently.
C. Maintenance Level 2 Roads
A road surface is maintained to standard when the surface is shaped to drain, and where ditches and road surface drainage structures function efficiently. The road surface has no continuous ruts or rills, and no large concentrations of unsuitable materials remain. Incorporate suitable material from borrow ditches and lead-out drainage ditches into roadbed. Section 831 Ditch Maintenance is incident. User comfort and smoothness is not required. Focus work activity on drainage control and road template.
D. All Roads
When directed by the Contracting Officer to work in a weed infested area the contractor will be required to prevent spreading the infestation into un-infested areas by cleaning vehicles and equipment. The contractor will use wash stations approved by the Contracting Officer.
Routine Blading - Excess roadbed width shall be shaped only as needed to provide drainage away from the traveled way. Established grasses and other vegetation shall not be removed from the excess width except as incidental to providing drainage or unless otherwise provide in the contract.
The Contractor shall establish a blading pattern which provides a uniform driving surface, retains the surfacing on the roadbed and provides a thorough mixing of the materials within the completed surface width. Upon final blading, no disturbed rock shall protrude more than two (2) inches above the adjacent surface unless otherwise provided in the contract. Material not meeting this dimension shall be removed and placed outside the roadbed so as not to obstruct drainage ways or structures. This material may be scattered off the roadbed if there is free drainage.
Maintenance Level 3 and 4 roads bladed under this section shall be compacted using Method A.
Compaction Method A is considered incidental to blading. Compaction shall commence immediately following blading. Compaction methods are:
Compaction Method A: By breaking track while operating equipment on the bladed surface.
Compaction shall cover the full width bladed surface.
Compaction Method B: 8-10 ton pneumatic, steel or equivalent vibrating roller, operated to cover the full width of the bladed surface two (2) times.
Roadway backslope shall not be undercut.
Intersections and drainage with side roads which are not closed or restricted to vehicular use shall be bladed to assure smooth transitions.
Field evidence of closure or restrictions shall be considered to be signed, earth berms or other closure devices placed to discourage or eliminate use by passenger cars. Also, roads listed for work under Sections
835 or 838 shall be considered restricted.
Cleaning of Structures - Materials resulting from work under this Section shall not be allowed to remain on or in structures, such as bridges, culverts, cattleguards, drainage dips, aprons, or flumes.
Scarification work shall consist of destroying or breaking up old or damaged chip seal and dust oil surfaces and the loosening of native and pit run surfaces for blading and reshaping the road surface. Scarification shall be accomplished by rippers spaced not more than 12 inches apart. Scarification shall not penetrate the aggregate base to the subgrade. Where aggregate base is 3 inches or greater in depth, the minimum scarification depth shall be 3 inches.
No measurement will be made under this Section for Compaction Method A. Measurement for Compaction
Method B will be the same as stated in 811.04 (A) for blading.
811.03
Location of Work
As specified on roads listed on the road listing, shown on the plans, marked on the ground, or as directed by the Contracting Officer. Locations of weed infested areas are marked on the ground. Do not operate in the weed infested areas unless directed to do so by the Contracting Officer.

813.01
Service Required:
For use when limited amounts of aggregate are needed to maintain or protect the road and provide for passage of traffic. The prescribed spot surfacing is not to provide continuous surfacing. The intent of this specification is to replace previously existing surfacing materials, not to place new surfacing on roads or portions of road that have not previously been surfaced. Should not require a crushing setup for this amount of material.
Materials transported onto National Forest System land shall be free of invasive species of concern. Written documentation of methods used to determine the invasive species of concern free status of any and all materials furnished by the Contractor.
The Contracting Officer shall have 5 days, excluding weekends and Federal holidays, to review the methods and inspect the materials after the required written documentation is provided by the Contractor. After satisfactory review and inspection or after such 5 day period, the Contractor may transport the material onto the National
Forest System land.
Furnish, load, haul, and place surface material to repair or stabilize road surfaces and/or roadsides as staked on the ground, designated by the Government, or as SHOWN ON PLANS OR DRAWINGS. Spot Surfacing includes preparing the area, furnishing, hauling, and placing all necessary material and other work necessary to blend with the adjacent road cross section.
813.02
Aggregate Gradation
The upper and lower specification limits for aggregate gradation are equal to the calculated mean of all test results plus or minus the allowable deviations shown in Table FP-14 703-3, except as follows:
A. Materials furnished by the Contractor shall conform to the gradation and quality requirements of
Section 703 of the “Standard Specifications for the Construction of Roads and Bridges on Federal
Highway Projects FP-14”.
B. If the calculated mean value for any tested sieve exceeds the maximum gradation value shown in
FP-14 Table 703-3 (minus 1”), the upper specification is equal to the maximum gradation value plus the allowable deviation, and the lower specification is equal to the maximum gradation value minus the allowable deviation.
C. If the calculated mean value for any tested sieve is less than the minimum gradation value shown in
Table FP-14 Table 703-3, the upper specification is equal to the minimum gradation value plus the allowable deviation and the lower specification is equal to the minimum gradation value minus the allowable deviation.
813.03
Performance Standard:
Spot Surfacing is complete when the designated quantity of the ordered material has been placed (See Table
813-1 Acceptable Quality Levels).
A. Spot Surfacing for 1 ½” minus (Gradation “C”, Table 703-2), ¾” minus, and Pit Run.
1. Thoroughly scarify the area to be spot surfaced to a minimum depth of 1 inch prior to placement of aggregate. This work shall be considered incidental to this pay item and no further compensation shall be given.
2. Mixing and Spreading.
Do not place the aggregate in a layer exceeding 6 inches in compacted thickness. When more than one layer is necessary, compact each layer according to Section 3 before placing the next layer.
After placing the aggregate for each layer, mix it with other required and suitable materials at the required moisture content until the mixture is uniform throughout. Mix aggregate, water, and all other materials until a uniform distribution is obtained.
Spread the aggregate in a uniform layer, with no segregation of size, and to a loose depth that will provide the required compacted thickness.
When placing aggregate over geotextile, place aggregate in a single lift to the full depth specified.
3. Compaction shall be accomplished by using Method A. Compaction Method A is considered incidental. Compact 1 ½” minus, ¾” minus, and Pit Run. Compact the aggregate by operating spreading and hauling equipment over the full width of each layer of aggregate on the surface to minimize rutting or uneven compaction, until visual displacement ceases or as directed by the Contracting Officer’s Representative.
813.04
As specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as directed by the
Contracting Officer.
813.05
Measurement under this Section will be made by the total number of units for each item listed in the
SCHEDULE OF ITEMS complete and accepted.
