Amendment 0001 – Questions and Answers

GENERAL

Q1.) Please see our attached request(s) for prior approval and associated submittals for the Aldo Leopold Renovation.

A1.) Substitution/Prior Approval requests will not be approved or considered prior to contract award. Many items in the specifications and drawings show Brand Name products as a Basis of Design. All of these products shall allow for an approved equal. Substitutions for these products may be submitted for review and approval after the contract is awarded.

Q2.) Is fence around the site a requirement or optional?

A2.) Optional, however, construction operations shall be addressed in proposal response per Section L. In addition, a site plan and safety plan will be a required submittal for approval prior to mobilization.

Q3.) What are the extents for the construction operation?

A3.) Refer to attached site map for limits.

Q4.) Will the building be occupied during construction?

A4.) No, the building will be unoccupied and all items removed prior to construction.

Q5.) When is the proposal due?

A5.) Proposal must be submitted to the CO by 4/20 at 11:00 am Mountain Daylight time, unless otherwise changed in a future amendment. Electronic proposal are acceptable.

Q6.)The solicitation states the deadline for questions is 4/17. I thought I heard you say 4/13 at the walk through. Can you clarify which is correct?

A6.) All questions are to be submitted by April 17th, 2017 per the solicitation section L-12.

Q7.)Is this a Green Globes project?

A7.) No.

Q8.) Please advise as to the amount of the bid bond “BID GUARANTEE” , typically a percentage of the bid, as this is a limiting factor and constraint of trade and we would be unable to provide a proposal based upon your RFP.

A8.) The bid guarentee is addressed in section I-12 of the soliciation.

Q9.)Will there be a requirement for the Montana 1% gross receipts?

A9.) Contract does not provide tax requirements. These are contractors responsibility.

Q10.) Contractor is listed as responsible for paying the building permit but will Contractor also be responsible for paying the city Intake Review fees or have the drawings already been submitted to the city for permit?

A10.) City permit is not required, with the exception of the fire sprinkler system.

Q11.) Specification 017300 calls for some site surveying and property surveys. Will this be required?

A11.) Only as the contractor deems necessary for any utility tie-in or other work called out in the drawings.

Q12.) Can you tell me if there is any asbestos associated with this project? Thank you A12.) No

ARCHITECTURAL

Q13.) Will there be a roller window shades spec in an upcoming addendum?

A13.) No

Q14.) Are the panels above the windows to be addressed with the storefront Alternate 5?

A14.) The panels are to stay in place. They may be modified as needed for the installation of the new windows if Alternate 5 is awarded. Coordinate with CO.

Q15.) Is there a radon system in building?

A15.) No.

Q16.) Is there enough space in the ceiling for the mechanical?

A16.) Refer to drawing AD5.1 keynote 9, AD7.0 keynote 1, AD7.1 keynote 1 and A5.1. All trades are required to coordinate.

Q17.) Is plenum required to be re-drywalled?

A17.) No.

Q18.) The existing carpet tile is pressure treated adhesive and cannot be removed in it’s entirity, is the expection to patch or place underlayment?

A18.) After carpet removal, prep floor to meet product and manufacturers requirements for installation of new.

Q19.) On the demolition plans please clarify general note number 10?

A19.) Uniform appearance means all finishes must be consistent, professional quality and meet all contract requirements and specifications of new construction.

Q20.) What do the windows sit on 1st floor?

A20.) Refer to A5.2 Detail 12.

Q21.) What is the existing window well construction?

A21.) Masonary block

Q22.)In the restrooms elevations on sheet A6.1, it shows the horizontal A.D.A. grab bars and their mounting heights however it does not show a vertical grab as required by A.D.A., please advise if this is required.

A22.) Yes, include vertical grab bars per IBC requirements in all 3-restrooms.

Q23.) There are fire extinguisher cabinets with fire extinguishers on plan. But there are no specs. And there is not enough info in elevation 14/A.01. Please provide specs for type of cabinet and type of fire extinguisher.

A23.) Refer to attached Specification 104413 – FIRE PROTECTION CABINETS.

Q24.) At the walk through at the Leopold bld. at the University of Montana, the gal taking questions said that carpet substitutions were fine from one of the manufactures listed in the specs as long as the performance ratings were comparable. The link below is to the carpet tile that was used as your basis of design and I have attached the data sheet of a Mohawk carpet tile for comparison. Would you look at it and let me know if this would be an acceptable alternative carpet?

Q25.) Detail 2/A8.1 shows caulking at the exterior of the window frames. Does this occur under the base bid, or only as part of Alternate 5?

A25.) This is required as part of the new atrium work and applies to windows 102.2 and 102.3.

Q26.) Is there some type of trim or flooring termination at the first floor level of detail 11/A8.1?

A26.) Refer to A2.1F detail 13.

Q27.) The plans indicate that the existing drywall on the 1st floor exterior / perimeter walls is to remain and be skim coated. Is that correct? I am not sure that is realistic since we are removing and replacing insulation and electrical components at these walls.

A27.) On Sheet AD2.1 add General Note “Demo all exterior wall finishes as required to accommodate work on A5.2 detail 11 and A5.1 keynote 9.”

ELECTRICAL

Q28.) Clarify the electrical requirements on the sump pump.

A28.) Refer to sheet E2.1 keynote 3. Coordinate with mechanical contractor.

Q29.) Clarify the photocell that is noted on the soffit.

A29.) Delete photocell on E7.2.

Q30.) Can we get information on the trendwall system for the electrical and data tie-in?

A30.)

STRUCTURAL

Q31.) One more question that we had from our walk. The wall along the East stairwell appears to be full height from the basement to the 1st floor and the drawings show the lower section being demolished at the new mechanical room. Can we get a detail for how to support the wall that continues above through

A31.) Refer to Structural Addendum from BCE dated 4/10/17.

Q32.) Drawing A2.1 shows the mechanical pad for the DC-1 equipment and references to the structural & mechanical drawings for more info. M2.2 calls for a 6” slab but then references to the structural for more details on rebar/subgrade/etc but the structurals do not have any information on this pad. Can you please provide info on subgrade & rebar requirements, if any, for the mechanical housekeeping pad?

A32.) Provide a 6” thick slab with #4 @ 12” o/c each way (5’-6” x 11’-6” – verify with unit size + 6” on all sides). Thickened the edges to 10” around the perimeter – min. 12” at base.

FIRE SPRINKLER

Q33.) How is the fire sprinkler design handled?

A33.) The contract provides performance requirements and contractor is responsible to coordinate with fire sprinkler installer and fire department for complete design to be submitted to CO for review and final approval.

Q34.) The open plenum return areas for the HVAC system are shown with fire sprinklers. Does that remove the requirement to make those spaces a 1hr rated assembly with GWB on the ceiling joists or will we have to add GWB to the ceiling joists?

A34.) Refer A0.1 Life Safety Floor Plans.

ADDITIONAL INFORMATION

The US Forest Service is actively pursuing additional funding for Solar PV. There is potential for this to be added to the contract after award. Pricing would be handled through a formal price request and modification.

STRUCTURAL ADDENDUM ITEM

ALWRI RENOVATION PROJECT - 04/10/17

SHEET S2.1

– EXISTING MAIN FLOOR FRAMING PLAN (5/S2.1) - At the west stair opening, there is no reference to removal of the existing stair wall in the basement as noted on AD2.0. Removal of the wall will require supplemental support for the existing stair opening header and also for the non-bearing wall from the main level to roof.

- MAIN FLOOR FRAMING PLAN – NEW WORK (13/S2.1) – No supplement framing shown. Please install a new double 1 ¾” x 16” LVL at the location of this basement wall removal. Span the LVL’s from the north concrete wall to the new framed wall at the south end of the new mechanical room. Hanger the existing header from the new LVL’s with typical face hanger. Hanger the new LVL’s from the existing north concrete wall with Simpson HU416 face hanger with 4 – 3/16” diameter “drill & drive” concrete nails each side (pre-drill/enlarge existing hole opening).

A. Coordinate size of fire-protection cabinets to ensure that type and capacity of fire extinguishers indicated are accommodated.

PART 2 - PRODUCTS

2.1 PERFORMANCE REQUIREMENTS

A. Fire-Rated Fire-Protection Cabinets: Listed and labeled to comply with requirements in ASTM E 814 for fire-resistance rating of walls where they are installed.

2.2 FIRE-PROTECTION CABINET

A. Cabinet Type: Suitable for fire extinguisher.

A. Prepare recesses for semirecessed fire-protection cabinets as required by type and size of cabinet and trim style.

B. Install fire-protection cabinets in locations and at mounting heights indicated or, if not indicated, at heights acceptable to authorities having jurisdiction.

C. Fire-Protection Cabinets: Fasten cabinets to structure, square and plumb.

D. Identification: Apply vinyl lettering at locations indicated.

E. Adjust fire-protection cabinet doors to operate easily without binding. Verify that integral locking devices operate properly.
