SECTION M - EVALUATION FACTORS FOR AWARD

M-1 - AWARD DETERMINATION

Award will be made to the offeror whose acceptable offer provides the best value to the Government, considering price and the non-price evaluation factors listed below in M-2. The Government may award without further discussions so offerors are advised to submit a clearly written proposal with their best price.

The Government may, after evaluation of proposals, conduct oral or written discussions with offerors as appropriate.

(a) Relative Importance of the Evaluation Factors. All evaluation factors other than price, when combined, are significantly more important than price. The various non-price evaluation factors and sub-factors are considered equally important. The relative impact that any of the factors or subfactors will have on the source selection decision will depend on the differences among the competing offerors.

(b) Source Selection Decision. In order to select the winning offeror, all offerors will be ranked from best to worst by making a series of paired comparisons between them, trading off the differences in the non-price factors against the difference in price between the members of each pair as follows:

(1) If one offeror is better in terms of the non-price factors and has the lower price, then that offeror will be considered to be the better value.

(2) If one offeror is better in terms of the non-price factors, but has the higher price, then it will be determined whether the differences in the non-price factors are worth the difference in price. If the differences in the non-price factors are determined to be worth the difference in price, then that offeror will be determined to be the better value. If not, the offeror with the lower price will be determined to be the better value.

(3) Paired comparisons will be continued to be made until it has been determined which offeror is the best value.

The contract, resulting from this solicitation, will be awarded to the offeror which represents the best value to the Forest Service.

M-2 - EVALUATION FACTORS

(a) Technical Proposal. Complete the form on pages 66-67 as your technical proposal. The technical proposals will be evaluated using the items on this form.

(b) Price Proposal. The completed Schedule of Items, Section B, will suffice for a price proposal. Price will be evaluated on the basis of reasonableness and total cost to the Government (price realism). Price realism is a measure of the offeror’s understanding of the solicitation’s requirements. An unrealistically low price increases the risk of poor performance since the contractor is required to perform the service at little, or no, profit.
