DESCRIPTION OPTIONAL
7*Chip and Remove Landing SlashJOB 1$$ .

TOTAL ALL ITEMS $ ____ .

· *The Government has 180 days to award Item #7

· There is a Surface Replacement Deposit of $1,777.96 ($0.04/TON for all products)

· There is a Brush Disposal Deposit of $110,401.95 (3.07/TON for Sawtimber products)

*Item 3 Reconstruction/construction -Unit Mile is changed to Job -- Quantity is changed to 1 FAR 52.232-1 Payments -applies to bid Item 4 (payments for partial completion) ADD: * Item 3 is the total price of all road detailed pricing listed on pages 4-12 0f 65. Payment and/or credit shall be determined based upon satisfactory progress made or completion of line items for each road.

Errors:

Mandatory Item – Obliteration of Roads: Three road numbers were displayed incorrectly in the table of roads to be obliterated on page 15 of the Appendix:

· Road no. 50511110 should be road no. 505111110

· Road no. 505111021 should be road no. 505111121

· Road no. 513044010 should be road no. 513144010 The correct road numbers were used on the map, and the miles of obliteration for those roads are still correct.

Mandatory Item -Long Term Closure of Roads: The two roads to be place into long-term closure under this activity were not displayed on the Stewardship Activity Map. These roads are also being converted to system roads and are labeled on the map with a system road number. Page 24 of the Appendix refers to these roads by their old non-system road number. Therefore:

· Road no. 513144000 is shown as road 51314 on the map (near Unit 120). This road will be placed in to long term closure from the junction of road 513140500 (Unit 120) to the junction of road 513142000 at the north end of unit 45. The remainder of road 513144000 that goes through units 45 and 48 will be decommissioned.

· Road no. 513144020 is shown as road 51935 on the map (at the top of Unit 32). This road will be placed into long term closure from the junction of the newly constructed road in unit 48, to the end of the road in Unit 32.

Clarifications:

Contractor Slash Responsibility: The acres where “pull slash” is required are the same acres where the lop and scatter and slashing of sub-merchantable material may occur. Therefore these activities can be accomplished at the same time.

Road Obliteration -Clarification for Appendix A, pages 15-21:

The definition for coarse woody debris (CWD) defines it as wood 3”diameter or greater. This is the ideal, but use the language on page 18 (”a variety of wood size classes”) as the specification for achieving 30-50% woody debris cover on decommissioned roads. The goal is to achieve 30-50% woody debris cover using wood that is readily available (slash from adjacent units, etc.). The operator does not need to haul slash from a great distance, but needs to make a reasonable effort to utilize wood from the immediate vicinity; the COR will make the determination as to whether 30-50% cover has been achieved.

The desired end result on a finished decommissioned road is to have 75-85% of the newly disturbed bare ground covered. Woody debris would be 30-50% of this cover, and the remaining cover would be achieved with the vegetative plantings (10 per 100 lineal feet) and straw (ag or wood, as designated on page 15 of Appendix A). With regards to the number of vegetative plantings per 100 feet, the “as available”, as listed on the typical drawings, should be disregarded. In the rare case that the operator is working in a very rocky or scabby area, the COR will determine if this specification can be reduced for that stretch of road. These plantings, along with the coarse woody material and straw, should result in 75-85% total ground cover for decommissioned roads.

Note: The typical drawings in Appendix A, pages 20-21, are blurry. If a prospective bidder is unable to read these drawings, they can contact Melanie Vining at 253-0131 or mlvining@fs.fed.us for another copy.

It is estimated that 10-12 culverts will need to be pulled during road obliteration activities. Approximately 2 are major culvert removal/ channel reconstructions and 8-10 are minor culvert removals. The major culverts are:

· There is one approx. 36" culvert where road 507701000 crosses Moonshine Creek, and it may have 10-15' fill on it, and will require channel reconstruction as shown in Appendix A specs.

· Road 506542510 in the southern end of the project area may also have a larger (24") culvert with 10-15” of fill on it also.

Road Construction/Reconstruction:

Gravel will be stockpiled at the gravel pit located on road 51830 (displayed on Activity Map). Pictures of this pit are provided at the end of this document.

There was a conflict found regarding the gravel quantity for pay item 322-02 Aggregate Base. In one place the contract says to measure in loose measure, and in another place it is measured in cubic yards once compacted. The gravel quantity should be measured in cubic yards, loose measure.

Therefore in the road specs document change the PNF- SPS -322 Crushed Aggregate section by:

· Deleting the second sentence in section 322.07 (page 60)

· And adding the following sentence "Measurement for aggregate is by cubic yards loose measure."

The following document provides more information on road specifications and should be part of the final road specs document. It also displays the web address to find the FP-03 spec book referenced in the road package for gravel.

Add the following:

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.

Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. The hazardous spill plan will describe how the contractor will comply with the following three methods to minimize fuel/oil leakage from construction equipment into the stream channel include the following:

i. All equipment used for instream work will be cleaned of external oil, grease, dirt and mud; and leaks repaired; prior to arriving at the project site. All equipment will be inspected by the Contracting Officer’s Representative before unloading at site. Any leaks or accumulations of grease will be corrected before entering streams or areas that drain directly to streams or wetlands.

ii. Equipment used for in-stream or riparian work (including chainsaws and other hand power tools) will be fueled and serviced in an established staging area (site-specifically recommended by CO). When not in use, vehicles will be stored in the designated staging area. The staging area should be in an area that will not deliver fuel, oil, etc. to streams.

iii. Oil-absorbing floating booms, and other equipment such as pads and absorbent “peanuts” appropriate for the size of the stream, will be available on-site during all phases of construction. For very small streams with few pools or slack water, booms may not be effective. More pads and straw bales to anchor booms may be necessary. Booms will be placed in a location that facilitates an immediate response to potential petroleum leakage.

Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:

· Description of the item spilled (including identity, quantity, manifest number, and other identifying information).

· Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom. Federal and Idaho state regulations regarding spills will be followed: Any spills resulting in a detectable sheen on water shall be reported to the EPA National Response Center (1-800-424-8802). Any spills over 25 gallons will be reported to the IDEQ (1-800-632-800) (or Nevada equivalent), and cleanup will be initiated within 24 hours of the spill.

· Exact time and location of spill including a description of the area involved.

· Containment procedures.

· Summary of any communications the Contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.

· Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.

When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

108 - Prosecution and Progress 108.00_nat_us_02_16_2005 108 Delete.

Delete Section 108 in its entirety.

(b) Contract quantity.

Add the following:

Contract quantities will be adjusted only when there are errors in the original design of 15% or more.

Change the following:

“(b) Cubic yard” to “(c) Cubic yard”.

Add the following definition:

(p) Thousand Board Feet (Mbf). 1,000 board feet based on nominal widths, thickness, and extreme usable length of each piece of lumber or timber actually incorporated in the job. For glued laminated timber, 1,000 board feet based on actual width, thickness, and length of each piece actually incorporated in the job.
