2. Project Description/Technical Issues
Review of Project Scope
The two projects are virtually identical in nature except for location
The east side project has two quarry site, the 007 site and Peter’s Creek site, both established quarries; the west side has three quarry sites, Wounded Buck, Mazie, and Airport.
Amendment 2 added extra materials for other projects to the Schedule of Items
USFS expectations regarding quarry development plans, i.e. anticipated quantities from the various sites, extent of development, setup proposal, proposed stockpiling areas, etc.
Expectations for Gradation G, essentially ¾ in. minus, i.e. more grinding, finer sizes. For Wounded Buck stockpiles, Grading G, D, and 4 in. minus (NFSR #895).
Overall Timing: 2 years with projects running concurrently
Timing for materials for 3 rd party contractors: By Sept 1, 2010.
Quarry Access restrictions: Identified in Section 103
3. Participant Questions
Regarding the Wouded Buck Quarry, the pertinent drawing states in excess of 37,000 cubic yards of material will be available. The mandatory quantity is 37,000 cubic yards with an optional 10,000 cubic yards which is well in excess of the 37,000. Is the additional quantity available?
Ans: The potential boundary of the Wounded Buck site may be expanded to provide the additional required material.
Will the USFS publish a bid abstract with bid prices after the solicitation closing date.
Ans: No. This solicitation is a Request for Proposals and no bid abstract will be published.
Are there useable water sources near the project?
Ans: Although there are many potential sources including the lake itself, none have been officially developed or designated for these projects. The proposal requires offerors to identify potential sources as a part of the technical proposal. There are access roads to the lake however, the Forest Service will probably not allow use of roads associated with campgrounds or recreation sites but there are numerous other alternatives.
What are the speed limits on the roads associated with the projects?
Ans: The character of the east side versus the west side roads differs in that they tend to be straighter but still with some windy, sharp turns with some blind corners. The west side tends to have more sharp turns and blind corners.
There will be an enormous amount of public traffic on these roads in the summer season. Public safety is important.
The plans state that only signs are involved. Will flaggers be necessary?
Ans: Possibly, depending on the complexity of the traffic situations that arise.
Will the USFS pay for the flaggers?
Ans: No separate payment will be made for flaggers, should they be necessary.
Has there been a similar project done in recent history?
Ans: Yes; there has been gravel laydown with the past couple of years. The USFS crushed out of Peter’s Quarry and laid down material recently but nothing of this magnitude.
RECOVERY RD #38 AND Rd #895 Gravel AG-82B1-S-10-0127 Resurfacing, Crushing & Laydown Amendment 3
The specification for road reconditioning requires cleaning culverts. Is this just the inlets and outlets?
Ans: Yes.
Is there a survey indicating how many culverts are in the project(s)?
Ans: No.
The bandwidth for Grading G is 2 to 3 times more narrow than typical. Is this really what the Forest Service wants?
Have you used it in the past and have you been satisfied with its performance?
Ans: Yes. This was the gradation that was used with the Peter’s Quarry crushing previously referred to and we have been very pleased with its performance.
Are there any size ratio requirements in connection with the Grading G?
Ans: No.
When is the latest time the USFS will consider questions?
Ans: The USFS will consider all questions raised and submitted in accordance with the Inquiries provision prior to the closing date and time for receipt of proposals.
Will the forthcoming amendment have the entire conversation of this conference and a list of the participants?
Ans: The amendment will publish the highlights of the conference as opposed to a verbatim transcript as well as a list of participants.
