ARRA FOREST WIDE TOILET REPLACEMENT PROJECT

SECTION 13911 - PRECAST VAULT RESTROOM INSTALLATION

1. GENERAL

SUMMARY

The work in this section consists of mobilizing to each site, pumping and removing existing vault toilets and installing new Government-furnished pre-cast concrete vault restrooms. This work will include dismantling or removing the existing building and vault; site preparation for new vault, including excavating, clearing and grubbing and aggregate base placement; backfilling; compaction; site grading; and cleanup.

MEASUREMENT AND PAYMENT

Measurement shall be for each complete replacement restroom unit installed and accepted. Payment will be made for the number of units shown on the Schedule of Items for:

Pre-cast Vault Restroom (Single) Pre-cast Vault Restroom, (Double)

RELATED WORK

The Government shall establish the finish floor elevation and approximate corners of the building prior to the Contractor's excavation work. Contractor shall be responsible for setting vault and floor slab to meet the finished floor elevation.

CXT Incorporated shall be responsible for transporting the restrooms from the manufacturing site to the installation site and setting the vault and building in their final position using a crane. CXT will also install the vent pipe, signs, toilet paper holders, toilet riser, and caulking.

PRODUCTS

PRECAST VAULT RESTROOM

The Government has purchased the following models of precast concrete vault restrooms from CXT Incorporated, Building Division, Spokane, WA. Phone (800) 696-5766; www.cxtinc.com.

Cascade Single Vault Vault size is 14’-7” X 6’-6”’ X 4’-4” ‘ deep Total Weight is 30,250 pounds Cascade Double Vault Vault size = 6’6” X 2 Units = 13’ X 11’-11” X 4’-4” deep Total Weight = 50,000 lbs CXT will deliver the restrooms to the installation site and set the buildings in a prepared hole.

The Contractor will contact CXT to arrange delivery and determine what size of truck and trailer are necessary to get the building to the installation site because of road grade, width, or corner radius issues.

BACKFILL AND EMBANKMENT MATERIAL

Backfill and embankment material shall be loam, sandy clay, sand, gravel, soft shale, or other suitable material free from brush, perishable material, dirt clods, rocks, or boulders larger than six inches in greatest dimension, or frozen material. Unsuitable and oversize material shall be disposed at the installation site as directed by the Contracting Officer. Backfill and embankment within six inches of concrete shall contain no rock larger than two inches and no rock two inches or larger shall lie closer than six inches to the ground surface.

Backfill and embankment material shall be excavated on site material. Whenever excavated material contains less than 10 percent of oversized material, the Contractor will be required to remove boulders larger than 6" from the excavated material at no additional compensation and utilize it as backfill material.

LEVELING COURSE

Provide washed sand or 3/8” minus crushed or screened aggregate from a commercial or private source to be used as a leveling course beneath the concrete vault.

EXECUTION

REMOVAL OF EXISTING STRUCTURES

Pump existing vault toilets clean before removal of the vaults using a commercial service dedicated to pumping and transporting effluents.

The Contractor may use any means to remove the structure as long as measures provide for public safety and the preservation of the surrounding site and structures. All of a substructure shall be demolished to a depth of 1 foot below the present ground level or to a depth necessary to install new items. Structures may be removed in entire sections or broken into pieces suitable for transport.

All metal, wood, concrete slabs, and vaults of toilets designated for removal shall be disposed outside of National Forest Lands in the County Landfill or as required by law.

CLEARING AND GRUBBING

Maximum clearing limits shall be confined to an area 20 feet from the center of the selected location, unless otherwise staked on the ground. Only trees, shrubs, stumps, and major roots which interfere with restroom installation may be removed when authorized by the Contracting Officer.

Tree limbs removed to accommodate restroom delivery shall be trimmed as near flush with the trunk as practicable Logs shall be bucked into 24 inch lengths and stacked at locations designated on the ground.

Pieces of wood less than 3 inches in diameter and 3 feet in length may be scattered outside the clearing limits.

Stumps of individual trees designated for removal shall be grubbed out and disposed of in accordance with Section 3.1 C No construction slash shall be deposited in lakes, meadows, streams, or streambeds. Construction slash that interferes with drainage structures shall be removed immediately.

EXCAVATION, BACKFILL, AND SITE GRADING

Coordination with the Manufacturer - The Contractor will be responsible to obtain installation instructions from the manufacturer and perform the excavation, backfill, and site grading in accordance with those instructions. The Contractor must have excavation complete prior to vault toilet delivery; and must be on site at the time of delivery to perform the backfill operation as soon as the vault toilet station is in place.

Conserving Topsoil - Topsoil shall be removed from the area to be excavated and from the area where excavated material will be piled prior to excavating. Topsoil shall be kept separate from excavated material. Topsoil will be reused on those areas from which it came after backfilling and embankment construction is complete.

Excavation – The hole shall be over excavated two feet (horizontal measurement) on each side of the vault to allow for compaction and minor adjustments in orientation. Pile excavated material away from the ends of the hole to facilitate crane and delivery truck access. The crane and delivery truck typically need to be side-to-side during the placement.

Unclassified Excavation: Excavate to subgrade elevations regardless of the character of surface and subsurface conditions encountered, including rock, soil materials, and obstructions.

If excavated materials intended for fill and backfill include unsuitable soil materials and rock, replace with suitable soil materials.

Cavities left from the removal of structures and obstructions shall be promptly filled except when:

A new vault toilet or site furnishing is to be installed at the same location.

Adequate fencing or protection is in place for public protection until new furnishings or facilities can be installed.

Safety, Shoring, And Protection - The Contractor shall meet the prescribed safety rules and regulations. Walls of excavations 4' or more in depth shall be supported by bracing, shoring, or other methods, unless the walls are sloped to a safe angle from the bottom. If shored, the excavation shall be of proper width to accommodate shoring and bracing, as required, to keep walls from collapsing, and to allow for proper installation of the work. All existing improvements, either on public or private property, will be fully protected from damage. All supports shall be removed after construction is completed, and shall be withdrawn in a manner that will prevent the collapse of the sides of the excavation. All openings in the ground, caused by the removal of supports, shall be filled with suitable material properly compacted.

Removal Of Water - The Contractor shall provide and maintain, at all times during construction, ample means and devices with which to promptly remove and properly dispose of all water entering the excavations or other parts of the work without damage to adjacent property. All excavations shall be kept free from standing water. Any damage caused by water in the excavation shall be repaired by the Contractor at his expense Grade Leveling Course – Compact the floor of the hole with a minimum three passes with a whacker –type mechanical compactor. The Contractor shall place a 6-inch thick leveled layer of gravel, prior to placement of the vault toilet. Slope the top of the gravel one percent back to front and is level side to side. Compact the gravel course with a minimum two passes with the compactor.

Backfill and Embankment - Backfill will be permitted only after the work to be covered has been approved by the Contracting Officer. Backfill and embankments shall be layer placed 8-inches thick (loose measurement) and compacted with three complete passes of an approved vibratory compactor.

Do not place backfill or fill material on surfaces that are muddy, frozen, or contain frost or ice.

Remove and replace, or scarify and air-dry, otherwise satisfactory soil material that is too wet to compact.

When the new installation site is at a different location than the existing restroom, backfill for removed vaults may be material from excavation for the new vault or borrow from an approved source at the installation site.

Finish Grading - All surfaces and slopes shall be shaped to blend with the original ground line, mounded over or smoothed off, hand raked, and left in a uniform and neat condition using any topsoil conserved before excavation. The finished surface should slope away from the restroom on all sides. Surface drainage shall be diverted so that it will not enter into the area.

START-UP PROCEDURES

Vault Preparation – Add approximately 80 gallons of potable water to cover the floor of the vault.

CLEANUP

After backfilling and grading has been completed, the disturbed area shall be finished to present as near a natural appearance as possible and cleaned up by removing all debris and materials not utilized. Cleanup shall include disposal of waste materials in accordance with Section 3.1 C
