Questions and Answers:

Q: How do you or your staff plan to do the site visits and staking of the work? Specifically would you do several in one day and the contractor would be there or how would that go. Also the same on the final inspections, would those happen as the toilets are set and backfilled or would you come back later and inspect them?

A: Section C-7 Contractor requirements states the Contractor will establish a delivery schedule and give the Government 7 days notice of installation date for each site. Within that seven day period, the Government will provide the necessary staking in advance of the installation. Expectations are that the Contractor will schedule installations based on site elevations when they will be available for work. Also, to keep mobilization costs down, I would expect installations in close proximity to each other to be scheduled together in the same week. Our contract with CXT requires an inspector to be present during delivery and installation, therefore the installation and backfill will be inspected as it happens. The COR can approve the installation at that time and recommend payment, however it still must be accepted by the Contracting Officer. Campgrounds are to remain open to the fullest extent possible and public safety will take precedence over scheduling. Therefore no schedule will be accepted that includes over 24 hours between the removal of the existing vault and the installation of the new vault and building.

Q: The specifications state that 80 gallons of potable water is required to be put into the tank, is that really potable water or just clean water?

A: It just needs to be clean water, potable water is not necessary.

Q: What is the weight limits on the two bridges on the Salmon River Road?

A: Pine Creek Bridge – Type 3 Truck – Posted 28 Ton, Overload permit to 46 Ton

Type 3S2 Truck – Posted 32 Ton, Overload permit to 54 Ton

Type 3-3 Truck – Posted 35 Ton, Overload permit to 59 Ton

Clove Creek Bridge – Type 3 Truck – Posted 26 Ton, Overload permit to 43 Ton

Type 3S2 Truck – Posted 30 Ton, Overload permit to 51 Ton

Type 3-3 Truck – Posted 33 Ton, Overload permit to 56 Ton

Q: It says that some installation sites may not be accessible to toilet delivery vehicles and may require transferring the building and vault to a trailer to transport to the installation site. If a trailer is needed will the Government pay for the expense?

A: No, this is a firm-fixed price contract and all expenses should be included in the bid price. Most sites should be able to accompany the delivery vehicles, however some campgrounds may have tight curves radii that will not accommodate large flatbed trailers. Most equipment trailers used to transport an excavator to the project will support the vault and building. Refer to Specification Section 13911 for weights of vault and building units. One site, the Williams Lake installation, will require a transfer to a trailer for the installation. Other sites depend on the delivery vehicle.
