Replace Sewage Lagoon Lift Station Pre-bid Site Visit, Thursday, July 21, 2016, 10:00 AM
Anaconda Job Corps Center
Attendees:
Shawn Boelman, USFS, Bitterroot National Forest, 406-363-7107, sboelman@fs.fed.us Lan Hertz, Hertz Contracting LLC., 406-880-1889, lhertz@montana.com Joe Dolan, Central Excavation, 406-388-1000, joe@centralexcavation.com Brett Hackman, USFS, Anaconda JCC, 406-563-8736 Ray Bennett, Mungas CO, 406-439-9034 Marty Logan, Diamond Construction, 406-461-2342 Chance Ellis, ICS, 406-781-6467 Ron Morgan, USFS, Anaconda JCC, 406-563-8758 Jim Maes, USFS, Anaconda JCC, Notes:
Shawn Boelman, who will be the Contracting Officer’s Representative, initially discussed that the drawings posted were an older set. That they have been updated. Mr. Boelman handed out hardcopies. The solicitation will be updated with the new drawings. When going over the drawings at the site, it was pointed out that the new wet well was located on the lagoon side of the force main and that the COR has been talking about it being on the opposite side of the force main. When new drawings are posted on the solicitation, it will reflect the new wet well located on the opposite side.
It was discussed that the Anaconda JCC will be installing a new potable water line to the lift station building this summer. The water line will be going around the proposed construction area and into the north side of the structure. It should not interfere with the proposed work.
Mr. Boelman discussed proposal requirements. Spoke of pages 21 and 22 of solicitation, section 452.215-71. In addition to business proposal (ie., price), the best value determination will include a technical component including Specialized Experience, Plan of Operations, Key Personnel, Bio-Based Product Utilization, and Past Performance.
Question: What is the volume that the bypass will have to handle? Jim Maes stated approximately 10,500 gal/day.
Question: Does the existing wet well have to be cleaned. Shawn responded yes. Section 02020, Demolition and Salvage, states to remove and dispose of all remaining sewage and solids from the wet well offsite at an approved location.
Question: Do we need to water proof the interior and exterior of the new wet well. Shawn indicated that it is covered in section 07121 and 07160. Section 07121 covers exterior waterproofing of the new wet well. No interior water proofing of the new wet well is required.
Question: Performance Bond – Yes, Bid Bond – Yes (At the pre-bid site visit Mr. Boelman stated no bid bond was required, however, the CO is amending the SF 1442 to require a bid bond)
Question: Can the proposal be submitted online? Yes the proposal can be submitted online, see the CO instructions, with the bid bond being sent postmarked no later than the August 11, 2016 bid date.
mailto:sboelman@fs.fed.us mailto:lhertz@montana.com mailto:joe@centralexcavation.com
Question: Clarifying what are the work hours. The solicitation states 7:30 – 4:00. The specifications state 7:00 to 5:00. The contractors are allowed to work between 7:00 AM to 5:00 PM MDT.
Question: Electricity on-site. Whose is it? The electricity is provided by NW Energy. Power for the lift station comes from a transformer shared with another building. The Anaconda JCC will coordinate any Contractor’s requests of NW Energy. It is 3 Phase.
Question: What is the Contractor required to plant and reclaim? The Contractor will be required to plant and reclaim only the areas that they disturbed in meeting the requirements of the contract.
Question: What is the lagoon elevation? Lagoon elevation is 6059.5 as depicted on Sheet 4 of 12, Section A detail.
Question: Existing 4” force main, what is it made of? Specific type of existing iron pipe is not identified.
Contractor shall expose the existing pipe or structure to verify its exact location, size, materials, and invert elevations.
Question: Are there any intermediate valves on the existing force main from the existing lift station building and the top of the line. No, there are no intermediate valves on the 4” force main between the existing lift station and the manhole #7 (see sheet 3 for the manhole location).
OTHER QUESTIONS RECEIVED VIA EMAL:
Question: The Manual transfer switch to be installed is shown on the print as a 200 amp fused transfer switch. This is redundant for the load center has a main breaker. Therefore can a non fused transfer switch be used? Yes a non-fused SE rated transfer switch is acceptable as the load panel does include a main CB.
Question: The procurement of the Aerator control panel is who’s responsibility? If it is Division 16 / do you have a manufacture or is this field made? It is the Contractor’s responsibility to provide the aerator control panel. Yes, it is Division 16 and field made to match existing aerator control panels per detail in drawings.
