SECTION 00100
MEASUREMENT AND PAYMENT
PART I - GENERAL
1.01 Measurement and Payment - Measurement and payment for contract work will be made only for and under pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered as included in the payment for items shown.
1.02 Methods of Measurement - One of the following methods of measurement for determining final payment is designated on the SCHEDULE OF ITEMS for each pay item:
A. Designed Quantities (DQ) - These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:
1. As a result of changes in the work authorized by the Contracting Officer.
2. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by 15 percent or more.
3. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
B. Staked Quantities (SQ) - These quantities are determined from staked measurements prior to construction.
C. Actual Quantities (AQ) - These quantities are determined from measurements of completed work.
D. Vehicle Quantities (VQ) - These quantities are measured or weighed in hauling vehicles.
E. Lump Sum Quantities (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, labor, transportation and incidentals to complete the job. They will not be measured.

SECTION 01030
NOXIOUS WEED CONTROL
PART I - GENERAL
Scope - This work consists of noxious weed control. The Contractor shall prevent new weed infestations and the spread of existing weed infestations at work sites as specified herein.

PART III - EXECUTION
Equipment Cleaning and Inspection -The Contractor shall ensure all equipment is thoroughly washed or otherwise cleaned in order to remove all soil, vegetative matter, and other debris prior to entering a work site on National Forest lands.
Initial cleaning shall be performed at a location off of National Forest lands
All equipment shall be available for inspection by the Forest Service. Equipment shall be considered free of soil, seed, and other such debris when a visual inspection does not disclose such material. Particular attention shall be given to the under carriage of excavation equipment and any other surface where soil containing noxious weed seed and propagules may exist. Equipment or component disassembly, or the need for specialized tools, are not required.
Only after inspection by the Forest Service shall construction and maintenance equipment, and the equipment necessary to transport said equipment, be allowed to operate at a work site. All subsequent move-ins of equipment including a move to another work site, shall be treated in the same manner as the initial move-in.
This requirement does not apply to service vehicles, water trucks, pickups, cars, and/or similar vehicles, if these vehicles are kept on routes designated weed free by the Forest Service.
Unless otherwise agreed, the Contractor shall give the Forest Service at least 24 hours notice when equipment is ready for inspection. Notification will include an agreed upon location where the equipment will be available for inspection. Inspection will be required after every cleaning, prior to entering a work site.
General Project Requirements -The Contractor shall minimize soil surface disturbance wherever possible.
All fill and surfacing material sources shall be approved by the COR prior to being transported to the project site. All sources shall be free of noxious weed contamination.
Infections of noxious weeds identified at projects sites by either Contractor or Forest Service will be brought to the attention of both parties. A current list of noxious weeds of concern to the Forest Service is available at each Forest Service office.

SECTION 01500
CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS
PART I - GENERAL
1.01 Scope – This section specifies facilities and utilities for use during the contract. It also specifies temporary work, safety, and coordination controls.
1.02 Facilities – Existing Government facilities and utilities are available as indicated below. Facilities shall be provided by the Contractor as specified
A. Temporary electricity – No electricity at site
B. Temporary telephone – no landline phone service is available at the project sites. Cell phone coverage is OK.
C. Temporary water – No water available at the site. Water for compaction will need to be provided by contractor
D. Temporary sanitation – Nothing is available on site, contractor must provide temproary sanitation facilitites
E. Temporary solid waste disposal – the Contractor shall provide solid waste disposal for any waste generated due to contract work or Contractor occupancy at the site.
G. Temporary storage and laydown space – there is no designated storage space at the work sites. Space may be utlized as needed and approved by the COR. Storage and laydown shall be located and used so as to not damage existing vegetation and ground surface.
H. Fuel and oil storage – no bulk petroleum products shall be stored at the project site.
1.03 Controls – Emphasis will be placed on the safety of the public and Contractor personnel and on protecting the Contractor’s work.
A. Security – the Contractor shall take reasonable measures to secure equipment and contract work against theft and vandalism. Forest Service and County Sheriff’s Office law enforcement personnel are available to assist with security.
B. Excavation and work zone barriers – all open excavations shall be barricaded for the safety of contract personnel, vistors and the wandering public. Work zones shall be delineated and marked to adequately warn visitors from operating equipment and hazardous conditions. The Contractor is responsible for providing barrier materials and maintaining barriers such as temporary barricades, barrier tape, curbs, etc., at excavations and work zones.
| C. | Work limits – ground disturbance and equipment shall be confined to the minimal area. The Contractor is responsible for establishing the work limits and marking or otherwise communicating the limits to Contractor personnel. |
| E. | Fire protection – refer to contract Fire Plan requirements that determine Contractor responsibility for measures and equipment to prevent fires, work restrictions during fire danger, and assistance to be rendered in case of fire. |
G. Equipment Washout – washing equipment used for concrete or mortar mxing and delivery at the project site shall not be to open ground. Washout will be at approved locations to an earthen sump pit especially prepared to accept and settle cementatious materials. Material in the pits will be removed and properly disposed off the project site as part of project close-out. Backfill the pits with native material, compact and handrake area as final clean up.
H. Clean up – the Contractor shall remove all temporary facilities and restore prior conditions as part of project closeout. Any disturbance to soil and vegetation outside of work limits caused by the Contractor shall be restored or mitigated according to direction from the COR.
I. Noxious Weed Control – the Contractor shall adhere to Specification 01030 to control the unwanted spread of noxious weeds.
1.04 Location of Underground Features – There are no utility lines on site.
1.05 Excess Material Disposal –Excess materials (earth and rock) created during earthwork may be disposed of on site in a location as directed by the COR. All vegetative material from clearing shall be legally disposed of off-site.
1.06 Designated Material Source – No material sources are designated for this Contract
1.07 Contracting Officer’s Representative (COR) - The COR is a Forest Service official designated by the Contracting Officer to perform day-to-day contract administration, including site inspections for quality assurance. References in these specifications to Owner’s Representative, Owner, or Engineer should be considered to mean the COR.
SECTION 01505
MOBILIZATION AND BONDS
PART I - GENERAL
1.01 Mobilization - This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.
1.02 Method of Measurement - The measurement shall be lump sum for mobilization.
1.03 Basis of Payment - The lump sum price shall include full compensation for mobilization. Progress payments for mobilization will be made as follows:
A. Bond premiums will be reimbursed after receipt of the evidence of payment.
B. 50% of the lump sum, not to exceed 5% of the original contract amount, will be paid following completion of 5% of the original contract amount not including mobilization and bond premiums.
C. Payment of the remaining portion of the lump sum, up to 10% of the original contract amount, will be paid following completion of 10% of the original contract amount not including mobilization and bond premiums.
D. Any portion of the lump sum in excess of 10% of the original contract amount will be paid after final acceptance.
Progress payments for mobilization and preparatory work shall be subject to retainage.
SECTION 02200
EARTHWORK
PART I - GENERAL
1.01 Scope - Provide all earthwork as SHOWN ON DRAWINGS and specified herein. Earthwork includes, but is not limited to the following:
· Minor clearing and grubbing
· Rough grading previously disturbed areas to restore a natural ground appearance to blend with surrounding areas
· Excavation of in-place material and placement of compacted fill and embankment associated with site work, parking and roads.
· Grading and final preparation of subgrade parking and roads
· Minor removal, hauling and disposal of obstructions such as stumps, brush, and accumulation of rubbish of whatever nature not provided for in other Sections of these specifications or on the drawings
· Providing control of erosion, sedimentation and dust
· Structural excavation and backfill to the levels and lines shown on the drawings
· Stockpiling excavated material suitable for backfill at locations and in a safe manner and providing proper protection to prevent contamination of the stockpiled material
· Providing additional approved off-site material for filling, rough grading and compacting, where necessay.
1.02 Reference Specifications – MAG Construction Standards
1.03 Definitions -
A. Clearing - consists of cutting brush or trees to ground level, or when indicated, selective pruning of plant material to provide access for equipment or placement of constructed features.
B. Grubbing - consists of excavation to remove and dispose of roots and plant material below the natural ground line.
C. Excavation - consists of removal of material to line and grade indicated and any necessary disposal of materials removed.
D. Unauthorized excavation - consists of removal of materials beyond indicated subgrade elevations or dimensions without specific direction of COR.
1.04 Quality Assurance - Perform excavation work in compliance with applicable requirements of governing authorities having jurisdiction and with the Section 01400 Quality Control portion of these specifications, if included.
A. Materials – perform sampling and testing of materials for gradation and other specified qualities per Section 01400 Quality Control (if included in these specifications).
B. Compaction testing – perform sampling and testing for compaction density per Section 01400 Quality Control. (if included in these specifications).
C. Default testing and certification - in the absence of a Qualilty Control section of these specifications, no sampling and testing is required, except in the case that the COR desires reasonable confirmation that the required materials, moisture conditions and compacted density meet specifications. If the COR requests testing, testing costs shall be born by the Government. The COR may request certification of processed materials delivered to the site as reasonable confirmation that materials meet specifications.
1.05 Job Conditions -
A Protection of persons and property - barricade open excavations occurring as part of this work adequate to protect vehicles and pedestrians. Post with warning lights and signs when nighttime protection is required. Operate warning lights as recommended by authorities having jurisdiction.
Protect structures, utilities, sidewalks, pavements, and other facilities from damage caused by settlement, lateral movement, undermining, washout and other hazards created by earthwork operations.
Clear and grub trees and shrubs only when indicated on the drawings or when approved by the COR. Protect vegetation at the work site from disturbance.
PART II - PRODUCTS
2.01 Fill Materials -
A. Common - on-site or off-site material material free from trash, debris, roots over 1" diameter, rocks over 3" in diameter, topsoil, highly plastic soil, or other deleterious matter.
B. Select - on-site or off-site material, selected to have qualities of a very sandy clay to clayey sand free from trash, debris, roots, rocks over 3" in diameter, topsoil, highly plastic soils or other deleterious matter: Liquid Limit less than 30 and Plasticity Index between 4 and 12.
C. Borrow – common or select material obtained from an off-site source.
PART III – EXECUTION
3.01 Excavation – Unless noted otherwise, excavation is Unclassified, remove existing material to subgrade elevations and horizontal extent indicated, regardless of character of materials and obstructions encountered.
A. Clearing and grubbing - clear and grub plant material prior to excavation. Clear and remove plant materials within the limits of excavation, including fill areas. Selectively prune brush and trees to allow access for equipment and structures when plants and trees are designated to remain. Perform additional clearing and grubbing where indicated to create areas free of plant material in storage areas or inside fenced areas.
1. Grubbing - excavate the main mass of root and plant material below ground in areas to be excavated or where otherwise indicated on the drawings. Remove any roots which protrude into trench or structural excavations. When grubbing creates cavities below finished grade, perform backfill and grading according to following parts of this Section to restore the grubbed area to compacted, finished grade.
2. Disposal – unless NOTED ON DRAWINGS, disposal of material from clearing and grubbing shall be by the following methods and at Contractor’s option.
a. Remove and dispose – dispose legally at a State-approved landfill
b. Chip and spread – chip and shred vegatative material into pieces no larger than 1 inch diameter and 6 inches long. Spread chips in a layer 2 inches or less on project areas SHOWN ON DRAWINGS or as directed by the COR.
B. Unauthorized excavatioin - unauthorized excavation, as well as resulting remedial work directed by COR, shall be at Contractor's expense.
1. Remedial work - Under footings or foundation bases, fill unauthorized excavation by extending indicated bottom elevation of footing or base to excavation bottom, without altering required top elevation. Lean concrete fill or concrete slurry may be used to bring elevations to proper position, when acceptable to COR.
Elsewhere, backfill and compact unauthorized excavations as specified for authorized excavations of same classification, unless otherwise directed by the COR.
C. Unsuitable material - if unsuitable materials are encountered at required subgrade elevations, carry excavations deeper and replace excavated material as directed by COR. Removal of unsuitable material and its replacement as directed will be paid on basis of contract conditions relative to changes in work.
3.02 Material Storage - Stockpile excavated materials where directed, until required for backfill or fill. Place, grade and shape stockpiles for proper drainage. Locate and retain soil materials away from edge of excavations. Do not store within drip line of trees indicated to remain. Dispose of excess soil material and waste materials as herein specified.
3.03 Site Fill – Form fills and embankments from suitable common or select material obtained from on-site excavation or, when necessary, from borrow. Place in uniform lifts to required subgrade elevation. Compact each lift as specified elsewhere in this Section.
A. Ground surface preparation - remove vegetation, debris, unsatisfactory soil materials, obstructions, and any other deleterious materials from ground surface prior to placement of fills. Plow, strip, or break-up sloped surfaces steeper than 1 vertical to 4 horizontal so that fill material will bond with existing surface.
When existing ground surface has a density less than that specified under 3.07 Compaction, break up ground surface, pulverize, moisture-condition to optimum moisture content, and compact to required depth and density.
B. Placement - place fill materials in uniform layers. Hold layers to thickness that will achieve specified compaction. Placement shall start in the deepest area and progress approximately parallel to the finished grade.
Before compaction, moisten and mix each layer as necessary to provide optimum moisture content. Do not place or fill material on surfaces that are muddy, frozen, or contain frost or ice. Do not use frozen fill material.
3.04 Compaction - Compact site fill and backfill in a controlled fashion. Place materials in uniform horizontal lifts adjacent to structures, piping or conduit to required elevations. Take care to prevent wedging action of backfill against structures or displacement of piping or conduit by carrying material uniformly around structure piping or conduit to approximately the same elevation in each lift.
A. Placement - control soil compaction during construction by placing material in level, loose, even and successive lifts.
1. Depth of lifts - the resulting compacted depth of each lift shall not exceed six (6) inches.
B. Compactive effort – site fill and backfill compaction shall be obtained by a minimum of three (3) passes over the entire surface of each lift by motorized mechanical means with equipment designed for compacting, such as a muli-wheel rubber tired roller, steel wheel roller, sheepsfoot roller, vibratory plate, or rammer.
| 1. | Specified soil density - compaction effort shall provide a soil density of at least 95 percent of optimum as measured by ASTM D698 (Standard Proctor Density). |
| C. | Moisture control - where subgrade or fill material requires moisture conditioning before compaction, uniformly apply water to layers of soil material. Prevent overwatering. No free water shall appear on subgrade surface or the top of lifts during, or subsequent to, compaction operations. |
Remove and replace, or scarify and air dry, soil material that is too wet to permit compaction. Material may be stockpiled or spread and allowed to dry. Assist drying by discing, harrowing or pulverizing until moisture content is reduced to a satisfactory value.
Do not compact material when the moisture varies more than 4% above or 1% below the optimum moisture content. A uniform moisture content will be required throughout the layers of fill material. Wetting or drying manipulation shall be required if necessary to accomplish this. Suspend compaction operations when satisfactory results cannot be obtained because of rain or other unsatisfactory conditions.
3.05 Grading - Finish earthwork surfaces to line and elevation. Uniformly grade areas within limits of grading as shown on plans, including adjacent transition areas. Smooth finished surface within specified tolerances, compact with uniform levels or slopes between points where elevations are indicated, or between such points and existing grades.
| A. | Grading and tolerance for site work - Final grading shall prevent ponding. Grade for a natural appearing transition between earthwork areas and undisturbed areas. Finish surfaces free from irregular surface changes within a tolerance of 1 in. when tested with an 8 ft. straightedge. |
| B. | Compaction - after grading, compact surfaces to a soil density equal to that specified for fill material. Tolerances for final grading shall be met after compaction is complete. |
3.06 Maintenance - Protect earthwork areas from wet-weather traffic and erosion. Keep free of trash and debris. Repair and re-establish grades in disturbed, settled, eroded, and rutted areas to specified soil density and final grading tolerances.
A. Settling - where settling is measurable or observable in earthwork areas during general project warranty period, remove surface (pavement, lawn or other finish), add backfill material, compact, and replace surface treatment. Restore appearance, quality, and condition of surface or finish to match adjacent work, and eliminate evidence of restoration to greatest extent possible.
3.07 Disposal of Excess and Unsuitable Earthwork Material - Transport all excess suitable excavated material to a designated waste area. Stockpile material, spread material as indicated on the drawings, or shape material at the waste area as directed by the COR.
A. Unsuitable material - remove unsuitable excavated materials, rubble and debris and dispose legally off-site.
SECTION 02240
CRUSHED AGGREGATE BASE OR SURFACE COURSE
PART I - GENERAL
1.01 Scope - This item shall consist of furnishing, hauling, and placing of one or more courses of aggregate bases or surface courses, on an approved sub grade or base.
1.02 Reference Specifications – The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

PART II - PRODUCTS
2.01 Aggregate - Material shall be crushed stone obtained from an approved commercial source as locally supplied for 3/4 inch aggregate base course (ABC) and meeting the requirements of YAG Specification Section 702 for Aggregate Base.
2.02. Certification - The commercial source shall provide a statement from a certified testing facility stating that aggregate from this source meets the requirements of these specifications and the designated gradation
2.03. Variance from Specified Requirements - Variances from the crushed aggregate quality and gradation requirements shall be approved in writing by the Contracting Officer prior to use of the material on the project.
PART III - EXECUTION
3.01 Preparation of Sub grade - The sub grade shall conform to the grades and lines shown on the drawings. Rock requiring blasting, rippable rock, and boulders shall be excavated to a minimum depth of 6 inches below sub grade unless otherwise shown on the drawings and replaced with suitable cushion material obtained from within the excavation area or from sources approved by the Contracting Officer. Rocks larger than 4 inches that do not protrude above the sub grade more than one third of the depth of the base or surface course, or 3 inches, whichever is less, may be left in place.
The entire sub grade shall be compacted to 95 percent of AASHTO T99, method C or D. Compaction equipment shall be capable of obtaining compaction requirements without detrimentally affecting the compacted material.
3.02 Approval of Sub grade – Obtain written approval of sub grade prior to placement of aggregate course.
3.03 Mixing and Placing - Water shall be added to the aggregate in an amount necessary to provide the moisture content for compacting to the specified density. The moisture content of the aggregate shall be uniform throughout. The aggregate shall be spread in a uniform layer, with no segregation of size, and to a loose depth that shall have the required thickness when compacted. Multiple lifts shall not exceed 6 inches compacted depth per layer. Hauling equipment shall be dispersed over the surface of the previously constructed layer to minimize rutting or uneven compaction.
3.04 Compaction - Each layer of aggregate shall be compacted to a density of at least 95 percent of the maximum density, as determined by AASHTO T99, Method C or D. The surface of each layer shall be bladed during compaction operations to remove irregularities and produce a smooth, even surface. Compaction equipment shall be capable of obtaining compaction requirements without detrimentally affecting the compacted material.
3.05 Thickness Requirement - The thickness of the compacted aggregate shall not vary more than 1/2-inch from the thickness shown on the drawings. The compacted thickness shall not be consistently below the specified thickness.
3.06 Final Grading – Perform final blading of aggregate surface to tolerance indicated in Section 02200 Earthwork for the area in which the aggregate course is place. Blade and compact to produce a smooth, even surface.
