Newtown Trailhead Improvement Project

The purpose of this amendment is to respond to Questions and Answers from emails and the pre-bid site visit schedule on May 13, 2016

1. This is a Request for Quotes (RFQ). We are requesting Performance Questionnaires (at least 2) and examples of similar work on which to evaluate your work. Technical capability and past performance together will be given equal importance as price.

2. Clarification of drawings- overall parking lot dimensions are roughly 244¿ x 110¿.

3. Are we to move the existing gate? No the gate is to be removed and salvaged and a new gate shall be fabricated and installed.

4. Do we need to rip rap along the entire new ditch? No. Just the area as indicated on the plans. Approximately 35¿ long and 2¿ on each side of the flow line, this area shall also have slopes < 5% for the rancher to drive over with trailers.

5. What is the purpose of not disturbing within the island? This is for aesthetic reasons, once disturbed it takes a long time to revegetate and then often get just weeds.

6. What is the purpose of the rocks? The boulders help define where the trailers park to most efficiently use the space.

7. If you do not accept the additive bid item for the fence what will you do? We will go out to fence contractors directly and may have to redesign it if it is too costly.

8. Is there much grading? Final grade should follow existing, mostly just removing vegetation and surface rock. There is a small amount of fill up to 4¿ in one area to maintain grades of < 5%.

(shown in section X2). The point file given for layout does not give elevations. (The point file was mistakenly omitted on FBO.gov and will be posted with these questions.)

9. Have you had a survey done? Can we get a copy?

Originally said yes could give copy, but in reviewing my data what I have is already shown on the drawings. Contours on sheets 2 and 3 and cross sections on sheet 4.

10. Where is the control point? Is it a brass cap? Existing Brass cap monument is shown on drawing sheet 2 and is approximately 228¿ south of existing gate.

11. Is the existing boundary fence on a section line? Yes

12. Are these the boulders to be used? Yes the boulders currently along the wire FS boundary

13. Can we drive a vehicle to pick up the boulders? Yes. But I would ask that you try not to destroy too much of the native vegetation.

14. Are you doing anything to the existing wire fence? No, it will remain as is except for the

24¿ of it that you are to remove and dispose of.

15. Why are we changing the direction of the drainage? We are changing it to minimize erosion and future maintenance of the new parking are and the road leading to it.

16. Do we need a permit to re-direct the drainage? No it is not necessary.

17. The soil and rock that we strip out, does the

FS want it or do we get rid of it? The soil can be used to fill holes from grubbing and any excess can be spread outside the limits of the parking area. The rock can be disposed of similarly or used as rip rap. Neither shall be left in pile. If there is too much material to waste on site, it should be brought to the attention of the COR. We may do a modification to pay for the removal of material off site, but it would need to be agreed upon prior to the work being done.

18. Is testing required on the compaction? Who will be inspecting? Testing is not required, see specification 02200. It is expected that water and compaction equipment shall be used to obtain

95% Standard Proctor. Ann May will be inspecting and watching for any deformity of surface when equipment passes over the material.

19. Is there going to be a Forest Service person on site? Yes, Ann May will be on site as needed to inspect, probably daily or every other day.

Quality assurance is the responsibility of the contractor.

20. What is the gravel surfacing? 4¿ compacted depth lime treated MAG Spec AB, see Specification

02240.

21. Do you need testing on the aggregate? Only the spec sheet of the aggregate gradation from the source is required.

22. Is the pipe for the fencing un- coated? Yes it is unpainted, with the intent to weather over time.

23. Why schedule 10 and schedule 40 on the fence?

Generally schedule 10 is adequate but on the side adjacent to the cattle gathering area it was suggested a little stronger would be better so went with sch. 40 on the that run.

24. Why the gap in the fence? This is for the future location of an ATV cattle guard and a horse gate. COR will mark the exact location and distance for the gap prior to installation of the fence.

25. Being in a residential area, are there any restrictions to hours of work? Work should be between the hours of 7 AM and 7PM.

26. Can equipment stay on site? Yes, but contractor is responsible for securing it.

27. Can we have someone stay in a trailer on site to watch over equipment? Probably, but It is at the discretion of the District Ranger and she was unavailable to ask at this time. Contractor will need to submit a request.

28. Is there a hydrant nearby for water? The closest water is at the water tower on Kachina just of Hwy69. It can be a little expensive.

Another alternative is to get a construction meter from Prescott Valley.

29. Do you want to save the cactus (Agave)? No all vegetation within the limits of the new parking area are to be removed and disposed of off Forest land.

30. Is a spill kit necessary on site at all times? Initially said yes, but later learned that no it is not necessary.

31. On the fencing, how far apart you would like the steel posts? Maximum distance of 10¿ between

32. Is attendance to the Pre-bid tour mandatory?

No you do not have to have attended the Pre-bid in order to bid on the contract.
