Answers to Questions Replace Two (2) Flat Built Roofs

Mesilla Park, New Mexico

July 19, 2010

1) Is a cold-applied built up roof acceptable for Solicitation Number: AG-7MN1-S-10-AA21?

ANSWER: No. The Location prefers the roof as described in the SOW.

2) Are there any insulation requirements?

ANSWER: No. Insulation is in place.

3) New Mexico law prohibits this type of roof system on any conditioned building – does the facility have an exemption or does it not have Air conditioning?

ANSWER: Without a regulatory citation, there is insufficient detail in the question for me to answer.

4) Are there any specifications and drawings associated with the project?

ANSWER: We do not have specifications or drawings in addition to what is in the solicitation. The building was constructed in 1949. The Location may be able to find some of the drawings from when it was constructed.

5) The Cost associated with built up roofs is 45% higher than the cost associated with TPO and 25% higher than modified bitumen (ie ARS College Station roofs) – are the roofs eligible for alternates?

ANSWER: No.

6) Is there a notification/sign up for the walk through?

ANSWER: The walk-through notification is in the solicitation. All visitors to ARS property are required to sign in.

7) Is there a facility manager who is assisting in the coordination of this project? May we contact that person?

ANSWER: Tye Lightfoot will be the Contracting Officers Representative (COR) for this project but all question of a technical nature must come through me so they can be recorded and issued in an amendment to the solicitation. My email address is Michael.Douglas@ars.usda.gov.

8) Has a specific product been specified?

ANSWER: No. You will need to propose a product that meets the specifications.

9) What is the decking material and the dead load carry of the deck?

ANSWER: Deck is concrete. Unless we find the plans and specifications from 1949, we cannot make representations as to its design dead load.
