Solicitation Q&As #2; 12 April 12

Question #1 In the Requirements document there is a section titled “AGAR 452.209 - 70

REPRESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT

TAX LIABILITY OR A FELONY CONVICTION (DEVIATION 2012-01) (FEB 2012)”.

Do we check-mark it now and include it in the Price Proposal or is it filled out at a later time?

Answer #1 As stated in the certification, all offerors are required to complete this certification and return it with the proposal.

Question #2 In Section 4.3 of the Requirements, the following delivery break-down is stated:

“4.3 Minimum delivery requirements shall be 1,000 units 30 days ARO; 3,000 units (or the balance of the total) 60 days ARO; 5,000 units (or the balance of the total) 90 days ARO;

and the balance 120 days ARO.” Does the break-down mean that the 6000 units can be shipped over 120 days? I interpret the break-down as 1000 units are needed in the first 30 days, but the remaining 5000 units can be shipped, for example, x000 in 60 days ARO, another x000 90 days ARO, as long as the total 6000 are shipped within 120 days ARO.

Answer #2 The total number of SEND units will be based on the proposed price per unit, including service for the first year and warranty, divided into the year 1 budget of

$1.2M. As stated in the solicitation we want the maximum number of units possible for the $1.2M budget. The way to read the delivery schedule is as follows:

1,000 units are due 30 days ARO (unless the total number of units proposed is less than 1,000);

An additional 3,000 units are due 60 days ARO (unless the total number of units proposed is less than 4,000, then the balance of the units must be delivered);

An additional 5,000 units are due 90 days ARO (unless the total number of units proposed is less than 9,000, then the balance of the units must be delivered); and

Balance of all units proposed are due 120 days ARO (unless the total number of units proposed has been previously delivered).

Question #3 How many messages per device per day average usage?

How many days per month per device usage?

How many months per year per device usage?

How many regions will this hardware be dispatched too? Is it a single location or going to be dispersed throughout the country?

Answer #3 Requirements are specified in paragraphs 3.1 and 3.5 of the specification. The specific information requested in this question is not available.
