AG-7335-S-13-0001 - Amendment 0001 to Pottawatomie County WRP
The maximum workweek that will be approved is Monday through Saturday, 12 hours per day.
Contractor shall provide and maintain a safe work environment. The contractor is to submit in writing a proposed comprehensive safety program to the contracting officer for approval before the start of construction operations. A preconstruction meeting with the CO or the CO’s representative must be conducted before construction begins. Every contractor foreman’s crew must include an employee who has a current first aid certificate. An approved 16-unit first aid kit is to be provided on site. Hardhats are to be worn on site at all times, even while operating equipment. Signs are to be posted at access points to designate hardhat areas and read CONSTRUCTION AREA – HARDHATS REQUIRED BEYOND THIS POINT. Rollover protection structures shall be installed on all equipment regardless of the year in which the equipment was manufactured and regardless of the struck capacity of the equipment.
The monthly anticipated adverse weather delay work days based on a five (6) day work week are in this contract.
The Contractor shall be reimbursed for the premiums needed to obtain the required performance and payment bonds.
A bid guarantee in the amount of 20 percent of the bid price is required from everyone who submits a bid.
The Davis Bacon Wage rates are in affect and can be found in Attachment 3.
All engineering drawings were reviewed and described by Lynnette Dominguez and Scott Schneider. The major points discussed were as follows:
o A modified Sheet 7 of the engineering drawings was handed out to all present, and this modified drawing will be posted as an addendum. The change that was made to this drawing includes the addition of a typical section for the access road to the pump jack.
o Islands, swales, and circle deep-water habitats are located in various locations though-out the WRP easement area.
o The three embankments were pointed out on Sheets 2-4 of the engineering drawings. The borrow area to build the embankments will be taken from the high areas near embankment #1 when suitable, as noted on Sheet 2 of the drawings, and a minimum of 50-ft from the front toe of the embankments, as shown on the Sheets 9-11 of the engineering drawings.
o Fill heights can be seen on the profiles located on Sheets 5-8 of the engineering drawings.
o Auxiliary spillways 1a and 1b shall be and covered with Turf Reinforced Matting (TRM) as shown on Sheet 21 of the engineering drawings.
o Auxiliary spillway #4 is an excavated spillway.
o The erosion area repair in the Southwest corner of the easement was described.
o The installed pipes include HDPE pipes and risers, an HDPE pipe and check valve, a welded steel pipe and riser, a welded steel pipe and valve for the underground outlet, and welded steel culverts as shown on the engineering drawings. The engineering drawings describe the sizes, gauges, and elevations of the pipes.
o An anti-seep collar is required around the pipe for the canopy drop inlet as described on drawings.
o A Trash/Rat Guard shall be installed around the inlet and at the outlet of each pipe as shown on the drawings. Sheet 16 of the engineering drawings does not describe a Rat Guard to be installed at the outlet of structure 3B.
Therefore, this sheet of the drawings shall be modified to describe a Rat Guard at the outlet of structure 3B and posted as an addendum. It was also noted that a concrete pad is required at the outlet of structure 3B, as shown on the drawings.
o The dimension of the islands, swales, and circle deep-water habitat are on Sheets 17-20 of the engineering drawings.
All Construction Specification, (32, 34, 52, 81, 200, 201, 211, 212, 226, 244, 245, 271, 273, 275, 276, 280, 723, 728, and 729) Items of Work and Construction Details were reviewed by Lynnette Dominguez and Scott Schneider. They pointed out that the Items of Work and Construction Details after each Cons. Spec. will supersede other sections of the Cons. Spec.
Questions from the Contractors:
1. What do we do with the trees and brush that we clear?
2. Does the NRCS have a preferred vendor for the Turf Reinforcement Matting
(TRM)?
3. Will the NRCS be laying out the structures?
4. Is there an area on the site suitable for harvesting sod mulch from?
5. Is the federal wage determination mandatory? Would a dozer operator salary be over $30.00?
Answers:
1. The 201-Clearing Spec states that the cleared debris shall be piled on site as directed. Typically, the NRCS prefers that the piles are downstream on the embankments.
2. The NRCS does not a preferred vendor for this material.
3. The NRCS will be laying out the structures.
4. The NRCS stated that they believed that there is a suitable area in which to harvest mulch sod from on site in the southwest corner of the easement.
However, the NRCS will assess this location today to determine if this area is still suitable.
5. Yes, the wage federal wage determination is mandatory. As per the wage determination provided, a bulldozer operator is in Group 5. The salary rate is $22.70 plus fringes is $10.87, so a bulldozer operator would be paid at least $33.57.
The group then proceeded to Dobrovolny’s WRP Site to visually review the WRP construction site.
Once on site, the group discussed that the ingress-egress route has a cattle guard bridge over an intermittent stream channel and that this cattle guard bridge should not be crossed with heavy machinery. The pasture adjacent to the ingress-egress road to the east will be used to access the WRP site with heavy equipment. Once on site the contractors will have to temporarily remove a couple of fences, and cross the intermittent stream channel and this may include placing a temporary culvert, as the contractor sees fit. After the contractors have accessed the site with their heavy equipment using the pasture to the east, this pasture access shall be used sparingly. The main ingress-egress road shall be the gravel road across the cattle guard bridge. The contractors shall also ensure that all gates along the ingress-egress route are closed after use.
Next the group drove to the probable location of Sta. 4+00 of Embankment #1 near the Hold Tanks. Scott Schneider discussed the locations of Embankment #1, Embankment #2, Auxiliary Spillway #4 and the underground outlet. The various power poles that need fill around them were also pointed out to everyone present.
The group then proceeded to the probable location of the Canopy Drop Inlet near Sta.
35+00 of Embankment #1. The proximity of the Little River channel to the south of this location was pointed out for everyone present.
The group then proceeded to the southwest corner of the easement where they visually inspect the erosion location and determine if the bermudagrass in this area was suitable to meet the requirements of the mulch sod specification. The quantity and quality of the bermudagrass in the southwest corner was determined by the NRCS to be inadequate to meet the mulch sod specification. As a result, the group proceeded to the area north of the holding tanks to determine if the quantity and quality of the bermudagrass in this area would meet the mulch sod specification, but this area was also inadequate. Therefore, it was determined that the contractors should plan to harvest mulch sod off-site or prepare mulch sod, as described in the mulch sod specification.
The group then discussed the possibility of tilling up an open area and planting bermudagrass sprigs on site at the beginning of construction and harvesting this newly planted area for mulch sod once the embankments were completed. The NRCS stated that this would be allowed. However, if this method was performed, a contractor would run the risk of this bermudagrass not being adequate to meet the mulch sod specification and the NRCS would not pay for inadequate bermudagrass. If a contractor chooses to harvest off-site, the mulch sod specs states that this area shall be inspected before the mulch sod is applied to the embankments.
There appears to be several polyline utilities around the holding tanks and pump jack.
Some concern was expressed about identifying these lines. The NRCS stated that the contractors need to contact the OKIE one call system and the NRCS will also contact the pumper that owns the holding tanks and pump jack so that he can assist in identifying these lines, prior to construction.
The meeting was adjourned at approximately 1:00 p.m.
