Question: If I can’t get three references using the ICF Backup and Recovery tool to fill out the Past Performance questionnaire, what is the impact to this quote?
Past Performance Questionnaires (and list of who was sent questionnaires)
Offeror’s response will be evaluated based on ratings definitions below. The Past Performance Questionnaires received will be evaluated using the ratings stated on the questionnaire.
If no completed questionnaires are received from references the Offeror will receive an unknown confidence (neutral) rating, i.e., the rating will not add to or detract from the Past Performance Questionnaire portion of the sub-factor rating. However Offerors who do not present a listing of who the Questionnaires were sent will receive a limited confidence rating in this area.
Past Performance will be evaluated in two parts using the ratings and sub-factors specified below. Past performance information and determine the quality and usefulness as it applies to performance confidence assessment.
Confidence Rating: Performance Confidence Assessment Definition Satisfactory Confidence: Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Limited Confidence: Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
Unknown Confidence (Neutral): No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Part 1 – Past Performance Relevant Corporate Experience:
The USDA will focus on information that demonstrates quality of performance relative to the size and complexity as it relates to this solicitation.
Part 2 – Past Performance Questionnaires (and list of who was sent questionnaires) Offeror’s response will be evaluated based on ratings definitions above.
Question: Is submission of a VPAT a requirement for this solicitation
If your company has VPAT please provide it with proposal. If company does not have VPAT please indicate this in proposal submitted.
It is the agency’s responsibility to ensure that accessibility factors (Section 508) are considered when making source selections. The 1998 amendment to Section 508 of the Rehabilitation Act of 1973 requires Federal agencies to make their electronic and information technology (EIT) accessible to people with disabilities – to ensure agencies provide “comparable access” to data and information for people with disabilities to those without disabilities. Section 508 is a unique regulation in that compliance is the responsibility of federal agencies, not industry providing the EIT. Federal agencies are responsible for the accessibility of EIT that they develop, procure, maintain and use. (http://buyaccessible.gov/document/guidance-on-accessible-acquisition)
