AG-64WC-S-14-0001 - ICF Catalog Backup and Recovery Software and Maintenance
Request for Quote (RFQ) for Catalog Recovery Software for NITC Page 1 of 4
BACKGROUND: The National Information Technology Center (NITC) is an organization of the United States Department of Agriculture (USDA) Office of the Chief Information Officer
(OCIO) with a mission to “provide secure, reliable, and cost effective IT solutions to achieve effective mission performance and program delivery for our valued customers”. The NITC is responsible for the operation and management of USDA Enterprise Data Centers in Kansas
City, Missouri and Saint Louis, Missouri as well as a facility in Beltsville, Maryland for development, test, and disaster recovery purposes. The NITC-managed Enterprise Data
Centers provide enterprise-class computer operating environments that enable optimal availability for mission-critical systems and applications that utilize “green” industry best practices as much as possible to improve energy efficiency and reduce greenhouse gas emissions. The NITC manages storage systems at USDA facilities in Salt Lake City Utah, Fort Collins Colorado, and Fort Worth Texas. NITC also manages a Software Development
Center of Excellence in Fort Collins, Colorado to provide a full complement of Enterprise
Information Technology solutions and services to support the missions of agencies and offices both internal and external of USDA. The systems and applications hosted at the NITC facilities are national in scope, mission critical, and essential for the operations of the United
States government. NITC is a 24 hour per day, 7 days a week, 365 days a year continuous operation. For more information on NITC, see www.ocio.usda.gov/nitc/index.html.
PURPOSE: The NITC has a requirement for software that will backup, recover and provide diagnostic capability to ICF Catalog structures. The ICF Catalog is an important critical system dataset that requires backups to repair errors in the catalog structures. There are thousands of datasets that are cataloged in an ICF Catalog structure. NITC’s current backup process is prone to errors and potentially could provide an unsuccessful recovery and cost our
Mainframe systems substantial downtime.
SCOPE: The Contractor shall deliver and provide OEM new software and maintenance in accordance with the requirements identified in this RFQ.
SOFTWARE REQUIREMENTS: The software vendor shall provide software meeting the general requirements identified in this Section. Software must be able to:
1. The software vendor must provide only ICF Catalog Recovery software tools under this contract.
2. The software backs up all BCS (Basic Catalog Structures) with a single command.
3. The backup of ICF structures can be forward recovered if an ICF Catalog is broken using current SMF data to roll catalog updates to current recovery.
4. A reorganization of an ICF Catalog is dynamic and doesn’t require an outage to the systems. Today, NITC has to incur a system outage during maintenance windows to reorganize an ICF Catalog.
5. An updated MERGECAT process is used by this software that isn’t available with the current IDCAMS utility that is supported with Operating System software.
6. The software provides an easy mechanism to build new ICF catalogs for update to Z/OS
Operating system software. Our current process has to use IBM utility that is prone to errors and requires approximately 3 days customizing. The catalog software ought to be able to allow this process to be completed in a two-to- three hour timeframe.
