Amendment 01
Amendment 01 – RFP AG-64R4-S-16-0003 is hereby extended. Proposals are due NLT 4PM CST 20 January 2016. This amendment must be acknowledged – a statement of such in technical proposal will suffice or you may sign and return the amendment document itself.
Questions & Answers
Q1: Is this work considered Service Contract Act or Davis Bacon Act?
A1: Both – culvert installation/replacement is considered construction and is subject to Davis Bacon Act. Please reference page 14 of the solicitation document, which lists the additional clauses/provisions that are applicable to these line items.
Q2: I (vendor) have completed similar projects for the forest in the past using different equipment than what is listed in the evaluation criteria. Is that acceptable? (ex: backhoe vs. mini excavator)
A2: Reference Technical Evaluation Criteria #2, Capability to Perform (Equipment), page 18 – the equipment listed for each task is based on historical data and observations by staff on the Mark Twain National Forest. Offeror may propose a different equipment mix – however offeror must than explain how that approach is adequate. This explanation may be a narrative or may consist or references to prior work completed – this prior work being relevant.
Q3: Regarding the culvert replacements – about how many culverts will be replaced?
A3: The intent of including culvert work in this requirement is not to replace every culvert on every road, but to allow for the efficient replacement of culverts that are discovered in the course of blading to be dilapidated. This is a Requirements Contract – see bidders notes on pages 1-2 – the Linear Feet listed in the Schedule (Attachment 1) represent the Government’s best estimate of its requirements over the contract period. Per the language included in the note at the bottom of page 1, the Government does reserve the right to order quantities in excess of the Bid Schedule – however Government shall not exceed 150% of the total contract dollar ceiling.
Q4: Regarding the culvert replacements – are the flared end included in the culvert or are we going to use them?
A4: No, we are not going to use flared ends.
Q5: Do the miles on the Bid Schedule reflect all of the roads or just a portion? Example: Potosi lists 100 miles of Single Lane Blading (5.3.1).
A5: The mileage listed in the Schedule (Attachment 1) represent the Government’s best estimate of its requirements over the contract period. Per the language included in the note at the bottom of page 1, the Government does reserve the right to order quantities in excess of the Bid Schedule – however Government shall not exceed 150% of the total contract dollar ceiling. The 100 miles estimate listed in the Schedule may consist of a combination of any of the roads on the Potosi-Fredericktown Ranger District. Note, this is a Requirement Contract so the contractor that wins that location is NOT GUARANTEED minimum mileage.
Q6: Attachment 01 Bid Schedule – The Bid Schedule does not include lines for extended amounts or totals.
A6: When filling in the Bid Schedule, you must enter a unit price (per mile, per Linear Foot, or per Ton) for each item of each District you are proposing on. When the Government evaluates your proposal, the Contracting Officer will multiply the unit prices by the ESTIMATED QUANTITY to arrive at the extended price. The extended prices will be added together to arrive at a total proposed price for each District.
Q7: There was no past performance sheet in this bid packet. Just making sure we don’t have to submit one? It shows it on page 18 under experience but not under requirements in bid packet.
A7: There is no specific format/sheet for past performance. Vendors must follow the Evaluation Criteria to be eligible for award – however the format is not explicitly specified.

Amendment to the “Note Regarding Attachment 3 – Road List”
There may periodically be situations where roads which appear on this list are named in pre-existing Cooperative Forest Road Agreements that the Mark Twain National Forest has entered into with various entities (Government and private). There may also be occasions where a Timber Sale is occurring on that road – and thus maintenance of that road is not the responsibility of the contract resulting from this solicitation. Some of the roads that appear on this list may also during the life of this contract undergo blading as a result of significant reconstruction work performed under a separate contract. None of these circumstances shall entitle the contractor to an adjustment.
