The justification must clearly explain what is unique about the technical features of the product and/or if the identical product is required to maintain continuity of research data).

3. FAR Authority:

FAR 13.106-1(b)(1)(i).

4. Certification:

I hereby certify that the data provided above is accurate and complete to the best of my knowledge and belief.

Typed/Printed Name and Signature of Technical Representative Date

Text1: The service to be acquired is the planting and evaluation of research corn in Puerto Rico. Two different experiments are being sent down. This is part of an ongoing project that requires field evaluation in a very specific location (latitude, longitude, growing conditions). The estimated dollar value for both of the experiments is $40,465.00
Text2: The proposed vendor to fulfill this requirement is 3rd Millennium Genetics Corporation (3MG), Ed Baumgartner, 787-486-3796. These experiments are part of a USDA-funded AFRI grant (Lead PI is Randy Wisser, U. Delaware) where the populations need to be evaluated in a very specific environment (latitude= 18° 0'18.96" N, longitude= 66°22'59.39" W) and under specific agronomic conditions (30" row spacing with drip irrigation). These experiments will take place in the exact same location where genetic selections were made in 2012 and 2013 -- the target trait of the selection was flowering time, where daylength (primarily due to latitude) determines flowering date. Due to the fact that this is an ongoing project, the experiments must be done in the same place in order to keep environmental conditions constant. There is another nearby company that can perform the experiments; however, they lack the same weather (rainfall), agronomic conditions (different soil types, and planting row spacing) etc. that 3MG is able to offer. These factors are what keep the results for the ongoing grant- funded project constant and accurate. After discussions about 3MG versus the nearby competitor, the Lead PI specifically requested that 3MG be used for the evaluation of the corn this winter (a letter to this effect is available if needed). For these reasons, a purchase order will be made to 3rd Millennium Genetics Corporation for the amount of $40,465.00
