Solicitation clarification questions and answers (in red):

1. Regarding Trailer Spec #4.

a. Weight cannot exceed 26,000#s. We start with a 30’ trailer with a starting weight of

5100#s. If we add the 1600# incubators, the 350 gallons of water at 2800#s, and the furniture, we are going to exceed the 26,000# GVWR. If this is a stopping point then please advise as we won’t bid.

The 26,000 lb. cut off was decided upon so that we wouldn’t need to require our employees to obtain a Class A license. We would encourage you to bid anyway and to try to obtain the lowest weight possible. The plan is to use the trailer as a stationary lab. It won’t be moved often. When it is moved, we can move it without the tanks being full as long as there is a water source where we’re going. If we do have to move it fully loaded, we will hire a driver with the appropriate license. Also, we may not always have all incubators present.

2. Regarding Trailer Spec #7.

a. Refers to making sure there is enough net carrying capacity large enough to carry supplies. What number is “enough?”

We were supposing that the bidders, in their experience, may already have a number in mind.

Perhaps 200-400 lbs.

3. Regarding Trailer Spec #10.

a. Hitch and receiver to be included. What tow vehicle is going to be used in order to define the hitch receiver?

We ask that the bidders recommend a tow vehicle after the GVWR is determined. It will be a pick-up truck with the appropriate weight rating. We cannot indicate the make and model at this time.

4. Regarding Trailer Spec #13.

a. Roof structure to hold personnel. Please define weight necessary. One person could weigh 150lbs or 300lbs and multiple people may be needed on the roof.

This depends on the machinery installed on the roof that will require access. If none, then this is moot. If access is required, please use whatever weight standard the industry requires.

5. Regarding Trailer Spec #15.

a. What is operational temperature range? What is desired internal temperature range in that defined ambient?

The following link gives guidelines for GSA buildings https://www.gsa.gov/graphics/pbs/P100- 2005_05_Mechanical_Engineering_R2-w-r-k_0Z5RDZ-i34K-pR.pdf. Please see table 5-1.

Ambient air should be 72-75 degrees F.

6. Regarding HVAC Spec #4.

a. You indicate an AC unit that brings in 100% outside air. This will be a very sophisticated and robust system and we have done it in laboratory settings but speaking to point #1 above it will be a very heavy system.

If it is impossible to achieve a GVWR below 26,000 lbs, then we will be forced to accept a higher GVWR.

7. Regarding Labconco hood.

a. On page 11, it states that we need a letter of authorization from USDA to order the

Labconco hood referenced on pages 11 and 12. How do we get this letter of authorization?

Once a PO is awarded, an authorization letter will be given to the contractor. The purpose of the letter is to obtain the GSA pricing for this piece of equipment rather than paying market price. The price quoted by Labconco is $10,865.85 for all the components requested in the quote. The contractor is expected to hire a licensed fume hood contractor to certify it after installation.
