1.0 Description/Specifications
1.1 Background: The USDA‐APHIS‐S&T‐CPHST Miami Laboratory located at 13601 Old Cutler Road, Coral Gables, FL 33158 has a requirement for a new 30 foot mobile laboratory trailer. This trailer will be towed to quarantine areas in order to allow us to perform lab‐oriented investigative research with quarantine specimens, in situ, in order to fulfill PPQ CPHST directives and goals. In addition, a mobile laboratory will allow us to carry and utilize equipment in port areas and other field locations where laboratory space is absent.
1.2 Statement of Work (SOW): This SOW describes a 30 foot trailer to be used as a mobile quarantine lab. It will be a gooseneck trailer. The load space shall be 102" wide x 360" long (not including gooseneck portion). The height will be dependent on placement of support equipment; interior standing height should be approximately 7 ft. We are open to alternative dimensions if they are necessary to make all features fit. The trailer will be pulled by a large pick‐up truck (size dependent on final weight) attachable by a gooseneck hitch and wiring. The trailer will be divided into 2 rooms‐ a 23’main laboratory in front and a 7’ treatment room in the rear. This trailer will be primarily used in Southern Florida, so a powerful and reliable HVAC is important. Since it won’t be used in areas with cold winters, heated water tanks and other similar features are unnecessary. The lab will be made according to ANSI safety standards, ARS 242, and APHIS 13-3. A list of features follows under specifications. We are giving vendors latitude to propose alternative design/placement of features. Lighter alternative parts and materials are preferable in order to match weight limitations. The included drawing indicates the components we want, however, their arrangement can be modified to best fit the space/weight distribution requirements (per room). Trailer is to be delivered complete, and on ground to address listed above in ‘Background’.
1.3 Specifications: Some guidelines and specifics for the equipment, furniture, and materials are described below. Outside of that, the materials, chassis specs, electrical and computer systems, wiring, insulation, lighting systems, and equipment brands are left to the manufacturer to design/suggest. All items necessary for the function of the trailer and its systems, and as required by law, are expected whether mentioned specifically or not. Electrical design must follow ARS 242 and NEC specifications. Please allow for 20% spare electrical capacity.
A. Trailer specifications
1) Gooseneck trailer 30 ft H x 8.5 ft W. Height will be dependent on space required to house AC ducts and other hardware. Prefer 7 ft interior height.

weight, insulation from outdoor heat, and waterproofing. No wood to be used. Interior surfaces should be chemical resistant and floor should be slip resistant.
13) Roof construction needs to be strong enough to support service personnel if maintenance/repair access is required. Partial roof access will be necessary to place exhaust stack for fume hood. Access ladder required.
14) Space between ceiling and roof can be enhanced if: it allows space for machinery, tanks, ductwork, cables that would otherwise take up space in cabin, enhances insulation, or allows use of stronger HVAC system.
Gooseneck compartment is also available for additional mechanical space
15) Insulation is required to maintain cool conditions, energy conservation, and to prevent HVAC from over-working
16) Two self-closing entry doors with retractable steps, one on the curbside of the main lab, and one in the rear treatment room. The doors should be durable and stronger than standard RV doors. Unit may be left alone and overnight in remote locations, so security is important. Please include option for panic bar, for quick evacuation. Door seal should be strong enough to prevent air leakage. The doors should be large enough to accommodate the incubators (dimensions are listed below in addendum).
The 2 doors can be different sizes depending on the size of the sliding doors separating the 2 rooms
17) Sliding pocket doors separating treatment room from main lab. They should have windows and seal when closed. Doors should be large enough to accommodate Panasonic incubators, if plans are to build rear door for loading large equipment.
18) Two sliding windows with screens, one on each side of trailer in main lab. These are mainly for light and sight and will not be opened when the HVAC is in use. Please place windows low so that the wall space above can be used for cabinets
19) Include electrical, water, and sewage hook-ups, appropriate hoses and cables, and storage compartment for them
B. HVAC
1) With capacity to handle cooling of trailer in subtropical (hot and humid) conditions (Southern Florida). The HVAC will be an important part of the functionality and utility of the laboratory. Please indicate btu.
2) Must have mechanically generated supply air and return air (single pass air).
3) Include option for HEPA filters for supply air and exhaust
4) All laboratory rooms will use 100 percent outside air and exhaust to the outside.
5) There will be no return of fume hood and laboratory exhaust back into the main rooms
6) All laboratories will have a minimum of 8 air changes per hour.
7) Please consult the following for further requirements http://www.aphis.usda.gov/library/admin_notices/pdf/APHIS_13_3.pdf http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf
8) Please ensure that HVAC system has the appropriate exchanges for operating the two lab rooms separately for situations where the fumigation room will be closed
9) Incubators and other equipment will generate extra heat. For the HVAC, err on larger size and/or more units http://www.aphis.usda.gov/library/admin_notices/pdf/APHIS_13_3.pdf http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf
C. Generator and Electrical Needs
1) Quote should include electrical load calculation to determine generator size, with allowance for growth. If not proposing 25kw generator, please include as an option
2) Good quality liquid‐cooled diesel generator with capacity to handle the energy expenditure of laboratory in full operation for at least 2 days.
Generator must be provided with a built-in fuel tank of appropriate size to run lab for at least 2 days of continuous use, preferably longer. Please indicate size of fuel tank.
3) Prefer a generator designed to have a low operational noise level. In addition, please engineer generator housing/compartment to minimize noise and vibration in laboratory. Generator should not share common wall with laboratory.
4) In order to maximize energy availability, we would be interested in multiple energy sources, where applicable and practical, such as solar panels, batteries, tankless hot water heater, etc. Please include as options and comment on cost vs energy savings
5) Outlets. There should be an adequate number of outlets dispersed throughout the lab, especially available for the bench tops and workstations. All plug/outlets will be the standard 120 V type B with the exception of the Binder incubator (listed below) which uses a 240V NEMA 6-20P plug. The empty wall space, where the Panasonic incubators will go, should have 2 standard type B outlets. There should be at least 4 standard outlets in the treatment room. Listed below in the addendum are some pieces of electrical equipment that may be used in the lab.
6) Include several outlets and LED porch lights on exterior.
7) Use GFCI outlets where appropriate according to NEC requirements

D. Interior Features
1) Lavatory with standard RV toilet, toilet paper holder, sink, mirror, hot water heater, exhaust fan, and cabinetry as space allows
2) One sink in main laboratory with hot/cold running water, eyewash station, and drying rack (see drawing). Sink should be placed so that there is open space on either side. The drying rack should be a standard laboratory drying rack mounted behind the sink. This consists of upturned pegs that lead the dripping water towards the back of the rack, where it drips into a drainage basin which usually has a separate tube that drains into the sink.
The purpose of this is to dry lab glassware. No specific brand is required.
We prefer one to be chosen that matches the materials/colors of the lab interior.
3) Potable water tank of sufficient size to supply water needs to lavatory, lab sink, eyewash station, and autoclave. This tank will be separate from the tank supplying the safety shower
4) Water/sewage needs. The mobile lab will occasionally be used in locations where there are no hook-ups available. For that reason, we would like the unit to have the potable, gray, and black water tanks of sufficient volume to last for several days. Include fresh/waste water monitors
5) Please include option for tankless hot water heater
6) Three seated workstations in main lab enclosed by drawer stacks or cabinets as space allows. Seats for the 2 mid-lab desk stations should be built-in, swing-away. Please include two additional chairs/lab stools that can be attached or tied down for use in treatment room and at front work station. If there are collapsible, storable chairs made for RVs, please include as an option. Lab seats must be made of a non-fabric material, waterproof, and easily cleanable
7) Please include pull-out option for section of main lab with 2 seated work stations
8) The maximum amount of wall and under-counter cabinetry that space and weight allows, including above windows. Cabinet material should be cleanable and light and cabinets should be secure from opening during travel
