Nozzle Foam Depopulation Unit
TITLE OF CONTRACT
Portable Foam Depopulation Unit
BACKGROUND
The U.S. National Veterinary Stockpile (NVS) is the nation's repository of critical veterinary supplies, equipment, and service resources. It exists because of the nation’s concern after 9/11 that terrorists could release animal diseases of catastrophic proportions that would
· deplete State and local response inventories,
· generate surge requirements that would overwhelm commercial sources, and
· prevent unaffected States from providing significant help for fear of the threat crossing their borders
The NVS’ ability to deploy within 24 hours large amounts of critical veterinary resources ensures States have what they need to respond to catastrophes and other outbreaks.
The NVS deploys products like animal vaccine, antivirals, equipment, or therapeutic products to appropriately respond to damaging animal diseases affecting human health and the economy that are likely to be unavailable in sufficient quantities for large outbreaks. States, industries (as part of the incident command system), and NVS commercial partners will use the products and related equipment to respond to large-scale outbreaks.
The NVS utilizes its commercial partners to store its inventory in multiple locations and in sufficient volume to ensure its ability to respond to multiple, large-scale, simultaneous animal disease outbreaks.
SCOPE
The NVS seeks to purchase a Portable Foam Depopulation Unit and the consumable supplies related thereto. The need is for total of (6) Portable Foam Depopulation units, for the depopulation of poultry. The contract must also provide one-time comprehensive on-site training in the use of the unit for the site as well as repair provisions. Any recommended enhancements or additions to the specified scope will be considered.
TYPE OF CONTRACT
A Firm-Fixed Price (FFP) contract for the purchase and delivery of 6 fully supplied Foam Depopulation Units.
GENERAL EQUIPMENT SPECIFICATIONS
The depopulation units shall be designed to maintain complete operation in temperatures with a minimum range from 0 (zero) degrees F to 100 (one-hundred) degrees F. Systems must be in place to ensure that neither water nor foam concentrate freeze after introduction to the system. Unit should allow for alternative applications for the basic components with new technologies that may be developed such gas injection.
Any recommended product enhancements or additions to these specifications shall be provided for consideration. The following items and specifications shall be included in each kitting unit:
Trailer:
Heavy Duty tandem axle unit 6’ x 12’ with sides made of expanded metal and the floor will be a strong metal floor with punch set holes to allow draining and decontamination. The trailer must have one axle of brakes along with a break away device for safety. All will be welded assembly and a ramp style gate at the rear with easy access to the unit. An assisted lift device must be added for opening and closing the gate. Lights and all DOT safety needs must be met. There will be a ball mount hitch (2 5/16” inch) on the front with a comparable jack for dismounting and storage. An extra tool box added on the front tongue for accessories. There will be tape style reflective on all areas for safety. All items will be mounted to the trailer for quick set up and use of the equipment. The equipment will be place strategically for best weight distribution and use. Tires will be sized suitable for the equipment to be hauled. 15” Tires are recommended.
Fire Pump:
Diesel powered, electric start, self-priming, pump capable of reliably providing a minimum of 200 gpm at 130 psi to 4 60 gpm hand held spumifers operating simultaneously, with a 4” NST inlet and at least one-3” NST valved discharge port equipped with a suitable control valve. Unit shall include pump control panel, fuel tank, hoses, disconnect fittings, shutoff valve, 12-volt battery, battery box, laminated instructions, hardware, all manuals, block heating source (or other method to maintain above freezing temperatures) for cold weather operations.
Tanks:
Two – 3,000 gallon self-supporting frameless tanks with 2 ½” NST bulkhead fitting suitable for strainer on the inside and hose connection on the outside, such as Rol-La-Tank Model RLT-3,000 or equal. The tank must hold 3,000 gallons of water, be constructed of industrial strength vinyl utilizing single piece aluminum stations for support. The filled dimensions should be no larger than 15' 6” X 15'6”X36".
On the six units supplied with Foam Proportioners provide a minimum of 35-gallon vented, plastic leg tank for foam concentrate with suitable quick-connect, no leak fittings and hoses to connect to the proportioner. A wand suitable for drawing foam concentrate directly from a 55 gallon barrel fitted with flexible hose and quick disconnect fittings for connecting to the foam proportioner must be included allowing greater flexibility in foam container type usage.
Hose and Fittings:
Discharge - 12-50 ft lengths of rubber covered 1 ¾” hose with 1 ½ ” NST fittings, and 3 sections of 50’ x 3” x 2 ½” Nitrile rubber hose rated at 300 psi or better.
Suction - Three-10 ft and two-5 ft lengths of flexible 4” rubber or PVC light weight, spiral wound, hose with fittings (male on one end to female on the other) to match the pump and tank fittings, such as Maxi-Flex or approved equivalent.
Strainers - 2 low clearance flat surface strainer to protect the pump when drafting from a pond or pool.
Fittings – Gated wye 2 ½” x 1 ½” x 1 ½” x 1 ½” or equal with ¼ turns.
Strainer for flow (clean out) There will be a 4” x 4” x 4” Siamese for connecting multiple tanks and have a control lever or a spring loaded clapper control on it for using the tanks in a separate mode.
Nozzles:
4 Spumifer 60 GPM AG-1 1 1 ½” Forestry type fog nozzle The nozzles to be supplied will be AG-1 or an exact replacement. Four new 60 GPM rated models are included.
Hose Washer:
There must be a hose washer 3” size included to be attached to a 1 ½” hose connection or to a hydrant with a 2 ½” Female NST x 1½” M NST adapter that is included. This style hose washer must have the capability of being disassembled to be cleaned without special tools or knowledge.
There is also a hose recoiler to roll hoses when completed. It will attach to the trailer.
Hose Roller:
There is also a hose recoiler to roll hoses when completed, unit must attach to the rear of the trailer.
Other Supplies and Services for each unit
Packing:
Two packages of replacement pump packing (or replacement mechanical seals) as required.
Tools:
All tools and hardware necessary for assembly and handling shall be provided with each unit. There shall be a sufficient number of tools supplied to allow for multiple workers to assemble and/or utilize the units; 2 sets at a minimum:
· Provide a universal set of end wrenches, some sockets, and other small tools for on-site repairs. Two aluminum pipe wrenches, a 12” and an 18” size.
· Hose Wrenches – One set of two each hose universal spanner wrenches with latching flat surface mount and one set of Set of hydrant/spanners (2) and hydrant wrench with bracket.
· Drum Wrench – Two each plastic drum wrenches suitable for opening foam containers of all sizes.
Foam:
Each unit must have 24 5-gallon plastic containers of Class A foam concentrate, such as Phos-Chek WD-881, or an equivalent. If a specific foam is required or recommended for the unit, the foam specifications along with MSDS sheet shall be included.
Foam Proportioner:
For each of the Foam Depopulation Unit, supply an automatic foam proportioning system suitable to supply all foam nozzles at minimum full pressure and flow volume at percentages from 0.1 to 3.0 percent. Provide protective frame around proportioner unit, support for piping connected to water pump, and protective case for sensitive mechanical and electronic parts when not in use. Include all necessary hardware, hoses, and electrical connections required for immediate operation. Provide all operations and maintenance manuals and spare fuses. Units shall be delivered pre-calibrated for the pumps with which they are shipped.
Decontamination:
A 24 gallon tank with pump and spray wand must be mounted on each unit. The wand must be connected to a long enough hose to reach all parts of the unit. The tank must include a heating mechanism to prevent disinfectant solution from freezing during cold weather operations.
Training and Assembly:
The contractor shall provide training - on assembly, testing, operation, and storage of the unit. Training shall also consist of functional concerns such as cleaning, maintenance, securing gel cell battery, and removal of fuel for transport and long-term storage. Delivery shall be considered complete when the units have been tested, operational, and disassembled with all components placed in the proper storage locations on the trailer. Contractor shall provide sufficient training, training media, testing foam and supplies at specified delivery locations for up to 8 personnel.
Repairs or Service:
Parts shall be guaranteed through training period and replaced at no cost to the Government.
Documentation:
In addition to manuals from original equipment manufacturers (OEMs), training, assembly/disassembly, operation, maintenance, storage, and transport documentation shall be provided to each site.
References:
The Contractor must demonstrate through references, to have successfully manufactured and sold no less than 10 operational foam depopulation units.
TRAINING SUPPORT
Provide a video/CD/DVD that describes the safe operation, maintenance, assembly, dis-assembly, cleaning, storage, and transportation of the Foam unit. The NVS intend to post the CD/DVD on its website for viewing by its Stakeholders.
TECHNICAL MANUAL/OPERATORS GUIDE
Provide a copy of all technical manuals/documentation regarding inspection, scheduled maintenance, assembly, disassembly, operation, transportation, storage, and cleaning.
WARRANTY
Provide one year replacement at no cost to the Government on parts and units.
Repair Parts and Special Tools (RPSTL) Identify and provide any special support equipment / Special Test Equipment (SE / STE).
Provide contingency operations repair parts list designed to support field level (on-site) maintenance during a deployment.
Provide updates to the list with engineering changes and safety issues as applicable. The range and quantity of spare parts contained within this list shall be based on historical demands and customer specific knowledge of individual system.
Provide and conduct periodic reviews of this list to ensure the correct “mix” of spare parts is available to support the system and/or deployment scenario.
Delivery of spare parts and special tools will be at time of receipt of the units.
SUBMITTING INVOICES FOR PAYMENT
USDA uses the Invoice Processing Platform (IPP) for electronic submission and tracking of purchase orders, invoices, and payment information to its suppliers of goods and services: Enroll at https://ipp.gov. The IPP is a government-wide secure web-based invoice processing service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Financial Management Service (FMS).
Upon contract award, you will receive a notification of your one-time enrollment requirement in an automatic invoice payment notification system available through IPP. This one-time enrollment in IPP means that you will receive a series of e-mails from Treasury services.
Contractors must submit invoices and attach all supporting documentation as required within 5 business days of completion of services provided. The COTR will review the supporting documents before approving invoices in IPP, if supporting documentation is not provided the invoice will be rejected. IPP will issue a notification to contractor that they must submit supporting documentation and resubmit the invoice.
DELIVERY
Contractor is responsible for delivery and set-up of the unit, to include any hardware/components or special equipment; if applicable, at delivery location.
