Questions and Answers Received by Monday, February 27, 2016 RFP Aerial Release Services

AG-6395-S-16-0044

Guatemala

1. Question: To release sterile insects in Guatemala, do you need to have an agricultural operations certificate?

Answer: Yes, you will have to obtain from DGAC (Dirección General de Aeronáutica Civil), an agricultural operations certificate for aerial exploitation. Please refer to Section C.4 of the Request for Proposal that addresses this requirement.

1. Question: Which is the smallest aircraft we have used for aerial release services?

Answer: The smallest aircraft the program has used capable of carrying 2 release machines is a Cessna Grand Caravan.

1. Question: Do we need to have a Co-Pilot? NOTE: The answer given during the site visit has been corrected.

Original Answer Given: You do not need to have a Co-Pilot, even though it would be a good idea and provides a more safe operation. What we do need is a flight operator that can take care of the release machines during the flight. What we are requesting is a flight operator that can take care of the release machines during the flight, it’s up to each company if they decide to have a Co-Pilot or a flight operator.

Corrected Answer: As stated in Section C. 4 of the Solicitation, “Each aircraft requires a pilot and co-pilot for each flight. The co-pilots responsibilities will include operating the release machine and the navigation system.” AND, Section C.18 states “A licensed co-pilot with the capability to operate the aircraft and navigation system and fly the aircraft in the event the pilot is unable to perform these functions. The co-pilot does not need to meet the same requirements specified in 1. above for the pilot.”

1. Question: Can it be an automated operation so that the flight operator can be eliminated?

Answer: No, because if something happens to the release machine during the flight, the pilot will not be able to resolve it. The contractor must meet the requirements as outlined in the solicitation in Section C. 4.

1. Question: Do we need to have 2 airstrips and what would happen if we cannot find an airstrip close to El Pino, can we use La Aurora Airport?

Answer: You do not need to have 2 airstrips to participate in the solicitation. Any company can bid using only one of the 2 airstrips or both, however, we can evaluate if La Aurora International Airport can be used. Refer to the Offeror Notes which states “Each Contractor may submit a proposal for either location 1 (Retalhuleu) or location 2 (Santa Rosa), or both locations.”

As stated in Section C.4 of the Request for Proposal, The Contractor is responsible for obtaining a runway for each location where services will be performed. This will be considered the base of operations.” It is the Contractor’s responsibility to determine if they can utilize La Aurora airport for these services.

1. Question: How much does the release equipment and the release boxes weight?

Answer: The weights are on the drawings, Attachment One (1) – Insect Release Machine Drawings. Please refer to this Attachment.

1. Question: About the fuel reimbursement, do we have to establish a fuel price or how is that going to work for that item?

Answer: The contractor does not have to provide a price for the fuel as the price of fuel is a reimbursable line item. The not to exceed price is already listed on the line item.

1. Question: About licenses, certifications, insurances, and other legal documents, all of them are in Spanish, ¿we need to translate with a sworn translator?

Answer: Submitting these documents in Spanish is acceptable.

1. Question: Technical capability information, page 9 says cannot be longer than 35 pages, and past performance information says: shall not exceed 10 pages. ¿are those 10 pages included with the 35?

Answer: The pages submitted for the technical capability are counted separately than the information provided for the past performance.

1. Question: 52.212-3 Offeror Rep and Cert and 452.209-70 and Rep by corp regarding an unpaid delinquent tax Liability or a felony conviction are part of the 35 pages too?

Answer: No, these are separate documents and have no association with the narrative for the technical capability and past performance.

1. Question: At the time we are set to send all the information, ¿can we use dropbox to send it to you or use google drive? Because it’s going to be a very heavy file to send by email.

Answer: The proposal must be sent via email to the address listed in the solicitation. If the file is too large and needs to be sent in multiple emails, the contractor must identify the number of emails such as 1 of 2, 2 of 2 etc.

1. Question: Do we need any Moscamed approvals?

Answer: NO we don’t need any approvals from Moscamed. Whoever gets the contract award will have to present to DGAC the proper documentation from Moscamed saying that they won the contract and from now on, they will release the flies. In other words, they will have to show that they won the contract, but that is after they have won the award.
