Additional queries from potential offerors

In reading section 1.3 (page 4) of the solicitation, it states that “the Government will accept and evaluate proposals under the terms of the solicitation approximately every three months through September 15, 2016.” Does this language mean that bid solicitations can be submitted every three months, or are all potential bids required in the next two weeks?

Solicitations will be issued every three months in order to allow as many firms as possible to participate, as some may not be ready for this first round but would be in subsequent ones. If the timeline remains unchanged, a solicitation will be issued again in Nov with proposals due a month later, and again in Feb and June, if needed. Sept 16 is the closing date for receipt of proposals so we can’t accept anything later than that. Firms must submit proposals in accordance with the solicitation to which they are responding.

If we are able to demonstrate efficacy by January 2016 would we be allowed to provide vaccine for the stockpile in April 2016, or would we need to wait for the conditional license to be in hand (estimated August 2016) before we were able to provide vaccine for the stockpile?

If you demonstrate efficacy by Jan 2016 you should have conditional license long before August 2016. Suggest you talk to your CVB Reviewer.

Will the Government consider a proposed supply of vaccines from a contractor’s rolling stock a conforming bid that is capable of acceptance?

Yes
