DEMOLITION/REMOVAL OF STRUCTURES
MIDEWIN NATIONAL TALLGRASS PRAIRIE
AG-56A1-S-16-0010
SCOPE OF WORK
BACKGROUND:
The Midewin National Tallgrass Prairie (MNTP) is made up of approximately 19,000 acres of land that previously belonged to the US Army Arsenal, Joliet, IL. The Army constructed buildings and structures to support their activities. Most structures were constructed between 1940 and 1960. Over time, virtually all army structures will be removed to facilitate the prairie restoration of the MNTP. Many of the structures are currently in place and not currently in use.
The Forest Service (FS) has a requirement for a Performance Based Service Blanket Purchase Agreement (BPA) for Prairie Wide Demolition/Removal of GROUP 811 BUNKERS in preparation for the restoration of the MNTP. Contractors shall provide all expertise, labor, supervision, services, equipment, tools, supplies, materials, permits, licenses, transportation, and incidentals necessary to perform the required work, for which the desired outcome is in strict accordance with the standards incorporated into each BPA and each BPA Call (the actual order placed against a BPA). There will be no work guaranteed on a BPA and the FS may accomplish work by other methods at their discretion.
BPA calls will require work that includes removal and disposal of structures, structural components and structure contents. This work shall also include minor restoration/stabilization of the site where structures are removed (i.e., seeding/mulching to mitigate short term soil erosion). Structures include storage bunkers (igloo style), railroad grades, railroad ties, road surface, road base, culverts, and miscellaneous debris. Some work will require removal and disposal of hazardous materials that require special handling/disposal. Contractors will be required to dismantle, remove and dispose off-site the structural debris in accordance with requirements and standards established in this BPA, existing laws, regulations, and industry standards applicable to any materials removed and disposed.
SCHEDULE OF WORK ITEMS
| 1. Bunker (including foundation) removal in Group 811 on the west side of Midewin. |
| Remove and dispose/recycle off site bunker and foundation two (2) feet below grade; final grade the work area. Unit cost below shall also include obliteration and re-grading of approximately 500 linear feet by 80 foot width of road/railbed associated with each bunker. The contractor will be responsible for submitting the proper notification to the Illinois EPA, including asbestos testing results, as required for any demolition within the state. A copy of the inspection report and state notification shall be submitted to the COR before any payment will be made for demolition.
Burning of materials is not permitted. Many of the materials originating from MNTP will be accepted at the adjacent Prairie View Landfill (PVL) however it is the contractor’s responsibility to make all disposal arrangements.
Contractor shall work in such a manner so as to minimize the release of dust into the air. When excessive dust is being generated, as determined by the Contracting Officer’s Representative (C.O.R.), the contractor shall be required to use water from a source designated by the USDA Forest Service to suppress dust release.
The contractor shall recycle all applicable demolition waste including but not limited to brick, steel and concrete, unless otherwise approved by the USDA Forest Service Contracting Officer’s Representative (C.O.R.). The contractor shall submit in a timely manner to a designated representative of the USDA Forest Service all available weight tickets for the removed materials, recycled and landfilled.
The Contractor will ensure spill cleanup materials will be available on each project at all times on the Prairie. Any spill greater than one (1) pint must be immediately reported to the COR or PM. Contractor personnel must have training to ensure they are qualified to identify such releases and are competent to provide proper cleanup and reporting. All spilled materials and impacted soils will be removed and properly disposed as necessary.
Contractors must avoid remaining contaminated Army land in or near the work area, and must be aware of the potential for discovery of CERCLA wastes, TSCA (PCB) equipment, or remnant ordnance materials (Munitions and Explosives of Concern (MEC)). Contractors shall notify the COR of any discovered suspicious material, equipment or items encountered during work.
Equipment will be inspected at the time it is delivered to the job. Equipment that is not free of soil and debris that could carry invasive plant species from prior worksites or equipment that does not meet contract specifications may be rejected. Rejected equipment will be replaced or the deficiencies corrected. If the equipment cannot perform on site it may also be removed or replaced.
Contractor shall avoid heavy equipment in sensitive areas during times when the soil is soft. Contractor may enter when ground is dry or frozen or with vehicles that have a low ground pounds-per-square-inch loading (not to exceed 4). Work is to halt if thawing or heavy precipitation occurs. Any soil or other resource damage (rutting deeper than two inches, tracking, etc.) shall be mitigated by the contractor using conservation techniques such as baffling, erosion netting, siltation fence, seeding and mulching.
Soil or other resource damage (rutting deeper than two inches, tracking, etc.) shall be mitigated by the contractor using conservation techniques. Soil from the any excavation required to complete a task order shall be stockpiled and surrounded by siltation fencing. USDA Forest Service Contracting Officer’s Representative (C.O.R.) will approve the layout of the siltation fencing.
