SECTION 011000 - SUMMARY

PART 1 - GENERAL

1.1 PROJECT INFORMATION

A. Project Identification: Ranger District Office Compound Electrical Upgrades.

1. Project Location: 8181 US Hwy 2, Rapid River, MI, 49878.

B. Owner: USDA Forest Service, Hiawatha National Forest, 820 Rains Drive, Gladstone, MI 49837.

C. The Work consists of electrical repairs, renovations, and upgrades to a number of structures at the Rapid River Ranger District compound as indicated in the project plans including: light fixtures, electric panels, branch circuits, receptacles, grounding and bonding, building and site electrical service, labeling, miscellaneous incidental work, and demolition and removal of outdated and/or un-needed items. The contractor shall be responsible for all coordination between the utility provider (UPPCO), contractor, and owner while upgrading the compound electrical service; scheduling for outages shall be approved by the Contracting Officer. The utility provider has provided a “no cost” letter for the UPPCO portion of the work; if a fee increase occurs in 2017 the Forest Service shall be responsible for payment. The Contractor shall also be responsible for locating all utilities prior to beginning any excavation work.

1.2 WORK RESTRICTIONS

A. Contractor's Use of Premises: During construction, Contractor will have limited use of site indicated. Contractor's use of premises is limited only by Owner's right to perform work or employ other contractors on portions of Project and as follows:

First subparagraph below contains an example of limitations on Contractor's use of premises; delete if not applicable. Insert other descriptions of areas or types of limited use, requirements for cooperation with Owner's personnel, noninterference with Owner's or public use, and other necessary restrictions if required.

1. Owner will occupy premises during construction. Perform construction only during normal working hours (7 AM to 5 PM Monday thru Friday, other than holidays), unless otherwise approved in writing by the Contracting Officer. Clean up work areas and return to usable condition at the end of each work period.

"Limits" Subparagraph below is based on requirements of LEED-NC Credit SS 5.1. See Evaluations.

"Driveways, Walkways, and Entrances" Subparagraph below is an example of a special requirement appropriate to many projects. Revise to suit Project or delete.

2. Driveways, Walkways, and Entrances: Keep driveways, garage doors, and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

B. Contract Time: The contract time shall be 45 calendar days from the start work date noted on the Notice to Proceed.

1. Submittals: Submit a proposed progress schedule to the Contracting Officer detailing expected timelines in different buildings and proposed outages for individual buildings and the compound when the main service is switched over. The progress schedule is due the earlier of 5 days after starting work or 3 days prior to any proposed outage.

C. Outages: The maximum scheduled electrical outage for any individual (non-office) building shall be 24 hours and the maximum scheduled outage for the site service change-over shall be 72 hours. If an outage is required for the labeling/marking of the office conductors; the maximum outage shall be 1 hour between 17:00 and 18:00 on the date requested and approved in the progress schedule.

D. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor-air intakes.

E. Permits: The Contractor shall be responsible for obtaining any required permits and inspections of the work at no additional cost to the government.
