FY14 Pavement Rehabilitation

SECTION M – EVALUATION FACTORS FOR AWARD

FY 2014 PAVEMENT REHABILITATION

HURON-MANISTEE NATIONAL FORESTS

EVALUATION CRITERIA

Technical Proposal: The technical proposal will be used to make an evaluation and arrive at a determination as to whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed description of the techniques, procedures and program for achieving the objectives of the specifications/statement of work. As a minimum, the proposal must clearly provide the following criteria, which are approximately equal in importance:

(1) Past Performance. List of contracts of a similar nature completed within the last 3 years. We will assess your history of giving customer satisfaction and performing quality and timely work. Those with no history of past performance will receive neither a positive nor a negative evaluation for this criterion.

For each project include:

Location of the project Type of work performed Size of the project (or dollar value) Foreman/operator(s)/key personnel Customer contacts (include telephone numbers).

If problems were encountered, describe them and any corrective actions taken to prevent a recurrence.

(2) Production Schedule (work plan): Address who, what, where, when and how you plan to do the work, from beginning to end. Identify work crews and equipment to be devoted to this project, as well as the schedule for their assignment. Include both overall time frame and time frames for each phase of the project. Acceptable proposals will show ability to complete the project within the time frames specified, or sooner.

(3) Experience and qualifications: Identify the proposed workers including supervisors, lead employees, operators and significant subcontractors. For each, list relevant licenses, certifications and experience in the type of work to be done under this contract.

The completed Schedule of Items, Section B, will suffice for a price proposal. The price proposal will be evaluated on the basis of reasonableness and total cost to the government.

**The technical criteria, when combined, are approximately equal in importance to price in the award decision.

Award will be made to that offeror (1) whose proposal is technically acceptable and (2) whose technical/cost relationship is the most advantageous to the Government. The critical factor in making any cost/technical trade-offs is not the spread between the technical ratings, but rather the significance of that difference. The significance of the difference in ratings will be determined on the basis of what that difference is and what it would cost the Government to take advantage of it. Award may not necessarily be

FY14 Pavement Rehabilitation made for technical capabilities that would appear to exceed those needed for fulfilling the requirements of this contract. The Government reserves the right to make cost/technical trade-offs that are in the best interest and to the advantage of the Government.

Award may be made without further negotiations. Proposals should be submitted initially on the most favorable terms, from a price and technical standpoint, which the offeror can submit to the Government.

However, the Government may, after evaluation of proposals, conduct further oral or written discussions as appropriate, with all offerors whose proposals are within a competitive range.
