QUESTIONS AND ANSWERS

Q – How much of the house needs to have paint removed vs. the lighthouse tower?

A. – Loose paint on the house needs to be removed however the tower needs to have all paint completely removed. (ref Keynotes on drawings, sheet 2 of 2.)

Q – Where can the equipment enter to get close to the lighthouse and building?

A. – There is an opening in the front of the facility that is 9 feet 3 inches wide that vendors can get their equipment through. Upon request and approval, an earth ramp may be considered and built.

Q – Can trees be cleared in the staging area?

A – Contractors can utilize the space west of the facility to stage/store their equipment. Upon request and approval they could be allowed to remove trees, limbs, or brush, to widen the cooridor leading to the lighthouse.

A – The septic tank and drainfield are south of the lighthouse, outside the stone wall, and to the east of the stone wall entrance.

A. – Yes. The areas which have paint classifed as lead-based (more than 0.5% lead by weight) are as follows:

Tower interior floor1.7% lead.
Tower steel staircase0.48% lead (close enough to the 0.5% standard to be considered lead based).
Steel walls in the room at the top of the tower5.4% lead.

The contractor must be qualified to work with lead based paint in accordance with 29CFR 1926.62.

Q – Due to lead based paint, once loose paint is disturbed in the removal process, does the area need to be secured?

A. – Follow EPA and OSHA guidelines. The contractor will be responsible for controlling access into the tower while work is underway and will not be expected to open it to the public until work in the tower is complete and the area is safe.

Q – Is lead based testing required and if so; to what extent i.e. strip and test; strip, paint and test; test every day?

A. – The specifications state “remove, contain, containerize, transport, and dispose of lead-based paint debris in accordance with applicable state and federal laws and regulations”. EPA standards and codes for lead based paint are applicable as are the requirements of 29CFR 1926.62.

Q – Is it required to remove or pull back the soil at the base of the structures in order to paint?

A. – It is not required to paint below the normal ground level.

Q – If there is rain or inclement weather, will the exposed brick on the lighttower need to be protected?

A – The contractor will be expected to follow good workmanlike practices and will protect the work in progress against damage that could be caused by the weather.
