RE: Response to Pre-Bid Questions
Bidding Documents Dated February 9, 2010
PROJECT: Recovery-Repair Mechanical Systems USDA-ARS, ADOL, East Lansing, MI
PROJECT NO.: 19075
DATE: March 1, 2010
1: Site Restrictions were mentioned, could you provide details about Site Restrictions please?
Response: See Detail 19 on Drawing M2.3 for a list of restrictions and requirements. Also see response to Questions 9, 10 and 11 below.
2: Could you provide a specification for the phone dialer you would like to use?
Response: The dialer does not need to be provided. The alarms need to be connected to the existing dialer in each building. See Question 13 below for more information.
3: Are the Variable Frequency Drives to be provided with or without bypass?
Response: Provide VFD’s with a Bypass. Electrical Specification 262923, 2.2, R calls for a Manual Bypass.
4: Are roof pads required for the guardrail system?
Response: Yes, Roof Pads larger than the railing support base, not less than 5/16” thick EPDM rubber approved for roof protection are required under each support.
5: Digital Scroll compressor/condensing units have a variable pumping capacity, is Hot Gas Bypass used with this type of compressor/condensing unit?
Response: The basis of design for the air cooled condensing unit is a standard scroll compressor. The unit includes two 15 Ton compressors with a total of two steps. No other capacity modulation is available on this model. Therefore HGBP is required for capacity modulation when load condition is low. HGBP is not required when variable pumping models from approved manufacturers are used.
6: Are R-22 evaporators rated at lower pressures than R-410A evaporators?
Response: Yes. R-22 cooling coils are typically rated for lower pressure than R-410a. Contractor shall verify the pressure rating of the existing coil before attempting to use it with R-410a.
7: Do R-410A evaporators have larger surface areas (internal and external) for the same rated heat removal as R-22 evaporators?
Response: Normally they do, but in this case the coil was sufficiently oversized to accommodate the reduced capacity.
8: It was mentioned on the walkthrough that a permit must be pulled with the state for the boiler work. Do permits need to be pulled for the mechanical, electrical and plumbing work associated with boiler replacement for the project as well?
Response: A permit will be needed for boiler replacements here at ADOL. We are being licensed with the State of Michigan for boiler inspections. Therefore, we need to follow their regulations on licensure, which requires a permit to perform boiler replacements
9: It is noted on the prints about access to building 2 is restricted and mentioned during the walkthrough. For clarification, once an occupant was inside of building 2 they were not allowed to access building 1A, 19 or 22 for 24 hours. Is this correct?
Response: No, you cannot return to building 2 after working on the east side of the facility, Bldg’s 1A, 19, or 22. See Detail 19 on Drawing M2.3 for a list of restrictions and requirements
10: And vice versa of the above question. Once an occupant enters building 1A, 19 or 22 they need to wait 24 hours before they can access building 2?
Response: Correct there is no access to Building 2 for that day. See Detail 19 on Drawing M2.3 for a list of restrictions and requirements
11: Do these restrictions for building 2 apply to tools and material as well?
Response: All tools and materials are allowed to be used on the East Farm AFTER the West Farm work in Bldg #2 is completed and NOT vise versa.
12: Will an area be allowed for the contractor to leave a dumpster onsite?
Response: A separate dumpster or the same dumpster can be used on the East Farm after the West Farm work is completed and again NOT vise versa.
13: Can we get any more detail on interlock with alarm dialer for low temperature alarm?
Response: Our system is comprised of a Radionics D2212 main panel with slave panels in the buildings.
It has a 12v, 7ah battery backup for the system and has a direct call out to our alarm service company. Supervised Points operate at the following voltages:
(Open = 8.9 - 13.9vdc/ Normal = 2.5 - 8.5vdc/ Short = 0.0 - 2.0vdc w/1.0 K ohms Resister at EOL). Unsupervised Points are (Open = 2.4 - 13.9vdc/Normal = 0.0 - 1.4vdc w/no EOL resister). Any external relays would require a D133 relay module. At the present time we have three points monitored in the Bldg 22.13 system and they are: 1-Room Temperature, 2-Isolator Temperature, and 3-Isolator Pressure.
14: Can we get the Model # Trane DX cooling coil?
Response: The Trane Model is an “FD” in the appropriate size. The air handling unit data available is a Trane S.O. #KM3-D953, Dard Co. Order # 1463 and the unit is a Type MZ-17, Serial Number K2H224142.
15: On sheet M1.3 and M3.1 it indicates a safety guardrail system to be installed on the roof. Is this system to be installed permanently or just temporarily for the means of this construction project?
If being installed temporarily, can a different type of safety railing system be used?
Response: The Guard Rail System as Scheduled and Specified is to be provided and left in place per drawings. Note that it is a moveable system using weighted anchors rather than breaching the roof membrane. See question 4 concerning pads under the anchors. If another system is offered it will have to meet or exceed the Safety Rail Specification and meet code requirements. Read Schedule Notes on drawing M3.1 and See Addendum 1
