PLAYGROUND SPECIFICATIONS

1.0 GENERAL

The Vendor shall provide all supervision, labor, equipment, supplies, services, permits and licenses necessary to provide a playground for the U.S. Department of Agriculture (USDA), Forest Service at Land Between The Lakes (LBL) National Recreation Area (NRA), Piney Campground. All work performed under this PWS shall be in compliance with all appropriate local, state, and federal rules, regulations, codes, and laws.

2.0 GENERAL FEATURES OF DESIGN

2.1 Dimensions

All equipment, including spacing for appropriate standard safety circles and fall zones, shall not exceed the 77’ x 77’ rectangular site boundary available. Site location is at Piney Campground, 621 Fort Henry Road, Dover, TN 37058 and is located beside the Piney Campground Outpost.

2.2 Type

All playground equipment, retaining borders and accessories must be constructed with 99.9% recycled materials and meet all ADA Access standards.

2.3 Components

Play structure will be designed for 2–12 year old children and shall be in 100% compliance with ADA Accessible Guidelines. Structure shall include a minimum of the following items: 3 slides, 2 climbers or rock walls, 2 panels, 2 connector/crawl tunnels and 2 bridges, and an ADA transfer station. Additional site requirements include a minimum of the following items: 4 child swings, 2 individual riders and 2 recycled 6’ benches. Retaining borders will surround entire area and include an ADA ramp. Surfacing will include recycled rubber tire mulch installed, color brown, safety surfacing product conducive to an accessible playground.

3.0 WARRANTY

Minimum of 15 years to lifetime warranty on all playground structures and installation, associated swings, riders, benches, ramp and retaining borders.

4.0 SUBMITTALS

Contractor shall submit manufactured drawings including specifications on equipment dimensions, fall zones, safety circles, component connections and locations, anchoring methods and locations, hardware locations, and installation details with site preparations included. All submittals must be approved by Government prior to order and installation.

5.0 FINISHING

Color scheme will be consistent with USDA Forest Service colors of forest green and tan.

6.0 DELIVERY AND ERECTION

Delivery is made by truck to:

The contractor will notify the government in advance of the expected time of arrival at the site. Installation of playground equipment shall be performed no later than 60 days after notice to proceed. Equipment shall be delivered, handled, and stored in accordance to manufactures recommendation. All site preparations will be the responsibility of the contractor and surrounding areas restored to original site condition. Site prep and location will be approved by the Government prior to equipment installation.

A separate quote will be required to remove the existing playground equipment to a government furnished scrap yard (approximately 35 miles from installation site)

Play Equipment Specifications

Posts, Decks, Protective Barriers:

Structural Plastic lumber shall be manufactured with recycled HDPE. Lumber shall be molded in one piece per specified size. All materials will have UV additives to prevent deterioration of the plastic lumber from exposure to UV light. HDPE will be made up of no less than 95% recycled material; both post industrial and post consumer. Finished plastic lumber will not rot, split, crack, or splinter for a minimum of 50 years. It shall be resistant to termites, marine borers, salt spray, oil, and fungus.

Recycled Posts shall be a minimum size of 5” x 5” diameter with varying lengths. Deck size shall be a minimum 45” x 45” in size. (While not desired as a material choice, a 5” O.D. Metal Post or greater & Deck Composite will be considered equivalent. No 3.5” O.D. Metal posts & deck designs will be considered.) All designs must be compliant with the current ASTM and CPSC guidelines. Designs must be considered accessible by the American with Disabilities Act.

Plastics (Slides, Roofs, Play Panels):

Plastics employed in applications other than posts, decks, shall be first quality and a minimum low density polyethylene (LDPE). Plastics shall be rotational molded with a minimum wall thickness of 3/8”. Tensile strength shall be a minimum of 2,550 psi tensile strength (ASTM D638). All plastics shall be UV stabilized, employ anti-static inhibitors, and come with a minimum of a 15 year warranty.

Metal Components (Climbers, Pipewalls, Overhead events) All Climbing and barrier steel components (such as Coil Climbers, Pipe Walls, Horizontal Ladders, etc.) are fabricated from 1-5/8, 1-5/16”, and 1” O.D. x 14 gauge, Allied Steel Flo-Coated ® galvanized tubing. Components are to be powder coated using TGIC polyester. Electrostatic application is to be implemented and components are to be baked at 400 degrees. Coatings are to be Lead Free, High Gloss, with a no peel/ no flake finish. Coatings are to be resistant to salt spray (ASTM B-117), Resistant to humidity (ASTM D-2247), and direct/indirect impact shall be 120 in. pounds (ASTM D-2794).
