Pre-Bid Meeting/Conference Call

Vegetation Management AG-4756-S-14-0013

April 8, 2014 @ 10:00 am

In Attendance for Forest Service: Nina Barrow, Contracting Officer

Jim Stelick, Forester, North Zone

Bob Lewis, Forest Silviculturist

Eric Taylor, Forester, South Zone

Donna Price, Procurement Technician

Contractors in Attendance: Brent Silk – PLM Lake and Land Management Corp., Littleton, NC

Nina Barrow opened the meeting and discussed the administrative portion of the solicitation:

This solicitation will result in award of one requirements contract with one base and four option years, exercised at the unilateral discretion of the Government

Quotation Submission Requirements were discussed (see bottom of page 2)

Evaluation Factors for Award – see page 3.

Option year pricing will be calculated by applying a 2.75% upward adjustment to each unit price per year.

This is a requirements contract where no work is guaranteed. All quantities listed in the Schedule of Items are estimated quantities for base year.

Specific work is ordered by Task Orders.

Question: how can I bid this project when I don’t know specifics, like acreage to be treated/planted, terrain, slope, and access? Can you provide a site visit? Answer: work may be ordered anywhere within the administrative boundaries of the Cherokee National Forest; therefore, a site visit cannot be offered. Pay items are broken out in different densities, spacings, and trees per acre to help account for differences in what a contractor will encounter on the ground.

Sample task orders will be furnished as an attachment to these Notes.

See page 6 of 49 – Tasks and Quantity Pricing, paragraph 4 – “If a requirement of a particular task order does not fit into the categories in the schedule, or circumstances exist which significantly increase or decrease the work required for a particular task, prices for that task order will be negotiated at the discretion of the Contracting

Officer.”

Forest Service is trying to do a better job with site prep burning for planting.

Herbicide is furnished by the Government.

Crews should be able to identifying of tree species during leaf-off.

Question: will Forest Service order much containerized trees for planting? Answer: we anticipate planting 60 acres of red spruce on the South Zone.

Forest Service will do the root pruning.

Barrow stated that a site superintendent was required to be on the ground during performance of each task order.
