Questions and Answers:
Question 1: How many trucks and flatbeds are needed?
Answer: USDA has no way of knowing the answer to this question. We don’t know the size of your truck or flatbed. Contractor will have to determine that based on the estimated sack count.
Question 2: Would you mind if I gave you a call sometime to inquire more on these?
Answer: All questions must be in writing. Calls are welcome but we cannot answer any questions over the telephone.
Question 3: Could you please provide the incumbent contract number? If not, is this a new requirement?
Answer: Incumbent Contractor: Meers Enterprises Inc.
Corpus Bundled Route (Routes 1, 2 & 3) – AG-4740-P-16-0041 Corpus Route 4 – AG-4740-C-13-0010
Question 4: Can you please give me the previous years per sack cost?
Answer: The price per sack for the Corpus Bundled Route was $3.35 and Corpus Route 4 was $8.95
Question 5: I was just curious on whether or not you prefer the pricing point to be made on a per sack basis?
Or if it should be done per mile? I have the specifications on the estimates for sacks and fuel charges, though I just needed that clarification for quoting to my carrier base.
Answer: The pricing should be made on a per sack basis. Please refer to the SF-1449. Price has to be broken out per sack and fuel price.
Question 6: I apologize for the second email to follow so shortly behind the other. I was curious, as I do know that
the pounds can vary for the sacks of cotton – will the sacks ever surpass 50 lbs? DOT standards only
allow drivers to haul a certain amount of weight from the back to the front of a trailer, so I need to
know if there are any specifications on whether or not equipment would be needed to load up trailers
or if the sacks can simply be picked up/dragged/etc.
Lastly, my carriers would like to know the type of land that the pickup sites are on. These carriers could potentially get stuck if the land is not paved or established, so we would need to know that the pickup sites are at least able to handle large trucks to pick up safely without the fear of needing to get a tow truck.
Answer: Most sacks will be less than 50 pounds. They will not need assistance to load them. A person can carry or drag them to the truck or trailer.
Most all pickup points will have a surfaced area where trucks will have no trouble navigating around the gin yard. The gins utilize trucks to deliver modules, haul cotton bales and haul away seed so they need a surface to hold up heavier cargo than a load of sacks. Many may be a hard packed gravel and certainly not all will be concrete.
