Brief Description of the Requirements:
Tech specs
This specification is for furnishing all equipment, materials, supervision, transportation, labor, and supplies (including herbicide) for non-native invasive plant control work on National Forest land. No materials, labor, or equipment will be furnished by the Government unless specifically identified in the Government Furnished Property clause.
Follow all product label directions. Only formulations of imazapyr, metsulfuron methyl, aminopyralid, triclopyr ester, triclopyr amine, imazapic, and glyphosate are permitted for use (recommended treatment methods below)
Follow these mitigation measures specific to this project:
a). The contractor shall be knowledgeable in plant identification in order to target only non-native invasive plant species. Only selective methods which target non-native invasive vegetation will be used. Inert dye provided by the contractor shall be added into all herbicide mixes for ease of inspection.
b). All field crews shall be supervised by individuals certified in herbicide application.
c). Only aquatic-labeled herbicides will be used within 30 horizontal feet of perennial streams. Any application or contamination of herbicide to natural water bodies on the forest is strictly prohibited.
d). Herbicide application methods within 40 feet from threatened, endangered, and sensitive (TES) species locations and perennial and intermittent streams within watersheds occupied by aquatic TES, will use those methods which minimize or eliminate drift, including cut stump application, or direct foliar application using a wicking technique.
e). Application of imazapyr, imazapic, metsulfuron-methyl, and triclopyr amine will not occur within 25 feet of any TES plant.
f). Do not apply more than 2 pounds active ingredient triclopyr/acre/year, equivalent to 2/3 gallon Garlon 3A or Renovate, and ½ gallon Garlon 4.
g). Trucks carrying herbicide will not be allowed to park within 200 feet of a perennial or intermittent stream, surface water, or pond.
h). Contractors shall be prepared to follow the attached emergency spill plan (and attached), and must notify the FS immediately in the event of an accidental spill;
i). Apply herbicides according to label instructions;
j). Weather is monitored and the project is suspended if temperature, humidity, or wind becomes unfavorable. No herbicide shall be applied at temperatures higher than 98F, less than 20% humidity, and at wind speeds greater than 15mph;
k). Nozzles that produce fine droplets can be used only for hand treatment where distance from nozzle to target does not exceed 8 feet;
l). Records of herbicide application rate/acre and species and date treated shall be maintained and turned into the COR for each site treated.
m). Herbicide shall be applied to 95% of target vegetation.
n). In each Unit to be treated the major invasive species is listed in the chart under Place(s) and Period(s) of Performance; however, all non-native invasive plants if found in contract area are to be treated. Listed below are the invasive plants most likely to be found in the contract area.
Treat invasive plant populations at the best time of year to ensure optimal control. The following are target non-native invasive plants and recommended treatment methods:

Suggested rates and treatment methods are given for commonly available herbicide formulations A - Broadcast or directed foliar spray 4-12 oz./acre in water w/ 32 oz./acre methylated seed oil
B - Directed foliar spray or wicking 1-5% in water w/ 0.5% non-ionic surfactant
C - Exterior basal bark 20% in vegetable oil D - Cut-stump, injection, or hack-and squirt 50% in water (imazapyr 5-10% cut-stump)
E - Directed foliar spray 1-4 oz./acre (metsulfuron methyl) or 3-7 oz./acre (aminopyralid) in water w/non-ionic surfactant
