CLARIFICATIONS
SOLICITATION AG-4568-S-15-0028
Statement of Works, in Attachment 2, are only samples of what type of employees the contractor would receive and the SCA and FS Wage Rates in Attachment 1 are also just samples. The actual SOW and Wage Rates will be sent when a position needs to be filled and any extra items will be discussed at that time. If additional insurance, is needed then that also would be discussed and any additional cost would be put in the task order.
Most Forestry technicians are only to assist a Forest Service employee with items such as gathering samples of plants, recording data, etc. They do not do major tree cutting or other hazardous tasks. We have other contracts for tree cutting. Most equipment is also furnished by the Government except for an occasional hand tool.
This solicitation will only be evaluating overhead rates and a vendor's ability to furnish staffing in multiple locations over a period of time. As it states in the solicitation these are samples of requests that may be sent to the awardee. For purposes of this solicitation, offers are only to fill in their overhead rate for the period of performances.
The requests that a contractor would receive would most likely be 1 or 2 at a time, not 20 to 30. All positions are on an as needed basis when someone goes on vacation and a receptionist would be needed to fill in for that time. Or there is a special project and a forestry tech or engineer or engineer tech is needed to assist the Government with the project.
Overtime - If overtime is worked the Government would coordinate with the Contractor to pay OT and how it will be invoiced for and paid accordingly. These would be agreed upon on a case by case basis prior to award of the task order.
Contractor employees may ride in Government vehicles, but will never be allowed to drive a Government vehicle.
This contract is for temporary staffing and the positions we would ask a contractor to fill are temporary and will not be converted to permanent positions.
