The contractor shall provide all expertise, labor, supervision, services, equipment, tools, supplies, permits (when and if required), coordination with utilities, transportation, and incidentals necessary to perform road maintenance and other associated minor maintenance directly related to road activities. Work will be completed as shown in the drawings and any specifications as referenced or included in this contract.

C.2: PERIOD OF PERFORMANCE

Work is estimated to begin August 23, 2010 and will be completed by November 12, 2010.

C.3: PROJECT LOCACTION

All work will be within the Manistee National Forest. This encompasses Manistee, Mason, Newaygo, Oceana, Muskegon, Lake, and Wexford counties. The exact projects have not been defined at this time. The Contractor should base bids utilizing multiple material sources and/or consider average mobilization distances. Work will be planned so that minimal mobilization / demobilization is necessary, but Contractor should expect multiple projects in multiple locations throughout the Manistee National Forest. Projects will involve work within developed recreational areas as well as on forest roadways.

After award of contract, project sites will be visited in field with COR and Contractor to formulate a workplan and schedule.

C.4: BACKGROUND

The West side of the Huron-Manistee National Forests has approximately 1200 miles of single lane aggregate and native surfaced roads (including turnouts and turnarounds) and 30 miles of two lane aggregate-surfaced roads. Most roads are located in forested areas with moderate to heavy vegetation beside and overhead of roads.

C.5: CONTRACT REQUIREMENTS

This contract requires all materials and work to be in compliance with its terms, specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals.

C.6: GENERAL NOTES

C.6.1 Roadway

C.6.1.a Tree Removal

1. Individual trees to be removed, shall be marked by the designated COR and removed in its entirety, including its stump.

C.6.1.b Stump Removal

1. Stumps, to be removed, shall be marked by the designated COR and shall be removed by the following acceptable methods:

a. Grinding. Stumps shall be ground by an approved stump grinder to a level of 6 inches below the adjacent existing surface. The remaining hole shall be filled level to the surrounding surface with native material. Material created by stump grinding shall be spread evenly around the grinding area to match existing contours.

b. Removal. Stumps shall be removed, and deposited in a COR approved location. The remaining hole shall be filled level to the surrounding surface with existing native material.

C.6.2 – Roadbed

C.6.2.a Grading

1. Grading shall be conducted to restore the surface, crown and super elevation. The grading area is defined as from road edge to road edge. Ruts, potholes, corrugations, and bumps shall be completely cut, and all suitable dislodged surface material shall be smoothly redistributed over the entire roadbed to provide proper cross slope or crown (¼ inch to ½ inch per foot) and drainage away from the road edge.

2. Minimum blade work shall be two passes in each lane (total of four passes on double lane roads and two passes on single lane roads). Additional grading shall be performed if necessary to comply with these specifications.

3. Loose rocks, larger than four (4) inches in the greatest dimension, that protrude three (3) inches or more above the graded surface, shall be removed from the Roadbed. It is acceptable to dispose of these rocks over the road shoulder edge away from drainage ditches.

4. Suitable moisture conditions for surface grading shall be from five to fifteen percent by weight. Unless authorized by the COR, no surface grading shall be performed while moisture content is outside this range.

5. Woody debris from wind throw shall be removed and no unsuitable material shall remain within the Roadbed.

6. All suitable aggregate or native surface material, which has been worked onto the road edge, which occurred by traffic or maintenance activities, shall be reclaimed onto the roadbed, and a definite, continuous and smooth line between roadbed and road edge shall be obtained.

7. Ditches shall be maintained in their original location to the shape and grade needed to provide for drainage of the roadway. All suitable material (having the same character as the road surface) that is excavated from road ditches shall be disposed of by spreading on the roadbed. Handwork may be required to properly connect ditch flow lines to drainage structure inlets and is considered a part of this activity. Excess material shall not be permitted to remain on shoulders or in ditch lines as a result of the Contractor's operations.

8. Repair of road structures, such as culverts and signs, damaged by the Contractor during the ditching operation shall be repaired or replaced at the Contractor's expense.

9. Existing tail and lead-off ditches that are closed with sand or other debris shall be opened to provide drainage away from the roadway. Material excavated from ditches shall not be placed on the roadbed. Contractor may be required to construct new lead out ditches where water is collecting onto traveled way.

10. All grading on any road segment shall be completed within the same workday.

11. Maintain progress reports.

C.6.2.b Aggregate

1. Aggregate shall meet either Michigan Department of Transportation (MDOT) 23-A or MDOT 21-AA, for crushed concrete aggregate. All aggregate quantities shall include surface preparation, furnishing and spreading aggregate, machine compaction and finish grading.

2. Prior to placing aggregate, prepare the unstable area by shaping the road prism to conform with adjoining areas. Provide for a smooth surface transition at locations where the unstable areas join the stable areas, it may require undercutting to the specified depth of the aggregate being placed. If necessary, place unsuitable material outside the roadway, by depositing at a location specified by the Contracting Officer's Representative (COR). Avoid disturbing stable base or subgrade material.

3. After preparing the area, deposit new aggregate in the section being worked to achieve grade, thickness, and template as specified COR. Spread material evenly across traveled way, and finish blade the entire disturbed area. No material shall be allowed to remain on shoulders or in ditch lines as a result of the Contractor's operations.

4. The specific areas of aggregate application and the amount of aggregate that is required will be specified by the Contracting Officer's Representative (COR).

5. Other work performed as a part of this pay item, including surface preparation, spreading, and finish grading of the repaired area, is considered incidental to the pay item Aggregate and is included in the contract pay unit for this pay item.

6. Trucks hauling aggregate material shall comply with the posted weight limits on the roads and bridges being used for haul and to weight limits of the truck as set by State and local authorities. The contractor will obtain permits required by referenced counties and the State of Michigan.

7. The Contractor shall compact the aggregate utilizing hauling and spreading equipment until visual deformation of the aggregate layer ceases, or a minimum of 3 complete passes has been made. The COR or Inspector will determine when deformation of the aggregate has ceased. Mechanical rollers will not be required.

C.6.2.c – Clean Fill / Sand

1. Clean fill shall be compactable material free of excess moisture, muck , roots, sod, or other deleterious material.

2. Compaction Method C shall be utilized: Place material by end dumping to the minimum depth needed for operation of spreading equipment. Level and smooth each embankment layer before placing the next layers. Operate hauling and spreading equipment uniformly over the full width of each layer. Construct a solid embankment with adequate compaction by working smaller rock and fines in with the larger rocks to fill the voids, and by operating hauling and spreading equipment uniformly over the full width of each layer as the embankment is constructed, and visual displacement ceases. No mechanical rollers will be required.

C.6.2.d – Surface Treatment

1. This work consists of furnishing and applying one or more applications of a dust palliative on a prepared surface.

2. Before application, the roadbed shall be prepared by grading a sufficient depth to remove ruts, potholes, and erosion gullies and roadway shall be adequately drained and shaped to leave 1 to 2 inches of relatively loose material on the surface.

3. No dust palliative shall be applied when the weather is foggy or when rain is anticipated within 24 hours of application.
