Menominee, MI 49855 Topics Covered:

Jeff Herrett introduced himself and Randy Bacon and our roles in the process. Jeff read the title and response date and synopsis from the FBO solicitation for the Franklin Lake Project. All contractors present at the meeting had signed in. Randy Bacon discussed the components of the solicitation files including the Schedule of Items-Bid Quote, Davis-Bacon (affirmed that this project is located in Forest County), engineering drawings and specifications, etc. Design was provided by Chequamegon Bay Engineering.

Randy mentioned that “Point of Contact” for contracting questions is listed in FBO solicitation.

CCR registration required as well as ORCA . Read the solicitation for requirements.

Bids are submitted hard copy to EROC (not e-mail or FAX). Two copies required.

Bidders are required to bid on all items, including the optional items that may be awarded if additional funding is found.

All four pages of the Experience Capability Statement 0683.doc must be returned, not just the front page as stated on the first sheet. (This page must be included with quotation submission) should have stated that all 4 pages of this statement document must be included with submission to avoid confusion.

Notice to proceed would be issued regarding start date. Contract is 365 days to complete. Looking for October 1 as original planned start date. May negotiate with awarded contractor on an earlier start if conditions are favorable.

Forest Service will work with contractor to close buildings and campground loops as needed to accommodate contractor work and will keep public informed.

Questions and answers and updates/amendments will be posted on FBO.

Call Randy with additional questions. Don’t FAX. He will have question and answer posted unless the answer is already provided in the solicitation materials.

Basis for award is “Lowest Price - Technically Acceptable”.

Questions asked by contractors attending pre-bid:

Davis-Bacon wages? Please clarify how to apply. All general and sub contractors are covered under this act for this contract Will the contractor have access through gates? Yes. The Forest Service will do it’s best to accommodate access through gates for equipment. This will be worked out on a case by case basis. Contractor is responsible for repairing damage to access roads. We can discuss double locking gates as needed to allow access by contractor and Forest Service.

Who is paying the public service utility cost for electrical service connection……? Contractor is responsible for working with the service provider and all associated costs for providing required service. After award, the Forest Service will work with the contractor to provide any needed information.

Will there be storage on-site? Yes. Forest Service will work out details with contractor.

Is electric service provided for tools and equipment? Some, yes, but NOT guaranteed. Contractor should plan contingency for generator use. Not sure about electrical service at the picnic shelter.

Will the campground road be plowed in the winter? This is the contractor’s responsibility. The Town plows the Town road up to the campground gate.

Can the Forest Service provide camping for contractor? This is negotiable. We can discuss with contractor regarding specific needs for camping on site – but only in designated campsites.

File details come from the government source that posted it. Updated .
