MIDEWIN INFRASTRUCTURE DEMOLITION Page 8 of 20

Part 2 - Public Safety and Traffic Control

The USFS has adopted the Occupational Safety and Health Administration (OSHA) standards for use throughout the Department (29 CFR 1910 and 29 CFR 1926).

The contractor and its employees and subcontractors shall comply with all State and local safety requirements and will be thoroughly familiar with the Forest

Service Safety Code for the type of work described in this solicitation. This code is available for review at the closest Forest Service office. Protective devices, including but not restricted to hard hats, shall be worn. All efforts shall be made to protect traffic and the contractor vehicles shall stay within the appropriate speed in the areas but not to exceed thirty miles per hour (30 mph) within the boundaries of Midewin. The Contractor shall exercise caution and care while pursuing the work to prevent unnecessary conflict with, or potential hazards to, road users or others within the work area

Part 4- QUALITY ASSURANCE PLAN

The following Environmental Management System requirements are hereby included in the

Solicitation for information purposes.

ENVIRONMENTAL MANAGEMENT SYSTEM REQUIREMENTS FOR

WORK AT MIDEWIN NATIONAL TALLGRASS PRAIRIE

The contractor shall recycle all applicable demolition waste including but not limited to brick, steel and concrete, unless otherwise approved by the USDA Forest Service Contracting Officer’s

Representative (COR). The contractor shall submit in a timely manner to a designated representative of the USDA Forest Service all available weight tickets for the removed materials, recycled and land filled.

Attached is Table DT-1, “Demolition Material Types, Examples and

Reuse/Recycle/Disposal EMS Implementation Requirement” for guidance concerning Midewin’s requirements.

Contractor shall work in such a manner so as to minimize the release of dust into the air. When excessive dust is being generated, as determined by the Contracting Officer’s Representative

(COR), the contractor shall be required to use water from a source designated by the USDA

Forest Service to suppress dust release.

The Contractor will ensure spill cleanup materials will be available on each project at all times on the Prairie. Any spill greater than one (1) pint must be immediately reported to the COR or PM.

Contractor personnel must have training to ensure they are qualified to identify such releases and are competent to provide proper cleanup and reporting. All spilled materials and impacted soils will be removed and properly disposed of as necessary.

Contractors must avoid remaining contaminated Army land in or near the work area, and must be aware of the potential for discovery of CERCLA wastes, TSCA (PCB) equipment, or remnant ordnance materials (Munitions and Explosives of Concern (MEC)). Contractors shall notify the

MIDEWIN INFRASTRUCTURE DEMOLITION Page 9 of 20

Midewin Safety Officer and COR or PM of any discovered suspicious material, equipment or items encountered during work.

Contractor shall avoid heavy equipment in sensitive areas during times when the soil is soft.

Contractor may enter when ground is dry or frozen or with vehicles that have a low ground pounds-per-square-inch loading (not to exceed 4). Work is to halt if thawing or heavy precipitation occurs. Any soil or other resource damage (rutting deeper than two inches, tracking, etc.) shall be mitigated by the contractor using conservation techniques such as baffling, erosion netting, siltation fence, seeding and mulching.

Soil from any excavation required to complete the work shall be stockpiled and surrounded by siltation fencing. USDA Forest Service Contracting Officer’s Representative (COR) will approve the layout of the siltation fencing.

Part 5–PRAIRIE VIEW LANDFILL

The following is offered to clarify the issue of free tipping fees at the Prairie View Landfill (PVL) located immediately south of the MNTP: (This is provided for information only and is subject to change and is not within the control of the USDA Forest Service, it only represents the current situation at the Prairie View Landfill.

PVL is accepting ACM. It is handled differently than other wastes. PVL can't handle huge amounts per day due to the way they are required to bury ACM. There are also placarding, handling, and paperwork differences. Contractor should contact Julie at the PVL scale house for details.

Concrete and wood debris are to be recycled, not land-filled. PVL occasionally utilizes material such as wood debris and crushed stone/concrete (without re-bar) to construct and maintain roads within the landfill. This use would meet the recycling requirements of the contract, but the contractor must first contact PVL to determine if they will be accepting any materials for this type of re-use.
