Rock Creek Dam Face Repair

Project Description The sediment project must be completed before this project begins. This project includes removing the vegetation growing from the face of the dam and any trees or other obstructions lying on top of the structure.

The second part of this contract includes cleaning the downstream face of the dam, remove any grout/concrete that is damaged, pressure grout the cracks to stop leaks and resurfacing the downstream face.

The third part of the contract shall include restoring part of the downstream face of the dam adjacent to the ogee weir that has deteriorated and nor longer matches the shape of the rest of the dam. The contractor shall use #4 rebar and epoxy grout and 4000 lbs concrete to re-establish the 5 sq ft section of dam face.

B. Location Rock Creek Dam is located on FSR 69 approximately 6 miles from the intersection of FSR 69 with Georgia 60 and about 13 miles west of Suches, Georgia in Fannin County Georgia.

C. Price Range The Government price range is $100,000 - $250,000.

D. Environmental The Contractor is to dispose of all waste material off of National Forest System Lands in an appropriate manner, and location.

The Contractor SHALL NOT perform any equipment maintenance within 100 feet of the stream.

E. CONTRACT TIME IS 90 DAYS

F. INSPECTION AND ACCEPTANCE

Periodic field inspections will be made by the Contracting Officer’s Representative (COR) or the COR’s designated inspector. Work not completed to the Contract Specifications shall be reworked without compensation to the contractor.

C2 SPECIFCATIONS

The Contractor shall furnish the necessary personnel, material equipment, services and facilities (except as otherwise specified), to perform the description of work/Statement of Work reference in Section J.

Vegetation Removal General This work includes removing all vegetation growing out of the face of the dam or resting on surface of the dam.

Herbicide The Contractor shall supply herbicide such as but not limited to Arsenal or Chopper Gen2 or equivalent which is not toxic to aquatic organisms, Material Safety Data Sheets, sprayers, nozzles, mixing tanks, and all other supplies and equipment necessary for the task.

The Contractor shall mix the herbicide using the following solution 95.5 % water 2.5% Arsenal, 1% surfactant and 1% water soluble dye. For example, mix 5 gallons of water 1 pint of herbicide and 2 oz. each of surfactant and dye.

Use only low-volume, approximately 40 PSI, hand-operated backpack sprayers. Only .2503 or comparable flat-fan nozzles are allowed.

Manual and Power Tools The Contractor shall supply the manual and power tools needed to accomplish the task.

Grouting This work includes cleaning the surface of the dam, injection grouting, and surface grouting of the dam.

Materials The downstream face of the dam shall be cleaned by mechanical means only. No chemicals or sandblasting may be used. At least 95% of the by-product shall be collected and not allowed into the stream bed or allowed to be transported downstream.

Grout The injection grout shall be environmentally neutral, expands to fill voids, and capable of working in a wet environment. An acceptable grout is “Hydro Active Flex SLV” by de Neef or an approved equal. Any excess material shall be prevented from entering the water system and prevented from traveling downstream.

The face grout shall be a high modulus, high strength, bonding grout. It shall be an epoxy grout such as Sikadur 32, Hi-Mod. This product works well with A. W. Cook Cement Products for Patching material and this manufacture also provides compatible acrylic curing compounds. Any comparable materials may be used with prior approval, post award.

Implementation The level of the water impounded behind the dam may be lowered to 4-5 feet below the elevation of the ogee spillway to reduce the pore pressure in the concrete. The Contractor is to monitor the water flowing out of the conduit to ensure that is not cutting down or causing erosion in the streambed below the outlet.

The Contractor is to remove all vegetation from the dam. Once the vegetation has been removed from the dam and the roots removed from the cracks and crevasses the Contractor may begin to prepare the downstream surface of the dam for repair.

The downstream surface of the dam will be cleaned and degreased using the surfactant before grouting begins. The Contractor is to fill the cracks and crevasses in dam. Once the crevasses and cracks of the dam have been filled and patched, the Contractor is to resurface the downstream face of the dam to a smooth and even finish.
