This is a R.F.Q.
Evaluation criteria: past performance, price, technical ability, quality /safety, present @ this meeting.
Cost trade off’s vs. past performance and best value to government, may not go to lowest price if there is a better value to the government.
FILL IN YOUR PAST PERFORMANCES as required in contract. Can’t give too much info, many past proposals are too weak to give good evaluation of contractors and it may lead to discounting as nonresponsive if you do not provide what is required.
This is a 450 day contract. 10 day to “start” work after notice to proceed is signed.
Bid Bond required at 20% as per solicitation.
Hand out on CCR (Attachment #1) about “important contractor information” Contract estimate between $500.00.00 and 1 million. 100% payment bond and performance bond is required.
Item 7, delivery of bid by 1700 hours by April 26, 2010. Attention Dwight Hill at the address in block 7.
Bids are considered valid for 60 day from date of closing.
STORM WATER PERMITT Required from EPA for chosen contractor.
Submit all optional item estimates if not, not a responsive bid.
We are using many of the Ohio DOT materials Specs from current spec book.
0100-3 and summary 011000 page 2 of specifications section “M – Evaluation Criteria ” were thought to be in conflict at the time of the meeting. They are not. At the time of presentation Steve Marchi’s documents were incomplete. Documents on web site are correct. Provide evaluation data as per section M and section 011000 in the specifications for evaluation of offers. Please be specific on evaluation criteria so offers can be evaluated.
Location of project is in Perry county Coal Township State of Ohio Discussion started with review of Section C page 4 of 26 in solicitation.
There is Extra reporting required due to ARRA funding from Washington D.C. – See solicitation.
Chris Wilson P.E., P.S. presented this part:
Explaining Technical Specifications HTC is doing some work related to this project. Timber has been sold.
Stumps and tops are to be disposed on site as per drawings. Chipping is optional, see specifications.
Liner for pond contains Bentonite, application can be tricky and it must be stored dry!
Make sure you understand the process.
Spillway & emergency spillway (details) reviewed on drawings.
Elevation control points – No staking at this time, as timber removal would destroy them. You will need to set as per drawings and specifications for Govt approval.
Line item for survey cost.
Benchmarks – All elevation control will be set from BMs, they were attain by Lidar and we have found this information to be VERY GOOD on all the past projects we have use it on (10 + projects in the last two years).
? do we need a certified surveyor? No. F.S. will look over your #’s, if you want to sue one you can, your call.
? Do you require as-built drawing? Yes Earth work is biggest item.
? Soil samples taken in the past for soil suitability in pond fill. ? No visual inspection only. Entire pond will be lined with clay liner, soil suitability as pond is very minimal issue due to clay liner – See Drawings and Specs.
? No water leaves the drainage now - where is the water going? Down into the ground due to past mining activities, site was surface stripped after underground mining in early history of site.
Channels will have Rock, fabric, and/or liner as per drawings and typical.
? 95% compaction? Yes only on the dam, not required in the rest of the site, see drawings and specifications.
? What is ODOT 89 aggregate? Comparable to ODOT 304 limestone, you may use 304’s vs. the 89 gradation.
? Working on top of mines? No working beside mines as the site has been strip mined after underground activities in the past.
Take a close look at the spec. for prairie grasses seed mix.
? How many acres? 2.8 of special seeding for native grasses.
Need to look at cut and fill. They balance out on the site.
? Is the earthwork balanced on site? Yes no soil to be provided from offsite.
? How did you get totals? Cross sections from the lidar data, ACAD design.
?Were you conservative in your earthwork calculations? Yes, we should be on the high side for our estimate.
Stump height and removal @ pond and dam site. Stumps left by timber removal contract will be lass than 1’ high in general.
? Is there a place to put stumps and brush? Yes fill and stack/windrow in locations as shown on the drawings and outside the fill areas. You must handle brush left over from timber removal.
?Oil lines / pipe lines on site? Yes, there is one located in the area and there may be more, you are responsible for locating them and we will provide all the data on operators on site we know about as well as the lines we know are there from visual inspection.
? Abandoned oil well concerns? Yes if found will be “change of conditions “ and will be dealt with by modification on a site-by-site basis. Do not consider them in your bid.
?Start date expected? By July 1, 2010, 10 day after notice to proceed and 465 day to complete. Timber to be removed by June 15 2010.
Recommend that you make a site visit, it is worth your time.
? Concern about the tops and limbs remaining after timber removal contract, how do we bid before seeing what will be left on site.? You are going to have to go look at the site and make your estimates based on volume of trees and tops now on site prior to timber cut.
Sexton suggested call the timber contractor and ask if they will be chipping. Sale was sold to Gladfelter and information on the products they plan on taking is available from Jeff Hoselton at 740-772-3478.
?How did you get you x sections? We used a lidar mapping program that we have had very good past performance from.
Chris was finished. Steve stated the following:

Questions received after Pre-Bid:
Q? In spec. book cim-0914-05a-02 pg. 44, Item 5b it is being bid per cubic yard. Does it include excavating the dirt and the geotextile?
A - Schedule has a minor error, the measurement is square yards (Not Cubic Yards - Spec is correct on page 44) I think this is an obvious error and most will see it and know square yard not cubic yard for geo. Spec is right. This pays for geotextile only, no excavation. All excavation is paid in items 4a and 4b for the entire job.
Q? - Where do I find spec. type 2-b fp-03 714.01? It is not in the state spec. book.
A - See page 32 of the specifications FP-03 is called out and a link to the online book is provided as below:
STANDARD SPECIFICATIONS FOR CONSTRUCTION of ROADS and BRIDGES ON FEDERAL
HIGHWAY PROJECTS FP-03
U.S. DEPARTMENT OF TRANSPORTATION / FEDERAL HIGHWAY ADMINISTRATION
This publication is included for reference only. The entire specification document is available for downloading at www.eps.gov. Hardcopies can be obtained in person at the Wayne National Forest Headquarters, 16700 US Highway 33, Nelsonville, Ohio 45764. Mailing of the hardcopies from this office is not possible.
Q- Has there been soil testing done to see if there is good clay to build the site with? Does all of the soil to build the fill come from within the ponds? I walked the site and I saw pieces of coal. Do we have to cover up any exposed coal? Will there be a core trench (key way) under the dike area? Does the contractor pay for compaction testing?
A - No soils test were preformed. The pond does not need a key or a quality clay fill, we are using the Geo Liner to prevent seeping. The soil will come from the site, no importing of soil is needed or expected.
A- We don't think there will be enough coal to worry about once the soil has been moved and mixed with const. activities. If we find large pockets of coal we will work with the contractor at that time to find solutions, I think due to the quantity of soil we are moving we will be able to incorporate in the fills as needed with minimal effort.
A - No key
A - Yes contractor must provide all testing.
