A pre-bid meeting for the Badin Lake Group Camp and Woodrun Vault Toilet, Solicitation No. AG-4419-S-10-0351, was held on Tuesday, April 6, 2010, at from 1:00 until 3:00 at the Project Sites.
Cliff Northrop from the US Forest Service in Asheville conducted the meeting. After everyone signed in, the meeting began. The Print-In sheet is included at the end of these notes.
Cliff began by providing his contact information. The complete information is:

A quick overview of the project was provided. Cliff Northrop and district personnel stated that the site will be open to the public during construction. Expect heavy usage Friday through Sunday and minimal to moderate use on other days. Fencing will be required around the work site and staging area. Plastic fence is acceptable to the government, as long as sufficient posts are installed and the fencing is kept in good repair.
Time was allowed for participants to look at the Group Camp shower building, including the chase. Interested individuals then drove to Woodrun to see the vault toilet site.
Specific Questions, Answers, and Comments follow:
1) Q: The district requested floor mounted toilets rather than wall-hung.
A: Cliff Northrop will determine if that is possible. If there is a change to the toilet type, that change will be a part of an amendment. After the meeting, it was determined that the toilets will remain, as specified.
2) Q: How do we expect to patch the exterior wall of the existing building after the veneer is removed? This wall will become a finished interior wall.
A: This question will be addressed by amendment. The material to be used is Thoroseal Plaster mix to smooth the wall prior to finish paint. No block filler will be required.
3) Q: Is insurance required? How much?
A: The government does not require hazard insurance but does expect that a prudent contractor would carry appropriate insurance.
4) Q: Will the showers be painted to match the new addition?
A: No.
5) Q: Does this contract include filling the collapsed vault on the existing vault toilet building at the group camp?
A. No.
6) Q: Will the pine tree next the the Woodrun vault toilet remain?
A: No. It will be removed, including the stump and disposed of locally, beyond the cleared area.
7) Q: Does the contract include removing the existing, wooded toilet building at Woodrun?
A: No.
The drawings show an incorrect configuration and alignment for the proposed vault toilet at Woodrun. The stack should face south and the entrance should face the parking area, not the road. The correct vault model is a right hand, single Rocky Mountain.
An amendment will be issued to address the above clarifications.
Should you have any questions regarding these notes, or find any errors or ommissions, please advise Cliff Northrop immediately.
