AG-4419-S-10-0326 Huron Manistee Dam Maintenance Questions and Answers

1. What is the start and end dates of the contract? ANSWER: Expect to start in June and finish by September.

2. Will the water level be low on the dams needing water control boards replaced or will we have to stop the water flow to make repairs: ANSWER: Generally the water levels in the reservoirs cannot be lowered due to wildlife and recreations regulations. Contractors need to have means to temporarily stop the water to make repairs.

3. One spot in specs says to flush cut all tress to ground level and another says all three inch or larger trees will be removed. Please clarify. ANSWER: Brushing and tree removal, in general, is to conform to the Specification Section 02000-1.01-D. However, some dams are historic and the stumps cannot be removed. In these cases, the stumps are to be flush cut. This is clearly stated in the details for work for each dam.

4. Can contractors hydroseed rather than straw mulch? ANSWER: Hydroseeding is not acceptable. Contractors will follow the specific directions for turf establishment per Specification Section 02000-1.01-G.

5. Does cut grass need to be removed from the site? ANSWER: Mowed grass does not have to be removed from the dam. See Section 02000-1.01-C.

6. Are there any permits that the contract will need to get for the digging around the water? ANSWER: Unaware of any permits needed. Moving sediment from in front of the dams to replace the stop logs will be kept to a minimum and would be considered maintenance, not dredging.

7. Can contractors store materials at more than one site while they are working on just one of those sites? Then move to the next site where materials have already been placed? ANSWER: They can stockpile material at dams they are not working on, but the material must be protected from erosion (silt fence around it) and shall not be deposited on un-mowed grass, brush etc. Amount of material and placement will be ultimately decided by the COR, but the COR will work with the Contractor to the greatest extent possible. Contractors are cautioned that some of the dam access roads have obstacles they will have to move in order to gain access to the dams.
